  1. Paul Longo is a soldier in the Colombo crime family (NYC) though operates in Los Santos, under capo regime Dominic Montemarano. His operations span out of Sabella's social club (Mirror Park) and his rackets primarily focus on murder-for-hire, armed robbery and loan-sharking. Paul Longo was born and raised in Brooklyn, New York to an underworld associated father and a stay-at-home mother. He was described as a relatively mediocre student but with a talent for sports, in particular ice hockey. Although it served him well in the hockey ring, Longo's overaggressive attitude and haste to solving issues with his fists led to an early high school exit and no college scholarship to the dismay of his mother. Longo had a job as an errand boy for local grocery owned by friend of his father and mafia inductee, Thomas Capelli. Under Capelli, Paul would begin regularly selling stolen cigarettes and liquor to his high school friends. It was here he would catch the attention of two integral players in his career of organized crime, Dominic Montemarano and Angelo Sisca. After the internal Colombo war, Montemarano proved to be on the winning side as a loyalist to Carmine Persico. It was here he would form his own crew in Los Angeles, taking Longo and Sisca across to the West Coast. It was in Los Angeles that Longo would receive his first criminal conviction for first degree assault. On the eve of the new millennia, Longo, Irishman Lenoard Collins and Colombo associates Louis Sabella and Robert Mazzari, were arrested by police for assaulting a local African-American drug dealer in Mirror Park. Collins, Mazzari and Sabella were sentenced to a year as no weapons were found on their persons, unlike Longo who was found in possession of a bat leading to three years incarceration. It is unsure as to when Longo received his knighthood in the Colombo organization. However, mafia experts believe it to be around the time of his release. And ever since his leave from prison, the Montemarano crew have flown under the radar, dabbling in low level criminal activities to avoid attention of federal agents. However, recent increases in organized crime in the West Coast, in particular the growth of a satellite crew from the Philadelphia crime family has seen Longo's resurgence. On January 22nd, Longo's long time mentor and capo, Dominic Montemarano, passed away due to a foreign flu. During his last few years, Montemarano had semi-retired in the Vinewood Hills leaving the day-to-day operations for both Longo and Sisca. Unbeknownst to Montemarano, the duo had been in long term discussions with Carroll Street through influential ex-Colombo captain, Carmine Lupo, regarding a merger between Philip Martorano's Philadelphia satellite crew. The demands from Carroll Street were straight forward: one of either Longo or Sisca must be on the panel of the newly formed borgata and 15% of all illicit earnings be returned to New York's hands. Sisca was brought forward to Martorano as his new consiglierie with Longo now taking role of capo regime in the newly formed family's Downtown crew. Unfortunately for Longo, these plans were put on halt after the murder of Anthony Limone, an associate of Longo's, slain for his disrespect of inducted Colombo member, Ernest Savona. Both Savona and Longo were arrested for the shooting alongside the clean up crew, Ronald Ganisa and Robert Bonfiglio. The latter three were offered an unrefusable plea by the District Attorney's LS office - Conspiracy of Second Degree Murder and six months incarcerastion with Savona choosing to stand trial, citing a lack of evidence. The news story of the trios' plea deal spiraled out of control with popular Los Santos News Network (LSNN) journalist, Victoria Miller, airing the story on primetime television. However, unknown to the newly formed crime family on the West Coast, Longo developed devious sexual relations with Miller and used her to damage the reputation of the DA's office claiming discrimination toward the Italian-American community. Miller revealed her undoubtable loyalty to Longo, feinting on television to avoid reading a statement to the article by the DA's office. As a result of Miller's media storm, on the 3rd January a march of over 30 stormed the courts demanding the release of Ernest Savona, orchestrated by the puppeteers behind the scenes, Longo and Sisca.   3. Hey guys put months of investigation into characters with 3 hours on them only to have them namechange when you come down on them. The issue you're referring to is this: People create alts which are already in their main's gang. A member from that gang tells them to 'hold' a pistol or whatever when they've got less than an hour on the server, and that alt takes care of the business and then goes away just as quickly. Besides, most gangs last a couple weeks at most. I had someone rob my character last week and when they realized the cops were coming down on them as a result they namechanged to add an additional 'e' to their last name, claiming that this made then a new character and not able to prosecuted; despite being literally the same person. End of the day, 80% of the people dying in Davis aren't worth investigating because their existence is indifferent in the long run. Even if we do arrest these people. They go to jail for what, two days? That is if they don't CK in jail and re-create their character again. It's the same problem the extortion thread has where crimes like this aren't stoppable in the long run because of how easy it is to make a new 'banger alt 9000' and go ham.

