Hate Fueled Joyride Rock Vespucci Beach March 12, 2023, 10:46 Written by Robert Grey Vespucci - A joyride turned into a nightmare for residents of Vespucci after a skinhead gang member went on a destructive rampage. Leo Mazza, a 21-year-old member of a local skinhead gang, drove through the streets of Vespucci, taking out street lights and driving over sidewalks in a meth-fueled frenzy. Mazza was eventually stopped by the Los Santos County Sheriff's Department, who had been alerted to his reckless driving by concerned residents. During the traffic stop, deputies discovered that Mazza was carrying a loaded handgun and an undisclosed amount of cocaine and pills. According to witnesses, Mazza was driving erratically, swerving in and out of traffic and narrowly avoiding other vehicles and pedestrians. He was seen driving onto the sidewalk, knocking over garbage cans and causing damage to storefronts. One resident, who asked to remain anonymous, said, "It was like something out of a movie. He was driving like a maniac, and we were all just trying to stay out of his way." Another witness, who also asked to remain anonymous, said, "It was terrifying. He was driving so fast, and I thought he was going to hit me. I'm just glad he's been caught." Mazza has been charged with a number of offenses, including reckless driving, possession of a loaded firearm, and possession of illegal drugs. He is currently being held in custody pending his arraignment. The incident has sparked outrage in the community, with many residents expressing their disgust at the actions of the skinhead gang member. "This kind of behavior is unacceptable," said one resident. "We need to come together as a community to stand up against hate and violence." The Los Santos County Sheriff's Department has vowed to continue to crack down on dangerous driving and gang-related activity in the area. Street Racing Epidemic In El Burro Heights February 25, 2023 19:12 Written by Robert Gray El Burro Heights, Los Santos - Residents of El Burro Heights have raised concerns over the recent influx in illegal street racing taking place in their city. Large crowds of people are gathering late at night to participate in drag racing on the empty and wide-lane industrial roads. According to reports, the illegal street racing is happening on a regular basis, and the crowds are getting bigger every week. Local residents have reported loud engines, screeching tires, and honking horns, disturbing the peace and causing safety concerns. The Los Santos Sheriff's Department has acknowledged the issue and has stepped up patrols in the area. They have also called on the community to report any suspicious activity they may witness. "We take illegal street racing seriously, and we want to make sure that our community is safe," said a Los Santos Sherriff's Deputy. "We have increased patrols in the area and have been working closely with neighboring law enforcement agencies to address the issue." In addition to the noise and safety concerns, the illegal street racing is also damaging the roads and causing environmental issues. Burnouts and other reckless driving behaviors are causing damage to the asphalt, which is costly to repair. The Los Santos City Council has also expressed their concern over the issue and is considering implementing new measures to combat the problem.   7. Here lies Michael "Sleepy" Lane, who isn't dead quite just yet. Mar. 6, 1998 - XXX. X, XXXX The Birth of a Disaster (like most disasters, accidental) Michael's life began much like most of the kids who go on to become degenerates. Born out of wedlock into a broken home; he was blessed with a PTSD-riddled alcoholic mother, and a racist, sociopathic, meth-consumed father, livin' it up in a small town called Chicago. His mother came from the Bolton side of the family, and Susan (Susie for short) was proud of it. She often told a young Michael stories of her brother, Uncle Slip, who used to always protect her as little kids. Upon reflection, Mike thinks part of his mother had always wished Slip would come and save her from her 'boyfriend'. Jonathan Lane had never wanted kids. In fact, the only reason he stuck around was because he could never afford a good divorce lawyer; and was probably convinced he'd lose the house. When Michael started on the way out to him and Susan, Jon couldn't be bothered to leave his poker game to take her to the hospital. Instead, the neighbor; Mrs. Crowley (an ex-nurse) delivered the somewhat sickly and pale young boy to his mother. When Jon got home, about 34 hours later, he had completely forgotten his woman had gone into labor, and even the baby in front of his eyes failed to produce a reaction past a sullen "congratulations." Mike grew up listening to his father's racist rhetoric, and in the 5th grade he was placed in correctional school, for punching a black student and calling her several racial slurs. The boy's father treated it like a coming of age for Mike, who finally showed promise as a son in Jon's eyes. From then on, Jon took notice of Mike, and even once brought him home his very own pack of beer; after being suspended from the correctional school after yet another incident with a black student. It was his way of impressing his father, who didn't give a rat's ass about school and grades. As far as his father was concerned, Michael Lane would be raised a good, white boy. And, so it was. His mother lost more and more sway over Mike as he went into high school. After telling his father he'd be flying straight to get that diploma, (which Jon always regretted never achieving himself,) Mike was enrolled in a public high school, Las Casas Occupational High School. The kid got into drugs, and by sophomore year had alienated all but a few close friends, who were just as racist. CASH Money, and Larger Losses. Mike's friends were what you could call a 'bad influence'. The tendency of latch-key teenagers is to get into many things they really shouldn't be into. Like, cocaine. As his father continued to skip from job to job, his mother worked day and night shifts at a laundromat and fast food shop. It hurt the kid to see his mom working so hard, so he approached his close friend, Ruble, about getting his hands on some white; to start dealing. Ruble's brothers all had ties to the Chicago Area Skin Heads, or CASH. Ruble decided to help Mike out, and introduced him to some of the people who would turn Mike on a path he'd never turn back from. Mike made good money dealing CASH's coke and herb. It was enough money for him to lie to his mother that he was a delivery driver at Burger Shot, and convince her to let him start paying some of the bills. Mike, who had been doing terribly in school, finally decided to drop out and get his GED. Shortly after things started looking up for the Lanes, Jon disappeared. He never packed any clothes, and didn't leave any notes. His joint bank account with Susan was still in order, and there was no indication of an affair or abandonment. Susan was shattered. No matter the evidence, she believed that Jon had betrayed her; and that she was invaluable. She went headfirst into the trench that is depression; and the alcoholism made it worse. On January 21st, Susan Lane died after colliding into a cement column; while driving intoxicated. And that, friends, was the beginning of the end. With an empty house, and now orphaned, Mike turned to another friend, Sabyan 'Creep' Vargas. The pair had frequently talked about moving in with each other; and recently Creep had gotten kicked out of his step-dad's house. After hearing the news, Creep told him about the plans he'd made. In about a month, they were going to move out to Las Venturas, where Creep had a cousin. His cousin could get them a good place to stay, and hell, it's the City of Sin. Without a second thought, Mike agreed. After three weeks of drinking, cocaine, and squandering a good half of his cash; Mike and Creep drove out to Las Venturas, in a janky old van with no AC. It wasn't his finest moment, but the lights when they arrived said it all. The police lights, I mean. Red and blue came up flashing behind them, as they pulled down the highway. A state trooper removed them all from the car, and after putting one of their companions into another cruiser for warrants; cuffed Mike and Creep for possession of a stolen vehicle, and suspected Grand Theft Auto. With no money, and nobody to defend him; Mike was advised by a public defender to plead no contest, and face a short stint in County rather than potential years in the big bad penitentiary. Blood in, Blood out. When he was taken into intake; Mike got the rundown of the politics in Blackfield County Jail. Things were semi-peaceful at the moment, but the Jail had just come off lockdown two weeks ago; after a trio of black inmates were caught after murdering a white inmate on the field. The Deputies had managed to arrange a ceasefire between the two groups, or so they believed. The real check in came