  5. If there is one thing I can say about this thread, it's that you do not know how it works. This thread is an absolute train wreck of conjecture by someone who obviously has no idea what they're talking about. Well it's actually from several people, but they're closer to the point than you are. Someone that's an admin 100% needs to take this out of the community guide section because holy shit. We don't want new and impressionable players reading this and the server becoming accidentally more European than it already is. I award you no points, and may God have mercy on your soul. But I will take some of those faster than light bullets. I'll take them in 9mm, 5.56 and 6.5 Grendel. Appreciate you kindly, magic man.

  10. Short description: Add privatised impound lots as a business type. Detailed description: As it stands, the only impound lot is in the middle of a city. Not only is this very unpractical, it's quite unrealistic as well. In a city as big as Los Santos, you'd see at the very very least, 4-5 impound lots and another 2-3 in the county. And surprise, these aren't run by the government, but rather, contracted. A person looking to establish an impound lot will buy (or lease) a piece of land, on which fencing will likely be installed to prevent people from getting their vehicle back without paying a fee, a booth (bare minimum) for a worker to be stationed at, handling transactions and vehicle returns. After that, they get in contract with the government, and fill up required paperwork, to hopefully get a contract going. Once a contract like that is active, police can now rely on that company to transport and impound the vehicle at their own lot, at no cost. Assuming the person who's vehicle got impounded is present, the officers would then inform the person of which lot their vehicle went off to. (This information should be available on the MDC for LEOs. Person's Profile > Vehicles > Lists off vehicles like usual (If that's still how it works nowadays, left PD a very long time ago, could have changed for all I know) but if a vehicle is impounded, it shows something like this: Sanchez - MKU826 Emperor - DYC371 [IMPOUNDED: Impound Lot Name : Location (eg Paleto Bay, Mission Row, Sandy Shores, Downtown Vinewood, etc)] Riata - URJ87 Anybody, after showing ID, is able to request that information at the PD, or SD, in case they forget before they're released, or their license gets unsuspended and they're allowed to retrieve their vehicle. Speaking of which: No license should = no getting your car back. (Unsure if it's currently like that though.) People working at impound lots could also, if their government contract allows it, impound vehicles parked illegally, abandoned vehicles on the road, or even impound vehicles on private property if the owner of said property is requesting it. Which means! A script revision on impounding is needed. This is the part where I am heavily open to community feedback, and will add to the main thread ideas posted by ya'll on how this could be done better than what I'm about to explain. First thing, we need a new business type/script. Impound Lot. Anybody who is hired, or owns/leases one of these, is able to impound a vehicle, at the lot they work for only. ("BUT KARMA, THEY'RE GONNA ABUSE IT" Yeah, just like anything else abuseable on the server. You can literally revive yourself in the middle of a shootout, leave me alone. Besides, I talk a bit further down about how this can be handled IC.) Upon impounding a vehicle, the employee who did the /impound command receives an amount of money determined by the business they're hired by, which comes out of the business bank. Considering impounding (legitly anyways) isn't such a common occurance, the amount should be relatively high to keep your employees. When it comes to unimpounding, here's how it would go: A business employee is online: The player retrieving their vehicle calls the business' number (which should be publicly available, as per government contracts), and the call (which requires the player to be near the business, to emulate some kind of on-site request system, since this is a game and you can't have someone parked there for 8 hours a day, alternatively, a whole different system/command could be used) is an automated system, like the insurance system, eg: /call number > Operator: You have reached *Impound Lot Name*, please state your full name. > Person says their name. > Operator: Thank you, now please state the plate number of the vehicle you want to retrieve. > Person says the plate number. > One of three things can happen: Operator: Unfortunately, your vehicle cannot yet be retrieved as it was impounded less than 24 hours ago. OR Operator: We currently do not have a vehicle with the plater number "*plate number repeated here*". Could you read off the plate for me again? OR Operator: Very well! I've sent a message to employees, someone should be available to assist you soon. I don't think I need to explain the first two, but the third, should then send a chat message to online employees, saying "*Name* is requesting the unimpounding of <vehicle model> with plate <plate number>." The employee can then choose to do one of two things: Ignore it fully: If after 5 minutes no employee has /c(laim)u(nimpound) the vehicle is unimpounded automatically, assuming