once he was in his pod. One of the guys from the woodpile checked his papers, and then pulled him aside. The dude was a skin, Scratch from Rockwood. He told Mike what he'd already heard in intake, but explained that the ceasefire wasn't to be respected. The man with the keys, Bar from the Brand, had sent word down that they'd be making a move sometime this week, working with surenos to get revenge on the blacks. Even if he was new, Scratch said he'd need to get in on the action. Two days later, at yard, the whistle was heard, and the whites and surenos charged the blacks. Mike stuck with Scratch, and when a black inmate pinned Mike down; Scratch took a sharpened toothbrush out of his waistband. It was a blur, and then a spray of red. Mike's hands and face were covered red, and Scratch pushed the inmate off of him. A few seconds later, a warning shot was heard as guards stormed the yard, beating and pepper spraying inmates into submission as riflemen watched from the towers. During the ensuing lockdown; Mike was brought in to a room with his lawyer, and several suits. They showed him a video, of him participating in the riot, and then, as the suits put it, 'being an accessory to murder'. His lawyer, obviously frustrated, advised Mike to plead guilty; and in return she'd help negotiate down the charges. On top of his Misdemeanor Grand Theft charge, which left him with a year, he was slapped with another 6 months for Assault on an inmate. When he was returned, he was taken not to his pod, but to SHU. His new cell mate, Stinger, congratulated him. Word was, Mike had proved himself loyal to the program. Stinger was pretty good with stick and poke, and gave him his first tattoo, an unfilled swastika on his right chest. When he was done, Stinger showed him the result of his work. As Mike looked, his new brother said, "Blood in, Blood out." Rise of the Slime Lord On his release, April 5th of 2019, Mike was told by one of the guys from the woodpile to get in contact with the Blackfield Death Dogs, a street skin gang who had ties to Aryan Warriors in the county jail. Mike's sense of freedom didn't last long. He had been markedly changed after his time in county, and saw the normal society as boxed in. He ran tight with the BDD, and eventually; he made good friends, that he could call brothers. Flinch was one of those brothers. Flinch had been brought in for about a month, but had yet to be validated. And although Mike had been brought in inside; he wasn't a part of Blackfield yet. Some of the older homies had taken the gang out drinking at the local bar, and a slightly older black man came in; likely a tourist. Despite the many racist signs and imagery in the bar, the man came up to order a drink. He was berated, and then beaten. The big homies, Rash and Cane, told Mike and Flinch to drag him out back. They did. They were told to beat him, and they did. Then, they were told to stab him. They did. In late 2019, Mike had been brought in and was recognized as an associate of Blackfield DD. Him and Flinch had a rough season, after a shipment they and several other gang members had pooled cash in got stung. They decided to hit a lick, on a small 24/7 out in Rockshore East. They went in, guns up, and got a decent take. No sooner had the bag of cash reached their hands, that the shopkeeper reached for a gun of his own. They put him down, and ran outside. Less than a mile out, they heard sirens. Flinch ran off toward a drainage ditch; and Mike followed. They slid into the ditch, and Mike stumbled. He fell back-first into the pool of runoff at the bottom, and wound up covered in foul smelling slime. He and Flinch hid there for a good two hours, before making a call for pickup. When Rash and his brother showed up to get them, Rash started joking that his new name for Mike was Slimey. It stuck. Skinhead Cannibalization Not a month had passed since he and Flinch had hit the 24/7, when Slimey got a call while doing lines with his now ex-girlfriend. Flinch had been picked up by 12. He got caught up with his gun, and about two ounces of coke, plus a scale and baggies. On top of those charges, they traced the firearm back to the murder at the 24/7 alongside camera evidence. Just like that, Mike's closest, his only friend, even; was headed behind bars, probably for life. Slimey didn't click with the rest of Blackfield, after that. And, to add to that; a huge bust had gone down a week after, taking Rash, Cane, and the Shotcaller; Van, out of the picture. With the weakened state of their gang, and their leaders behind bars for life; pressure came from the Rockshore East Wood crew; who ran under Aryan Warriors as well, for DD to merge with them. Deals were struck, but Slimey didn't make it to any of them. He had come to terms with the fact that he wanted out; and he wasn't gonna pay the blood price for it either, not for some 'homies' who barely gave a fuck about him. And so, after the cannibalization of the Blackfield Death Dogs skins by the Rockshore East Peckerwoods, Mike left the name Slimey in Venturas, and made for San Andreas. After some time in Blaine, he caught word about something he'd almost forgotten, a link to another version of himself; long since dead. The Outlaws MC was in Los Santos. Michael hadn't seen or spoken to his Uncle Slip in years, but maybe, just maybe he could be around, or there might be someone who could point Mike in the right direction. It was worth a shot, at least.

  9. Little Israel is the unofficial name for the Jewish communities within Los Santos, with the people living widely ranging in income and wealth. This thread seeks to document said communities within Los Santos. There are people from every background in the community, from doctors, policemen and students to thieves, delinquents and robbers. While the Jewish community tends to be more religious than that of other communities, it doesn't stop you from playing any sort of character you want - For a lot of Jews, religion is more of a tradition that is upheld simply to preserve the culture rather than strict adherence to all the rules.   10. ((This thread will follow the story and activities of Isaac Hamaguchi)) Back Story Early Life: Isaac Hamaguchi is a 3rd generation Japanese American. He was born and raised in Little Seoul, where his grandfather, Haruto Hamaguchi, primarily brought him up. With his family being in poverty and falling just short of the living wage, his parents were always working desperately, trying to keep themselves afloat and food on the table. Leaving Isaac when he was not in school with his Grandfather Haruto, a retired mechanic. His time with his grandfather was an escape from reality until he got home. Since he was so young, he didn’t understand that this was wrong; to him, it was normal. Teenage Years: In Isaac’s teen years, his parents put more and more pressure on him, when he did not meet their expectations, he was greeted with scorn and disappointment. He understood why but it made life hard. He started to become closed off isolated, and he bottled up his emotions to the point where he only felt frustrated. The only time he felt at peace was when he was with his grandfather. As he moved into high school, things didn’t get much better; he struggled to make friends and was often bullied for his worn attire; in combination with his home life, he could only bottle up so much and began to lash out, he felt like nobody understood him, whenever teachers tried to talk to him he couldn’t express how he felt or why he felt the way he did, to them he was just another troubled boy to far gone to save. The only person he could confide in was his grandfather, but even then, he wasn’t able to tell him everything. As the years passed, Isaac became emotionally detached, having no empathy, but clung to things that were most dear to him, afraid of letting them slip away. A constant emotional battle in his mind, on the outside he was cool and calm, on the inside he was battling himself, unsure how to feel, and unable to let it out. As the years went on the divide between Isaac and his parents grew. The more they tried to push him in one direction, the harder he pushed back, doing the opposite of what they desired purely to spite them. By the age of 16, he had been kicked out of his parent’s house, they were unable to cope with him any longer. So, he moved into his grandfather’s house. It was at this time Isaac found his enjoyment in cooking, Haruto teaching him traditional Japanese meals, and dishes, alongside this Isaac and his grandfather, spent their free time working on his Sultan Classic, his pride, and joy. As a result of this, Isaac began to excel in his metalworking classes and mechanical classes, discovering a keen interest in these industries. He obtained his HSD's (High School Diplomas) in Motor Mechanics and Metalworking. Life seemed like it was looking up for Isaac, but the hard truth settled in very quickly, his grandfather couldn’t afford to keep him. This began