the player stayed near the impound lot, and is charged the default price* for unimpounding, in which case the employee isn't paid a dime. Or, the employee can head over there and initiate roleplay with the caller, and discuss a price with them. The employee, from there, can list off prices for the lot (going by vehicle size, amount of time the vehicle spent there, etc, depending on how in-depth the lot has their prices set - This is handled fully ICly, not an automatic price you'd setup in /bmanager), or even, try to screw them over and charge more than the lot's usual rates and pocket the extra profit. Point is, RP is generated. If an employee claims the unimpound but doesn't show up within 10 minutes, the automatic unimpounding kicks in. No employees are online? Do the same, minus the 5 minute timer, just straight up unimpound the car for the default price*. As for making sure the person requesting the vehicle is actually its owner, a list of impounded vehicles and their owners should be listed in the business menu (accessed with Y), which emulates contact with the PD to identify a plate number's owner. *Default price: A new price (I believe it's currently $5000) should be determined to be the default price of unimpounding. A low price would encourage people to actually claim these unimpounds and roleplay with the person, by offering the possibility to make several thousands of dollars off an unimpound. It both encourages employees to do this type of RP, AND business owners to actually hire folks to do the job (or hell, do it themselves if they're a small lot enough) instead of abusing the business type by letting it run passively and without RP. For these reasons, I suggest $500. Countering abuse: There's two types of abuse. OOC abuse, and IC abuse. OOC abuse should be handled the same as any other form of abuse. Whenever a car is impounded, admins get that notification in their chat; "<Model> with <plate> impounded by <name> on <date> <time>. <number> vehicles impounded in the last hour." If admins think OOC abuse is occuring, they can look into it. IC abuse, on the other hand, is, believe it or not, an IC issue! False impounds could be severely punished by the government, should the victim of this crime(?) report it to the government, with proof, and with repeat offenses from one lot. Punishments could be fines for first offenders, forcing the owner/managers to fire the employee responsible for it, and for severe repeat offenders, it could be as severe as ending the contract prematurely and maybe even seizing the land (scriptly, the business). The thread is bound to change as people submit ideas and I think of more, or ways to better systems I've come up. If you hold any interest in the suggestion, make sure to check back once in a while 🙂 Commands to add: /p(rivately)impound - Distinction between /impound and /pimpound, as I assume assigning access to a command that is currently scripted to only work with LEOs, and tying it to a business as well, might prove complicated. A whole new command would probably just make it was easier on the devs on that regard. /c(laim)u(unimpound) - Lets an employee claim the unimpound of a vehicle, so you don't see 7 employees all rushing to handle one unimpound, and also functions in place of letting the automatic system kick in. /s(et)u(nimpound)p(oint) - Done by managers/owners, sets the point where the person's vehicle will spawn upon being unimpounded. Also affects automatic unimpounds. /requestimpound - Used by LEOs/Government to request an impound. Simply sends a message to all impound lots' online employees, stating X vehicle needs to be impounded. /claimimpound - Used by lot employees to claim rights to an impound, both claiming it for themselves as an employee, and for the lot they're employed by. That way you don't see 7 towtrucks and 3 flatbeds show up for a single car. /setcontract <business ID> <time> - Used by Government employees handling such contracts. A business without a contract does NOT receive requests from LEOs and Gov, and CANNOT legally impound vehicles. ** Items to add: None. How would your suggestion improve the server? - Improve realism by making the process a lot closer to real life. - Encourage player interaction by turning what was once a very banal system into one which rewards employees who do interact, while also not disrupting players should no employees be available to unimpound over extended periods of time, or mismatching play times. - Discourage unrealistic/pointless chases, as your unimpound might end up costing you a hell of a lot more, especially if you get your licenses suspended for a week. - Create a new type of roleplay which we currently don't see much of. - Clean up our streets of abandoned vehicle. (I'm sorry for bashing PD a while ago, having been back a while now I see you actually do have your hands occupied with a lot more important tasks than impounding!) - Allow PD/SD to continue their work and just quickly ping available impounders to handle the job. - Allow criminal characters to have a bit of a front for their chopping gigs. Picture this: You tow a car you plan on chopping, high end alarm goes off, cops pull you over for the theft of the vehicle - You can now claim the vehicle was illegally parked and you work for X lot, and you were impounding it. If