to show after a few weeks, Isaac would see his grandfather having smaller meals just so Isaac could have more, it broke his heart seeing the one person he truly cared about giving up his health, just because of him. Isaac asked his grandfather about their position, and why he wouldn’t sell his car and use his money to live happily. To which he answered, “To take away what I have had for so long, will take away a part of what makes my living happy”. Isaac felt useless. He was determined to help his grandfather, he felt guilty. He knew there were drugs being sold around his school, and he knew that the kids who did it always had cash, he wanted a piece of that. Isaac began speaking to the dealing kids, putting up a charismatic front. He began to get friendly with the group over time, after a few months they brought him into their little enterprise. They believed Isaac was their best friend, the truth was Isaac didn’t care much about them, they got him where he needed to be, that was all he cared about. When the cash started coming in, he used it to help his grandfather, buying food, water, everything he needed. His grandfather questioned where the cash was coming from, but Isaac just shrugged it off and said it was a support fund from the school. He kept this up until he finished school, he had saved up enough to last him and his grandfather a while. Satisfied, he took a step back from selling, his group wasn’t impressed but Isaac convinced them to allow it, reminding them that it was more money in their pockets. Adult Life: By the time Isaac was 24, he and his parents stopped communicating altogether, it was just Isaac and his grandfather until he passed away that is. Haruto became suddenly ill, he tragically died, leaving Isaac feeling isolated and alone once again. The government took his house back, the only thing that his grandfather was able to leave him, was his Sultan Classic. By this time his savings were dwindling, he couldn’t look after his grandfather anymore, it was only him. Like Haruto once did, he refuses to sell the Sultan, seeing it as the only piece of his grandfather he has left. Now he sleeps in his car, using the money he had left for food, and fuel, with it quickly running out he needs to try to find a way to keep on living.
  11. BOBBY THAI thought of all the ways he could've avoided fucking up, but came up short... He sat on a wooden chair, looking at all the clutter of stationery around him. He was in the principal's office—she was a middle-aged Caucasian lady with thinly plucked eyebrows, light pink blush on her cheeks and always had her blonde hair tied up in a ponytail. Erin Cartwright maintained a professional dress code on the premises, she wore a black blazer with a dark grey blouse underneath and some long black trousers to match. You could always hear her high heels click-clacking as she walked down the halls of Fairmount High School. She remembered almost every student's name there and was proud of her job. Fairmount wasn't too far from Bobby's home in Little Seoul, Los Santos or "K-Town" as a local would call it; he usually rode his silver BMX every day back and forth from home to school. Mrs. Cartwright had always seen potential in Bobby and took a liking to him, she called him a bright student with a good future, only if he had just listened in class and focused on his studies, that was. It was more than disappointment when she found out that Bobby had brought a knife to school, but knowing his background, she wasn't all too surprised. "Bobby, you know that I'm going to have to do a severe disciplinary action for this, right, why did you do this?" Her words blurred together in Bobby's head. He looked up at Erin, seeing the disappointment in her face and looked away, keeping his mouth shut. He always felt like a disappointment to every adult who had good intentions for him, from his mother to his teachers. He had brought the knife with the intent of meeting up with a Hispanic kid from the same neighborhood after school and stabbing him. The kid had repeatedly insulted Bobby's looks, particularly how his eyes looked. And that Bobby was a pussy. Bobby had seen this kid talking shit to other Asians in the school, punching them for no reason, especially the ones who didn't know good English and could do nothing to fight back. He badly wanted to teach the little fucker a lesson. Bobby Thai had been expelled and transferred to Westview High to finish off his sophomore year. He stayed with his mother, Huyen Thai who was a second generation Vietnamese immigrant, and her boyfriend who she wanted Bobby to call 'step-dad', but he'd have rather crawled into his own grave. Thai had never met his biological father, growing up, he would hear rumors that his dad was moping around somewhere in the United Kingdom and was a heroin addict. Around the time of his school semester ending for the summer, he had gotten involved with the local thugs that lived not a stone's throw away from him; meant he was getting two educations. Local gangsters like Tommy "Tee" Gao who was part of the Decker Side 213 street gang, had seen the potential in Bobby, 'cause he looked like a kid with a good head on his shoulders that didn't take shit from anybody—he'd get into fights and lost most of them but he never backed down. Bobby had heart. Thai was a scrawny, baby-faced sixteen-year-old boy who stood at 5'6, maybe 5'7 with shoes on and weighed no more than 130 pounds. You could easily mistake him for being thirteen or fourteen. Tommy had gotten Bobby involved with selling copious amounts of marijuana on the street, and you could see that the kid was a natural who fit right into his environment. Thai was making some good money, but had the financial literacy of a four-year-old kid in a candy store. He'd waste his money on street gambling, new clothes and girls that he wanted to show off to...

The Take Down The Romano Family, most known for the notorious "Gangster's" dating back to the 80's for Extortion, Fraud, and Murder in 1989 Vincent Romano home was raided at 11:42 pm by LSPD there they found extreme amounts of cocaine and marijuana along with roughly around 60 fire-arms, Vincent was charged with RICO charges for being the ring leader of the Romano Crime Family and he was also charged for the items found inside his home during the raid, Once Vincent was charged with the RICO charges there was 28 other Family members charged with him on similar charges under the RICO act, This was a major setback for the Crime family as the ring leader was no longer able to run operations anymore this caused the existing members to move in silence under the code of "Omereta" which is a code of silence prohibiting you from speaking on the Family to informants or anyone not included in the Family, while Vincent is sitting behind bars serving 48 years for the crimes he has committed the Family has set a new "Capo" Tommaso Romano one of the seven brothers of Vincent, He was chose to take over operations while Vincent is locked up, The family has gave their trust to him believing he will lead the family in the correct direction, Tommaso was leading the family for 20 years no issues. Modern Day Activities The modern-day Romano's can be seen wearing suits along with luxury watches and high-end sport vehicles, Tommaso Romano was shot and killed, January 18th, 2015, causing yet another setback within the family, the family quickly caught wind of the death and selected another Capo to be in charge and direct them and his name is Alfred Romano the air of the famous Vincent Ramano from the 80's, Alfred is currently running his family day in and day out causing no issues along with no other family rivalries at the moment, he has been able to keep a low profile for himself and the family, keeping them right under the radar and able to make alot of 'dough' without paying the price in the 'pen' , Alfred's right hand, Paul "Paulie" Ramano who is Vincent's nephew making him and Alfred first cousins, Most of the time Alfred and Paul cannot be seen apart from each other and without the heavy security of the family around and always watching. Sunshine Apartments, deputies preparing to enter and search. Onlookers watching. — Yunisa Delgado-Flores, June 24th 2022 On June the 22nd, at 11:16PM, Judge Jacqueline Keating sentenced Harlee Soho, 23, for 8 years imprisonment, the minimum for first degree murder, for the murder of Samantha Baker, 21, as well as the possession of an unlicensed firearm following their guilty plea in Los Santos County's Superior Court. Stooges, the bar that Harlee owned, is a punk-themed bar located within Little Seoul. Locals have complained to the Daily prior about the attraction of drunken violence and skinheads the business brought to the district. Throughout the month of May, it faced multiple accounts of vandalism and graffiti. On May the 20th, the business faced a fire that led to the temporary closure of the business. The source of the fire has not been disclosed. The Los Santos Fire Department wrote in a press release that the fire was classed as commercial due to the size and nature of the fire. The press release noted that "flames protruded from the interior" and, due to the fire starting as the business was closed, there were no casualties. The State Fire Marshal proceeded to investigate the cause of the fire however has not publicly disclosed the source of the fire as of yet. The Daily News reached out to the Fire Marshals on June the 21st and has yet to receive a response. The business recovered from the fire and proceeded to open throughout the first half of June. Since the arrest, charge, and sentence of Soho however, the business has remained closed. There has been criticism against judge Keating and the District Attorney's office following this trial by a few members of the public. The criticism comes from the sentence of eight years following first degree murder. Online, a series of comments by local resident "Theo Pow" expressed their frustration at the sentence. One of which read that "Harlee Soho will be out of jail before she even reaches the end of young adulthood. How is this justice?" "Sentence rendered this morning. They seem to agree with the DA's Office that a sentence of eight years is somehow justice enough against someone that has taken a young woman, permanently, from their family - with a premeditated plot. Harlee Soho will be out of jail before she even reaches the end of young adulthood. How is this justice?" The Los Santos County District Attorney Office's Diana Morales, the prosecutor who filed the charges against Soho, refused to provide a comment when the Daily reached out for details surrounding this case. The Daily News wrote to Harlee Soho on June the 22nd. We have yet to receive a response. Samantha Baker, the person Harlee pleaded guilty to murdering, was said to have close ties with the business. NEWS • Crime Written by Yunisa DELGADO-FLORES • June 27th, 2022 — 8:29PM White supremacist gang leader killed by three in Twin Towers, reports say Daryl "Boyscout" Greene, a reported influential member in the Aryan Brotherhood, was murdered inside of his prison cell at Twin Towers Correctional Facility by three fellow gang members. Detectives cite "internal politics" for the reason. Daryl "Boyscout" Greene, mugshot circa 2007 — Courtesy of Los Santos Times On the 22nd of June, at approximately 8pm within the Twin Towers correctional facility, suspected gang leader Daryl “Boyscout” Greene was stabbed numerous times and killed using a make-shift prison shank, the Department of Medical Examiners and Coroners reported. A representative on behalf of the Twin Towers Correctional Facility wrote that, during the inmates’ yard time, three inmates entered and exited Greene’s cell on the 22nd. His body was later discovered around midnight the same day. In the report provided by the DMEC to the Los Santos Daily News, Daryl Greene was said to have suffered “repeated sharp-force and blunt-force injuries”, and that his death was determined to be a homicide. From the Coroner’s report, the Los Santos County Sheriff’s Department staff within TTCF attempted to aid Greene in their medical facility, however was unable to do so. Detectives from the Operation Safe Streets and Operation Safe Jails Bureaus were able to identify all three of the inmates that assisted in Greene’s murder, according to a written report. The report did not disclose the identities of the inmates. This is the most recent gang-land murder within the Twin Towers Correctional Facility after a series numerous more across different gangs. Over the past month, two Mexican Mafia leaders, Santos Ortega and Gilbert Montiel, were killed by gang members and affiliates of the Mexican Mafia or gangs allied with the Mexican Mafia in separate incidents. A former inmate of the Twin Towers Correctional Facility who was familiar with the gang culture within described it as “a big powder keg that’s constantly on the brink.” A sergeant in the Operation Safe Streets Bureau of the LSSD previously described the nature of prison gang politics to be “cut-throat “. The written report provided by the TTCF representative noted that the primary motive behind Greene’s murder is due to “internal politics” within Greene’s gang. In the written report provided by the TTCF representative, Greene was described as “a known Aryan Brotherhood figurehead who oversaw operations within Los Santos County.” A source within TTCF noted that Daryl Greene held a tremendous amount of influence within their cell block in their gang, once describing them as the “head-honcho.” Court records shown that Daryl Greene was sentenced to incarceration following numerous accounts of weapons and narcotics trafficking in 2007. He was charged for first-degree murder in 2017 but, following a trial that lasted until 2021, he was acquitted of all charges, the Los Santos Times reported. Daryl Greene, as reported by gangland news focused publications, was suspected to be a former member of the Nazi Low Riders white supremacist prison gang. However, after a conflict between the Aryan Brotherhood and the Nazi Low Riders, Greene was inducted into the Aryan Brotherhood. The Aryan Brotherhood is one of the most violent prison gangs on the west coast. A report published by the FBI, with the statistics publicised within the Southern Poverty Law Centre’s Intelligence Report in 2013, shown that despite only making up less than a tenth of one percent of the population (<0.01%) of the US prison system, Aryan Brotherhood members have been responsible for 18% of homicides. From a disclosed 1998 handbook from the U.S. Department of Justice detailing gang awareness for future law enforcement officers to reference in San Andreas, it listed the criminal activities that the Aryan Brotherhood gang deals with includes: contract murders; extortion; narcotics trafficking; commercial robberies (banks being a frequent target); and weapons and explosives trafficking. Greene was initially convicted for weapons and narcotics trafficking, and was charged for murder later in his sentence. He was later acquitted for his murder charge. The Aryan Brotherhood’s and other white supremacist gang’s reputation for violence extends far beyond the prison walls. A Colorado white supremacist gang named the 211 Crew was responsible for the death of Tom Clements, the head of Colorado’s prison system, by 211 Crew member Evan Spencer Ebel in 2013, the CBS News reported. In 2012, Daniel Evan Wacht, a man who described himself as a member of the Aryan Brotherhood, killed and decapitated Kurt Johnson in North Dakota to gain infamy for his group, reported the Jamestown Sun. Mark Pitcavage of the Anti-Defamation League (ADL) wrote to the SPLC saying “there are a number of racist prison gangs that have just as many members if not more on the street as behind bars.” The Aryan Brotherhood is just one of a number of white supremacist gangs within Los Santos County, with others including: Public Enemy No. 1; Nazi Low Riders — the supposed previous gang of Greene; the Family Affiliated Irish Mafia, a growing offshoot from the Aryan Brotherhood; and many other smaller collections of skinheads and “peckerwoods”. Earlier this month, on June the 6th, the LSSD’s Operation Safe Streets Bureau conducted raids across Vespucci properties linked to white supremacist gangs. The raids led to 17 firearms and 1.3 kilograms of narcotics being seized, which later led to two arrests. In an interview with the Los Santos Tribune’s Phoebe Holter in 2021, Detective Moss of OSS noted how white supremacist skinhead and peckerwood gangs are harder to tackle. “They like to cause a ruckus and then go into hiding, but we're getting better at getting on their tail.”, Moss said. Elijah Mandela, wanted for 4 counts of murder and 2 counts of attempted murder - Courtesy of the Los Santos Police Department. Elijah Mandela, a 25-year-old male living within San Andreas, has been suspected of murdering a total of four women over the past year. There’s an active warrant out for his arrest, and the District Attorney’s Office is offering a $50,000 bounty for information leading to his arrest. “To convict an individual in the United States a prosecutor must prove beyond a reasonable doubt that an individual is guilty, which is not an easy task, especially for cases such as murders.” said Deputy District Attorney Jennifer Li at a press conference held in Vespucci’s Police Station on June the 14th; started at 10:00pm. “Our system was made that way so no innocent ends up in prison for a crime he did not commit. “Recently, an arrest warrant was approved for the suspect that maybe behind all the alleged murders. The District Attorney's Office will remain transparent with the people, and will be revealing the suspect's name. Elijah Mandela is Hispanic twenty-five-year-old man living within the state of San Andreas, and we have enough evidence that we believe we can prove, beyond any