the vehicle was reported as stolen though, good job, ya played yourself. Additional information: Government contracts, although being an IC thing, I'm just dropping ideas to paint a clearer picture, should include such things: - Government claiming the lot should illegitimate impounds occur too many times. - No charging more than $X amount of money for an unimpound. - No charging more than $X amount of money per impounded day for an unimpound. - The lot's location, contact number should be publicly listed somewhere, eg a website (forum thread). - Etc ** Considering an impound lot that has been approved by PM but not by the government would turn out to be completely useless, the government contract could straight up be part of the script/lease request, and the command /setcontract completely skipped, non-existant. As I stated above in the thread, I am very much open to ideas on how to improve these systems and ideas. I purchased this bus earlier this year to be able to work flexible hours and at my own convince. Thanks to Mayor Oswald I can no longer afford my children a good Christmas. Following an extremely busy year and months of preparation, the City is able to finally unveil the Pillbox Hill Medical Center, led by Director Danielle Shaw, M.D. New renovations are completed and the unit will soon be fully functional. The Los Santos’ hospital sector has been neglected for several years, a lack of funding making the service heavily reliant on private ventures in the clinical field. Under the eye of new leadership, the announcement of the Pillbox Hill program seeks to reform this, overhauling the once underprepared service into a functional and reliable City resource. The Pillbox Hill Medical Center. is the cutting edge of hospital facilities in the state, able to provide extensive care to any and all cases presented to it. The service will support the citizens of Los Santos in every way with a various of departmental services available. Emergency treatment will be offered with no cost, meaning those that need the service the most will not be penalised at such as stressful time. Prescriptions and elective surgeries will have attached costs as standard. There will be an opening ceremony for the Center on Sunday 27th December, 7pm.   14. Currently the country with the highest homicide rate is El Salvador with 3,340 last year. That comes out to about 9.15 murders per day. Los Santos averages I'd guestimate between 30-50 murders on a slow day. There were battles in world war II with fewer casualties than what you can expect to experience on a typical afternoon in some parts of Los Santos. If we were really doing things based on crime rate it would be completely reasonable to buy an armoured car with a turret on top if we consider a homicide rate of 150/100000 or higher. Buy a gun! Response to Findings of the extraordinary Commission into Residential Roads Safety (West District) Open Letter: Speed Barriers at Key Arterial Intersections 23/12/2020 Mr. Mayor, Attached to this letter are the areas identified by the Commission for optimal speed bump placement. [See Appendices A-C] Pursuant to the Mayor’s recommendation during debate on the matter of the Motion to Establish an Extra-Ordinary Residential Roads Safety Commission on the 1st of December 2020, the West District Office convened an extraordinary Commission into Residential Road Safety in Vespucci, Little Seoul and (north-west) Morningwood. The remit of the Commission is an on-going exploration of means and methods of combating the disproportionate number of vehicle-to-pedestrian accidents that occur, not only in western suburbs, but throughout the city. In this regard, Los Santos is the vehicle-to-pedestrian accident capital of the nation. This is not a legacy to be proud of. While the commission is ongoing, its first recommendation is a mitigation strategy of strategically placed speedbumps. While the Commission welcomes alternative placement locations should the Department of Public Works deem it necessary, it is the express opinion both of the Commission members and the West District Office, that speedbumps be expedited as a matter of course to the locations that have been identified below. More measures will be forthcoming in the New Year, as the Commission winds down for the holiday recess. I commend this measure to you, and urge immediate action. Whatever your legacy in office may be, the lives saved that we may never know were at risk as a result of inaction, is perhaps the greatest achievement of any politician’s tenure. I urge you to see this through in good faith. La Eme (Mexican Mafia) "THE GANG OF GANGS" The Mexican Mafia, or also known as La Eme, is at the top of a Hispanic organized crime hierarchy that includes both prison and street gangs in Los Santos. According to all accounts, La Eme was formed in 1957 by Luis 'Huero Buff' Flores. At the time, Flores who was only seventeen, was incarcerated at the Deuel Vocational Institute (DVI) in San Andreas. Flores created La Eme as a "gang of gangs". He approached fellow Hispanic gang leaders at the facility, with the idea of being equal in status. They would refer to each other as brothers or carnals and the gang would have no official leader. La eme quickly grew in size and strength. In the 1960s, the San Andreas Department of Corrections