reasonable doubt, that he is in fact [the owner of the blog].” Jennifer Li mentioned the name of the blog, dubbing it as a moniker for Elijah. The Daily News has removed the name of the blog from the article due to the graphic nature of the blog’s content as well as the desire to not nickname the killer. Soon after saying their name, Jennifer Li lifted up a photograph of Elijah Mandela to those in the room; his face revealed to the press and the public. Mandela, according to detectives from the Los Santos Police Department and prosecutors within the District Attorney’s Office of Los Santos County, is responsible for the death of four women across Los Santos County. Elijah, through his online blog where he shares photographic evidence of his crimes, claims to be a photographer and an artist. “I filmed my first video with the help of a young girl named Claire. It was gorgeous, but far from a master piece in my opinion. The photos came out good, and she will be remembered for it.”, wrote the owner of the blog in the blog's journal page. Claire was one of the two woman who were the subject of videos on the blog Mandela allegedly created. The videos showcased a brutal beating of the women is question after a stocky male figure, which law enforcement claim to be Elijah, forces them to pose in various positions against their will. Detective Haas of the Los Santos Police Department detailed how they found the body of the four victims. “On the 20th of April, Los Santos Police Department detectives investigated a series of coordinates that were received via an external website … These coordinates led detectives to a partially exhumed female victim in the Tongva Valley area.” The coordinates were accompanied with two photographs; a bridge within the Tonga Valley area along with a close-up of a nearby sign that read “Head Downstream”. “Following a systematic and thorough excavation of the area, investigators were able to identify a singular female victim at this site. Investigators were able to identify the victim as Mercia Sauer, who had been registered as a missing persons by the Los Santos County Sheriff's Department in September of 2021. “On the 2nd of May, following a series of additional images posted on the website, City Police investigators located a second homicide victim in the Capital Boulevard area. The South-Central homicide desk investigated this incident, and identified a singular female victim, identified as Samantha Johnson, a young resident of Mirror Park. “On the 22nd of May, investigators received an anonymous tip pertaining to a third victim, linked to an additional series of images that appeared on the allison7521 website. Investigators identified a singular female victim in the North Chumash area, who was later identified as Ella Winchester. “On the 10th of June, detectives discovered a fourth victim following a series of images posted on the allison7521 website. The Department has not yet been able to identify this victim, who is a young female of Asian-American ethnicity. However, thanks to the strenuous efforts of forensic experts and analysts, significant forensic evidence has been retrieved from the scene. “We are currently awaiting DNA testing to confirm the victim’s identity and inform the family” One of the ways law enforcement gathered evidence against Elijah to file the warrant was through analyzing the candid-photos taken and uploaded onto their blog. The photos were often from a high birds-eye view, taken atop of various buildings across the Vinewood-Hawick area. “Investigators were able to locate a series of areas described as 'lookout spots' that had been utilized as vantage points to create the countless images posted across the website, and the FaceBrowser account previously. “Through the strenuous efforts of forensic technicians and tire track analysts, investigators were able to secure substantial forensic evidence to progress the investigation and identify key information, such as the suspect vehicle.” The vehicle in question is a rusted dark-blue Yagou Classic. The vehicle was seen near the site of Elijah’s first arrest by the Los Santos County Sheriff’s Department, and Claire later confirmed the van's description to the Daily News. Elijah Mandela was previously detained by the Los Santos County Sheriff's Department according to reports from the LSPD and the DA's Office. However, due to a lack of evidence, the DA was unable to press charges and Mandela was released from custody. “On the 13th of May, following a joint investigation between the Los Santos Police Department and Los Santos County Sheriff's Department, a singular male suspect was apprehended and detained by the Sheriff's Department, following a positive identification of the suspect vehicle. At this time, investigators were not able to pursue charges. “As the Deputy District Attorney rightly mentioned, convicting an individual within the united states can be a monumental task, especially in investigations such as this.”, Haas explained in a response to a question by LSN’s Troy Francis. “At the time, the suspicions could not be substantiated beyond a reasonable doubt. As such, Mister Mandela was released at the time. All claims against Mister Mandela have since been substantiated, and as mentioned by the Deputy District Attorney, the Los Santos Police Department is now pursuing an active arrest warrant to bring Mister Mandela to justice.” Deputy DA Jennifer Li reinforced this statement later on in the press conference. They refused to detail the changes in information between the arrest on the 13th and the information that the DA possesses now. “I obviously can't release any more information than that as it's still an ongoing investigation, and as Detective Haas said, it may harm our investigation if we release too much information." EDITOR'S NOTE, 12PM: The article was published with the desire for a speedy release of the suspect's identity. However, in the rushed nature of this process, we neglected to gather a comment from the Los Santos County Sheriff's Department regarding the detainment on May the 13th against Elijah Mandela. April 15th 2021 On June the 13th, at 57 minutes past midnight, the District Attorney of Los Santos County’s office announced the prosecution for Paul Rubio, an 18-year-old who has been accused of murdering a Mexican Mafia figurehead, Gilbert Montiel, within the Twin Towers Correctional Facility. Paul Rubio, was initially convicted of drug trafficking of category B drugs earlier this year. The SANGANG validated member of Traviesos 13, a local Sureno or “Southsider” gang based in Rancho, was found to have possessed almost 200g of methamphetamine after a search warrant on their property. The SANGANG database is a database of known gang members as well as information of their gangs ran by the Los Santos Police Department and maintained by participating gang-related taskforces within Los Santos County's law enforcement agencies. Established as a part of the Street Terrorism and Enforcement Protection Act (STEP act), it serves as a database for law enforcement agencies across Los Santos County to access to help tackle street gangs. If someone enters the SANGANG database and commits a felony benefiting their gang, they may be subject to harsher sentencing guidelines. He also faced charges of two counts of murder after an altercation against two men wielding hammers. However, the judge ruled “not guilty” due to a lack of evidence of criminal intent and testimonies supporting the defence that it was in self-defence. The sentence he was given, charged with trafficking, carrying an unlicensed firearm, and resisting arrest, would have saw his release from the Twin Towers Correctional Facility later this month. However, the District Attorney’s office of Los Santos County recently filed charges against him for the murder of an alleged high-ranking Mexican Mafia member, Gilbert Montiel, during his sentence. He is facing life imprisonment without the possibility of parole. From the report given by the District Attorney’s Office within their press release, they claim that Rubio used a make-shift shank that was approximately 6 to 8 inches long. The account of the situation read that Rubio entered a cell that Montiel was in and proceeded to stab him repeatedly. After Montiel attempted to fight back, the fight spilling out of the cell and onto a catwalk, he collapsed due to his injuries. Rubio then continued to stab him whilst he was down. Montiel died from his numerous stab wounds. The total number of times he was stabbed in total was more than ten, according to the DA’s press release. "Once again, we have a violent jailhouse killing on our hands and we will seek maximum punishment for the culprit.”, wrote District Attorney Terentiy Shwetz. “Our correctional facilities are not places of violence; they are places of reform. Mister Rubio made a terrible mistake and we will prosecute him to the fullest extent of the law." This is the second instance of a supposed high ranking member of the Mexican Mafia being killed by fellow gang members. Earlier this year, after the results of a taskforce named Operation Maria, conducted by LSSD’s Operation Safe Streets Bureau, George “Flippem” Palamino, 27, and Dominic “Devious” Ruelas, 52, were prosecuted and sentenced for the murder of Santos “Cuatro” Ortega. In the Deputy District Attorney Diana Molina’s opening statement in the court, she claimed that Ortega’s murder was due to a power struggle between Ortega and Palamino. “It has been now confirmed that what Palamino did, hand to hand with Ruelas was a premeditated, pre-planned, pre-orchestrated power move - it became evidently clear that Palamino was to take Ortega's spot, as a made man in the Mexican Mafia.” In an interview with the lead detective spearheading Operation Maria along with a sergeant a part of the task force, they described the politics of the Mexican Mafia as “real cutthroat.” “There is no leadership when it comes to the structure of The Mexican Mafia. There is no one leader.” said the Sergeant from Maria’s taskforce. “Instead of looking out for each other, these other guys were probably taking a look about how they could spin this for themselves, you know?” George Palamino entered a plea deal with the DA’s office, pleading guilty to all charges, on May the 10th. He has been sentenced to life imprisonment, with the possibility of parole after 16 years. Dominic Ruelas was found guilty on all accounts and was sentenced to life imprisonment. NEWS • Crime Written by Yunisa DELGADO-FLORES • June 4th, 2022 - 00:30am Snuff-film survivors speak out; the two tales of Alexis and Claire After surviving a horrific ordeal at the hands of a local killer in the Los Santos County area, two survivors – dubbed Alexis and Claire – share their contrasting stories, and show the ways their strengths aided them during and after. Vinewood - Yunisa Delgado-Flores, June 1st 2022 EDITOR'S NOTE: There is an editorial regarding this article. Over the past six months, a killer, whose identity remains unknown to the Daily, has been producing snuff films and so-called “torture porn” throughout Los Santos County for their blog. The killer has been known to target female law enforcement officers and women from West Vinewood, dedicating a large portion of their online blog to stalking the denizens of the district. The killer has been known to break into people’s homes and slaughter them, both as they sleep and as they are awake. He’s also kidnapped women to carry out his crimes in more discrete locations. Throughout his break-ins and kidnappings, he documents the crime through either photographs or videos. All of which are uploaded to his blog. His blog shall not be shared on the Los Santos Daily News’ website, neither shall any of his photographs. Alexis, a survivor of one of these break-in and the subject of one of their videos, recounts her harrowing experience to the Daily. Much details about Alexis' life remains confidential for her own personal safety, however we can disclose that she is a citizen of Los Santos with a well-paying job. “I was just standing in my apartment, I was getting ready to head out and I had my back turned to the door. This guy with a mask and [a] bulky swamp-like colored jacket comes in. [He] smashes my head with a pole or something “He took pictures of me, called himself an ‘artist’.” The killer brands themselves as a photographer on their blog, yet doesn’t delve into his self-described art further than that. The blog consists of shots of: police officers, detectives, deputies, Vinewood-based bikers, and models from afar; photos taken during break ins into people’s homes – one of which showing the homeowner sleeping during the break-in; a very small amount of shots of Los Santos skylines and locales; and gruesome photographs of the aftermath of their brutal and savage assaults. In two videos he has uploaded onto his blog, one of which includes Alexis, he orders the women involved to pose for them in various positions. He repeatedly claims that they will be ‘stars’ throughout the videos. “He stabbed me with this pole in the knee” Alexis owes her ongoing recovery to a strong support circle and, after intensive physiotherapy and corrective surgery, she is stronger than ever. “The people I surround myself with really make that difference”, Alexis shared when asked about how she currently feels. “How I was feeling then, and now mentally, isn't different. It's just a tad better than before. “I just want the relief to know the guy's caught. Before he hurts someone else.” As Alexis recovers, she stated her plans to start her own company. The details of what her company would be remains confidential for the sake of Alexis’ privacy. The blog has gained traction online and it has amassed a number of like-minded followers, some of which left comments in support of their actions. These comments include “Yes brother, cleanse the world”, “I know several stupid w--res who could do with an artistic visit” and, after a hiatus, “We're expecting more from you! C'mon!” It’s theorized by a local crime expert that the killer isn’t working alone, and there is at least one other person working with them. The killer's alleged vehicle, a rusted blue Yagua. - Ashton Love, Paradise. Another survivor goes by the name of Claire. Claire is a Los Santos native, raised in Hawick, Vinewood and now local of Mission Row. She’s an example of the type of people this killer targets; the vulnerable. Throughout her adult life, after running away from an abusive home, she says that she has had a constant battle with addiction. According to Claire, the killer kidnapped her as she was leaving the apartment they were staying at. In their rusted blue Yagoua, they took Claire to an undisclosed location and forced her to pose for his snuff film. As was the case for Alexis, the killer repeatedly told Claire that his work would make her a star. “Crowbar in hand, he cut open the ties, removed my blindfold and took photos of me, saying I was going to be a star. A f---ing star.” From Claire’s report, the killer saw themselves as some twisted Bond-esque villain. Reportedly “humming classical music” as he tormented her by making her pose for his camera. After she complied with his orders to the word, the killer savagely beat her with, according to Claire, the intent of killing her. “I just felt each blow.”, Claire described, talking about her attack. “I couldn't control it. started crying. but I stayed awake. Eventually his old van pulled off after he was done. “But I was alive. I'm sure I would be dead if I wasn't on heroin.” Claire, throughout the ordeal, said that she was under the effects of heroin. She injected the drug prior to leaving her apartment. Claire claims that, due to the numbing effects of her high, she was able to withstand the pain of each blow. She managed to stay awake until an ambulance came searching for her presumed dead body. “The ambulance he called to find my dead body drove past, and I screamed at it. I mean screamed. I think it heard me and it stopped. I tried standing. managed to walk a step or two before collapsing into a deputy’s and a paramedic's arms” “Then I was out.” Claire, after the ordeal, spent a month within Pillbox Medical Centre to recover. She was promptly questioned by law enforcement officials. She was under the effects of withdrawal medication alongside a number of other medicinal drugs to treat her injuries. During her stay within the infirmary, she gained a passion for writing. “I wrote a blog while I was in there. posted it, but I'd rather that stay out there for people to find on their own. [It] was cathartic I guess. A piece on addiction. “The lack of support for anything and anyone.” Many states throughout the United States have some form of survivor assistance program for those who suffer from violent crimes. Oregon has the Crime Victim and Survivor Services, Texas’ attorney general’s office has the Crime Victims’ Compensation program, New York has the Office of Victim Services. The state of San Andreas, nor the city of Los Santos, has no program that offers support to victims of violent and traumatic acts as of this article’s publishing date. Claire, when leaving the care of Pillbox, didn’t have the benefits of Alexis. She went back to the street. The lack of such a program is partly attributed to the Los Santos City Government’s struggle to search for a director of the Department of Health and Humans Services. A job posting was listed on February of this year and, as of writing this article, remains open. The Daily News reached out to the Los Santos city government’s communications director on June the 1st to question the difficulties that they have faced in their hunt for a director of DHHS via email. In response, the communications director noted how the LS city government hasn’t received many applicants for the role. “A PR campaign will be established in order for us to find a suitable candidate