moved Eme members to Bolingbroke penitentiary which held the reputation of being the most ruthless adult prison in San Andreas, in an effort to break up the gangs activity at the Deuel Vocational Institute. This effort backfired and served to spread La Eme's influence into other prisons instead of limiting it to Bolingbroke Penitentiary. As La Eme expanded, the group saw the potential for profiting from drug sales, gambling and extortion rackets inside prisons, so leaders placed taxes on these activities, forcing Southern Hispanic inmates to hand over a small percentage of profits to the gang. In the late 1960s and early '70s, La Eme took this approach to the street. As members of the organization were starting to receive parole, they began forcing Los Santos street gang leaders to fall under their influence. Through this, La Eme began controlling activities like drug trafficking, extortion, contract killings, and debt collection from inside and outside prison walls. Los Santos has always been the 'crown jewel' of La Eme and it's street operations with the organization having a stranglehold on much of the city's Hispanic street gangs. This is a list that has grown to include some of the largest gangs in the entire state. Criminal operations within the city have largely been coordinated through a tight-knit core of seasoned 'Camaradas' that collects taxes and enforces its whims throughout Los Santos. Most recently at the top of this structure was prominent gangland figure Rene 'Bosko' Blajos whose reputation for cunning and extreme brutality earned him enormous respect within the Mexican Mafia. Bosko, throughout a two year period, worked virtually unopposed to step up in the leadership and establish a vast criminal enterprise that earned millions from drug trafficking alone. This brief empire was brought to an untimely end with an enormous city-wide law enforcement operation dubbed "Open Casket" that saw La Eme's street presence evaporate overnight with a series of indictments. Law Enforcement officials speculate that with the fall of Blajos' organization a serious power vacuum has formed between the survivors as well as a newer generation that seeks their place in the limelight and who are increasingly unscrupulous with how they attain it. Eme was not just an ordinary prison 'gang', their tentacles of influence were reaching out to nearly all of the southern (or as they are most commonly referred to - Sureno ) gangs. Most of their affiliates were stuck in between bars, and the ways of communication were very complicated, many of the La Eme mafiosos used to learn many languages, including Nahuatl - the language of the Aztecs, and various forms of improvised sign language are also used. Quotation from an external source of information - “We all study American Sign Language in Eme,” explained Boxer. “Most understand some form of sign language. There are signs for money, drugs, dead, hit, and so forth.” Sign language is used to avoid being recorded by correctional officers monitoring visits. Notes are another frequently used method of passing secret information to a visitor. The message is secreted in a body cavity to avoid detection, removed during the visit, and held up against the Plexiglas window for the visitor to read. “It’s impossible to stop,” claimed Enriquez. “In that visiting room every weekend there are crew instructions going out, hits are being ordered, money laundering is discussed, racketeering. Any crime you can imagine is being planned in that visiting room on a regular basis.” U.S. mail is essential to communication for those locked up at Pelican Bay. “We are able to correspond with anyone,” insisted Boxer, “and conduct mob business. One method is jokingly referred to as ‘Project X.’ We understand mail to Eme members is often flagged for special inspection by an institutional gang investigator. To avoid this, we write out a letter and hand it off to another inmate in our pod, let’s say a Mafia associate named Flaco Ramirez. He copies the exact letter in his own hand, signs his name, and sends it to the person I’m trying to reach out on the street. The recipient by prearrangement knows that the letter is really coming from Boxer Enriquez. The recipient answers the letter, sends it back to Flaco, and Flaco hands it back to me at Pelican Bay. The prison staff never sees it, not knowing the communication is really between me and some other mobster. The mail system is one of the best things in the world for the Mexican Mafia.” The Sureno car refers to the overarching group within which all inmates affiliated with a Sureno gang (and others) live, socialize, exercise and conduct criminal activity. In metropolitan Los Santos county jails, this car is more simply referred to as the 'Mexican car', as all Hispanic inmates are considered to be part of it. The majority of its members are indeed active members or affiliates of Sureno gangs, though the racial nature of southern San Andreas custodial environments dictates that any non-affiliated Hispanic inmates are considered Southerners for the duration of their incarceration. The Mexican car is dominated by and ultimately subject to the authority of the Mexican Mafia prison gang. County facilities in the Los Santos area are considered strongholds for this organization, as they are the closest