for the position of Interim Director of Health and Human Services, as we haven't had many applicants for the position in a long while. We are limited in such aspects due to the sole fact that applicants are nonexistent.” The government noted how, after finding a director of DHHS, the department’s next project would be to revive the B.J. Smith Community Centre; a hub for information, employment, societies and support for those living in the south central region. The job posting can be found at the following link. While there isn't a governmental body specifically dealing with victim support, nor any program offered by the Department of Health and Human Services, the District's Attorney Office of Los Santos County offers the Victim Restitution Program. From it's web page, it describes itself as "an extrajudicial process that helps victims of [c]rime and their families obtain financial assistance for losses incurred as a result of crime and is not governed by state statute." For people to be eligible for the program, they must meet the eligibility requirements. The requirements include that the crime was violent in nature, the perpetrator was found guilty or pleaded guilty in their trial, and the victim cooperated fully with law enforcement. Violent crimes are defined as the following; homicides, any level of battery, kidnapping, torture, human trafficking, armed robbery, rape, statutory rape, sexual battery, hit and run, firearm discharges that result in injuries or loss of property. Once the killer is tried, and if they are found guilty for or plead guilty to their crimes against Claire and Alexis, they both may be eligible to receive compensation for their injuries. May 15th, 2022. 11:12PM Claire, after her stay in Pillbox Medical Centre, kept up the hobby of her own blogging. The blogging bred from the monotony of the rest she had to take as a part of her recovery, according to Claire. “Even then I barely ever saw a nurse after the first day. That's why I got to writing, took some photos once I got out and posted it.” Under her request, the Daily News will not share a link to her blog. Both Claire and Alexis were both offered witness protection by law enforcement. However, they both refused it for respective personal reasons. The identity of the killer is known by law enforcement, and they intend to reveal as much details about this killer’s identities and to answer any and all questions in a press conference at a later date. ((GALLERY )) Los Santos County has been the birthplace of many white-supremacist, Neo-nazi and skinhead gangs for a long time; many of which bred from the 1980s counter-culture punk movement. One of the hot spots for these gangs has been Vespucci Beach, where many different gangs grew. Many of these gangs hold a dominating presence within the state's prison systems, according to numerous sources such as the Anti Defamation League's and the US Department of Justice's websites, however their presence extends beyond these confines and onto the streets. On June the 5th, starting approximately at 7pm, a large scale operation by the Los Santos County Sheriff's Department commenced against these gangs where they raided the homes of alleged members. Supporting the operation were deputies from the Davis Sheriff's Station; the Special Enforcement Bureau - the tactical response arm of the LSSD; deputies from the Operation Safe Streets Bureau - the bureau responsible for Operation Maria, the task force that led to the arrests of two leaders within the Mexican Mafia, and responsible for identifying and arresting known gang affiliates; and a liaison from the Los Santos Police Department's K9 unit. "The Los Santos County Sheriff's department is conducting a large scale operation targeting a criminal group posing a public safety hazard to the La Puerta and Vespucci Beach communities." An officer on scene stated to the Daily News. "The goal is to hit as many known properties at once to preserve the integrity of any possible evidence. These groups are known to be extremely violent and are not beyond harming civilians or law enforcement personnel." Skin head and Neo-Nazi gangs hold a reputation for extreme violence across the United States with it's members often being charged for severe hate crimes including, but not limited to, kidnapping and murder. In 2002 a member of one of these gangs, the gang being named PEN1 or Public Enemy No. 1, was convicted of attempted murder after he sliced the neck of a Hispanic male in front of their family following a traffic altercation. The member, Chad Studebaker, reportedly sliced the father's neck after he exited his vehicle to talk about Studebaker's aggressive driving. He stole the victim's Star-of-David necklace and fled the scene. In 1995 two members of the Nazi Low Rider Neo-Nazi gang, Shaun Broderick and Christopher Crawford, murdered an African-American Walmart employee with hammers. The attack supposedly sparked due to the victim speaking with Broderick's girlfriend. As the two fled, they attempted to run over the victim's body using their vehicle. Following the six hour operation, where the LSSD raided many homes alleged to belong to local neo-nazi gangs, reports say that law enforcement seized a total number of 17 firearms and 1.3 kilograms (45.8 ounces) of narcotics. The results of the raids within Vespucci led to the arrests of two individuals. The LSSD have not disclosed their identities, nor possible gang affiliations, to the Los Santos Daily News. NEWS • Crime Written by Yunisa DELGADO-FLORES • May 28th, 2022 - 8:05AM Four masked gunmen flee to Little Seoul, three still on the run Following a traffic stop in South Los Santos, a pursuit on a black SUV led to the arrest of one, and the continued search for three others. (click the arrows to see the gallery) On May the 26th, at around 23:15, the police report that a pursuit was initiated against a black Benefactor Scheisser containing four individuals; all of which wearing masks. The pursuit started as a traffic stop against the SUV down in Vespucci on Bay City Avenue. "During the stop a canine unit, assigned to Metropolitan Division was deployed and began a external search of the vehicle." The police report, written by officer Raymond Johnson of the Media Relations Division, stated "The canine indicated to units that firearms were on-board the vehicle and as such, officers requested the individuals to exit the vehicle so that a further search could be conducted."+ The SUV after the chase. Windows smashed, body dented. - Yunisa Delgado-Flores. The chase raged through the city, at one point passing through Mission Row. As the chase sped through, the SUV sustained heavy damage. The SUV stopped in Palomino Avenue, where three of the four men exited their vehicles and sought refuge within the Ginger Street apartment complex. The SUV continued after until it stopped further up the road, where the driver fled the vehicle too. "I just saw the cops chasing a black car, I think?", reported an eyewitness on scene. "Then I saw about ten cops chasing one guy. Down [an] alley." A search commenced on the Ginger Street apartment complex, utilizing K9 units. However, the police report that none of the suspects were found. The police report wrote that "At current there are three outstanding suspects in relation to this incident as units were unable to locate within the large complex. An investigation is on-going into obtaining further information and securing apprehension of these potentially dangerous individuals." The driver, who was identified as a 17 year old minor, was later arrested and charged with evasion and vehicular endangerment. Following Operation Maria, led by the Los Santos Sheriff's Department, a crushing blow was dealt to the Mexican Mafia prison gang. Six arrests were carried out in relation to this investigation over the course of May. Two leaders of the Mexican Mafia, Dominic "Devious" Ruelas (left) and George "Flippem" Palamino (right), indicted on charges of murder, racketeering and extortion. - Courtesy of the Los Santos Sheriff's Department A string of six arrests have been carried out over the month of May against the Los Santos County’s Mexican Mafia, a notorious prison gang that has influence across the entire western United States. The arrests include indictments of two leaders for the murder of a fellow gang member, and the arrests include four lower-level associates for the murder of a Law Enforcement Officer. These string of arrests follow a two-month long operation dubbed Operation Maria; an initiative undertaken by detectives and deputies working with Operation Safe Streets in the Los Santos Sheriff’s Department to cripple the Los Santos County’s chapter of the Mexican Mafia. The Mexican Mafia, also referred to as La eMe, is a large scale prison gang operating out of the Western United States. It has infiltrated many prison systems throughout the states of San Andreas, Arizona, Nevada and even federal penitentiary systems, according the office of the District Attorney of San Andreas, and has been in large-scale operation since the 70s. A sergeant who worked on Operation Maria’s task-force shared the gang’s hierarchical structure. “The Mexican Mafia's rather a council of leadership. You have multiple factions of it in different areas. These factions are known as mesas. … There are multiple made members, whom are either inside of our state prison systems or jail. “In our case, we have the Los Santos faction.” The operation started only two and a half months ago, according to the lead detective spearheading Maria’s task-force. “I hit the ground running, that's a good way of saying this. I had this case fall right into my lap, it was half luck, really.” The lead detective shared. “Amount of hours in overtime, surveillance, report writing, that was all done together…”, the lead detective shared. “Once it started going, it didn't really ever stop, you know? We'd built a web of E-S-Ws that [led to] our web of information snowball[ing].” The detectives of Operation Maria’s primary methods of investigation were through the use of ESW’s (Electronic Surveillance Warrants), which contains methods such as cell-phone tracing, wire-tapping, and recording and analyzing calls and texts through and from numbers of known affiliates. A sergeant who worked within Operation Maria added “This investigation and following indictment was a snowball of evidence and compilation. We took a faithful amount of time to build evidence and finally struck once we were ready. “[The lead detective], among our other investigators, worked tirelessly in order to achieve the indictment.” Operation Maria, a sergeant who works with the task force (left) and the lead detective behind the indictments (right). - Yunisa Delgado-Flores, May 22nd 2022 The lead detective shared one of the first steps leading up to the indictments, which kick started the investigation. “After liaising with Operation Safe Jails some, I'd gotten the phone of a high ranking member's - who we ended up charging later on, phone. Contraband cellphone.” The high ranking member in question is Dominic ‘Devious’ Ruelas, a longtime member of the Mexican Mafia and described “leader”, who is currently indicted alongside George “Flippem” Palomino, who also is a ‘leader’ according to the District Attorney’s office. They are both facing charges for first degree murder, racketeering and extortion. A press release was issued by the LS County District Attorney’s Office on May the 1st, where District Attorney Terenity Shwetz issued the following statement. The count of murder that Ruelas and Palomino was indicted for was for the death of Santos Ortega who, according to the lead detective of the Operation Maria taskforce, was “equal to to Palamino and Ruelas”, and a “long time member of The Mexican Mafia.” As of right now, neither the DA’s office nor law enforcement are at liberty to say the exact motives of the murder of Ortega. The arrests also include four of their “gunmen” – “gunmen” being the term used by Operation Maria’s lead detective to describe associates of the Mexican Mafia carrying out their orders on the streets. The gunmen were supposedly involved in the murder of a Los Santos police officer. “Through a placed wiretap on a vehicle, we were able to catch various Mexican Mafia associates committing the murder of a City Police Officer”, the detective spearheading Operation Maria shared. “The detective I'd had listening to that audio? Had the volume up too much, almost blew out his ear drums, they were shooting long arms” Long arms referencing large firearms, ranging from assault rifles to shot-guns. When questioned for a possible motive for the murder, the task-force was unable to give a comment due to the investigation being ongoing. However, the sergeant present stated that “We don't wanna question the policies or motives of the Officers present. We aren't sure of their policies. “Like I explained, we were aware that members of La eMe were violent. This just went to give us real, hardcore evidence of it.” The associated gunmen that have been arrested have not been identified to the Daily as of yet, nor the identity of the victim. April 15th 2021 “Most leaders are in solitary confinement, but they issue orders to members, who in turn issue orders to street gangs.”, the DA explained to the Daily in a written statement when asked how the gang holds presence on the streets of Los Santos. According from accounts both from law enforcement and the DA’s office, these two men and their gang have caused countless death to associates and subordinates of the Mexican Mafia and their rivals. Both the DA’s office and law enforcement personnel claim that the Mexican Mafia’s induction involves intimidation and murder, where an inmate who is groomed to join their ranks will have to commit and act of murder. The DA notes how freshly inducted inmates to the prison system will have to act in accordance to the Mexican Mafia’s rules. “If you do not play ball with the Mexican Mafia, they threaten to use their powerful influence on prison and jail yards to kill, and they do kill. To be made a member of the Mexican Mafia, you must murder.” The lead detective and a sergeant serving on behalf of Operation Maria notes how the recruitment process works for Mexican Mafia inductees. “A lot of these kids'll do something stupid and end up in our county jail system.”, the sergeant shared. “There, they'll be inducted by members of the Mexican Mafia into doing their bidding and extending their time in our county jail system. That's how a lot of people's lives get ruined. “They'll head into this because they're forced to and end up getting a life sentence.” The Los Santos Sheriff's Department at a scene. - Courtesy of Ashton Love of Paradise, October 15th 2021 “A key part of recruitment for the Mexican Mafia relies in training some of the younger Sureños that do serve time.”, the lead detective added. “They train 'em into cold, calculated, loyal killers.” The Sureños, translated to ‘Southerners’ from Spanish, are one of many gangs that work on behalf of the Mexican Mafia. From figures issued from the Los Santos Police Department in 2006, there were approximately 21,000 Sureño gang members in 400 different subsets across Los Santos County alone. There are many other gangs across Los Santos County that are subordinate to the Mexican Mafia. One of which is Mara Salvatrucha 13. David Skarbek, an associate professor of political science at Brown University who specializes in the research of criminal street gangs globally, wrote about how prison gangs govern in a 2011 journal titled Governance and Prison Gangs. In the journal, he referenced the Mexican Mafia’s operation extensively, as well as how gangs subservient to this gang marks themselves as affiliates through the number 13. The Mexican Mafia profiteers primarily off of extortion, both to gangs out in the streets as well as, according to the DA’s office, to legitimate businesses owned by law-abiding citizens of Los Santos county. “The Mexican Mafia extorts local businesses, other criminals, and generally collects most of their money from street gangs paying taxes. Local businesses are one target, and individuals adjacent to the gang life with large amounts of money are another.”, wrote the DA’s office. “They force gangs to pay them tax or face death.” Derek Skarbek detailed the tax process in more detail, saying how the Mexican Mafia has been known to use incarcerated members of local street gangs as hostages to coerce the gangs to pay taxes. “Incarcerated gang members become vulnerable hostages, and therefore can motivate Sureño gang members who might not anticipate future incarceration to pay taxes.” Skarberk wrote. “Phone calls to incarcerated Mexican Mafia associates that identify the entire gang—rather than particular gang members who have not paid taxes suggest that this plays an important role.“ The indictments against George “Flippem” Palomino and Dominic "Devious" Ruelas sees them both facing a total of 130 years in prison. The exact details as to how long their gunmen will be facing remains unknown, as the DA continues to construct a case against them. The lead detective noted the cut-throat nature of the syndicates politics, saying how “Instead of looking out for each other, these other guys were probably taking a look about how they could spin this for themselves, you know?” Because of this comment, as well as the nature of recruitment that this gang uses with how arrested gang members will often find themselves further entrenched in their service to a gang like the Mexican Mafia, the Daily questioned whether or not the members of the task force believe there will be an end to these types of gangs in our prisons. “Whilst what we did no doubt had an impact, the work doesn't stop here, and trust me- we know this.” The lead detective said in response. “We haven't stopped just 'cause we made a few high profile arrests, you know?