facilities to most members' "homes" (territory and family). Members thus often actively seek temporary housing in county facilities by requesting to be called as witnesses in other inmates' trials and by other means, meaning there are usually a handful of 'carnales' in the county system at any one time. These Mexican Mafia members are considered to be "holding the keys" over their jail: imposing taxation, conducting 'business', settling disputes and setting rules for all Mexican inmates. Carnales employ a command structure of subordinate Sureno inmates scattered across pods, floors and buildings around the jail to collect profits and maintain authority. These subordinates may in turn appoint underlings of their own, creating a chain of command stretching directly from the Mexican Mafia itself to the most unassuming Hispanic inmate. The Mexican car is loosely affiliated with the White car owing to the Mexican Mafia's prison-based alliance with the Aryan Brotherhood gang. This alliance is very tenuous in jails, as the extremely high turnover of inmates through the system prevents long-term personal relationships from being formed between White and Mexican inmates. The 'alliance' usually only results in business dealings between the two races and does not often extend to riots and disputes with other groups as it does in state prison. At most, Mexican inmates may assist White inmates who have proven to be personally 'solid'. Mutual assistance is not guaranteed by race alone. The Mexican and White cars both dispute most often with Black inmates, as is the case in prison, though in poorly run facilities with limited Mexican Mafia influence (or few 'veterano' Surenos), gangbanging may occur between rival Sureno gangs. The Mexican car is often deeply involved in custodial crimes such as extortion and drug dealing, especially when being directed by a member of the Mexican Mafia. Contraband smuggling, particularly of drugs and phones, is frequently orchestrated by inmates through connections to their respective gangs on the streets. The Mexican car is usually considered the most organized and militant within the Los Santos county jail system, owing to the absence of Norteno inmates who usually earn this reputation on state yards. OOC & Character Kill Permissions The faction aims to maintain a high standard of roleplay which means that all recruitment is done in character. The easiest way to interact with the faction is to get involved with the street gangs of Los Santos and the sureno car in TTCF. All members and affiliates of the faction are reserving their characters killed for any serious infraction or not following the codes of conduct. We also reserve the right to CK characters from any gangs/groups who pay tribute/homage to the Mexican Mafia.   22. Short description: Add decal overlays to the clothing store Detailed description: If possible, add the ZONE TORSO decal overlays to the server. They're Rockstar's easy way of making event t-shirts for GTA Online - they don't create a whole new clothing object, they just make the decal and apply it to an existing shirt. Commands to add: Items to add: Decal Overlays How would your suggestion improve the server? There are hundreds of different overlays available. Nightclub DJs, radio stations, video games, clothing companies, stores, etc. People would be able to make more shirts/hoodies/etc for their character to fit their personality and hobbies. The possibilities are almost endless as well, since overlays stick to the clothing by default instead of floating in a set zone like the few emblems we have in the other category. Additional Information: Not sure if this is even possible until 1.1, but if it is I think it'd be a great addition. Worth a shot. It's not a rule to wear a shirt in temps above 10ºC mainly because people will ALWAYS argue that 'oh i have seen people in their briefs at 0 C' forgetting this is Los Santos, a fictional city in America based off California, a state that gets so hot it starts having wildfires, so most of the Los Santos population is very much used to warm temperatures instead of cold ones. I 100% agree with the post and hopefully the rules can get an amendment to add 'Wearing little to no clothing during winter' as part of powergame. The only time this got enforced was during the snow, which will not be re-implemented until 1.1

  24. Good. Glad we can agree that reports can go unnoticed, and that regardless of length, reports are not adequately suppressing the poor roleplay. Now that we understand each other, we can begin discussing how best to approach an issue that is becoming more severe every day - extortion (and to some degree, criminal) roleplay needs to be fixed, as the current approach is negatively impacting the roleplay community as a whole. A new solution is needed.

  30. There needs to be more emphasis on load and go rather than encouraging the faction members to perform surgeries on the sidewalk. It's not enjoyable for the person to sit through 10 lines of medical terms they don't understand because someone that recently got ILS certified wants to try to set up an IV due to a pulse being slightly below normal. It's not enjoyable either for the cops to stand around waiting to be shot at. This results in the cops putting pressure on FD and that makes FD hate the scene too.
