FLORENCIA 13 MALDITOS Like most Hispanic gangs, Florencia 13 can trace their history back to the 1940s following the first wave of Mexican immigrants, many of whom came to work on the San Pedro-Long Beach railroads as well as the aftermath of the Zoot Suit riots. Adopting “Florence” by the Paragons as a rallying cry, the early 1950s Florencia gang members were involved in petty crime and street fighting and often had issues with local Afircan-American groups and gangs. Modern day Florencia is a far cry from this, with aggressive gang-banging catapulting the gang to be one of the largest in LA. Sureños Movement (1967-) The Mexican Mafia (or la Eme) is at the top of Latino organised crime hierarchy in prison and in the streets in southern California and San Andreas. Formed in 1957 by Luis Flores and other members as a “gang of gangs” and as a means of protecting Hispanics from other prison gangs within the Californian prison system. By the 1960s, the Department of Corrections attempted to split up the gang, spreading it across the state. Florencia 13 and the Mexican Mafia (or La Eme) are irremovable. Top Florencia leaders joined the ranks of the Mexican Mafia upon its formation and sealed their allegiance through the adoption of “13” to the end of their name. Florencia 13 became, and remains so, the Mexican Mafia’s attack dog. Crack Era (1980s, 1990s) The rise of crack cocaine in the late 1980s fundamentally changed gang-banging. Drug-dealing became the major source of profit for most Los Santos gangs, and families devastated by drugs readily produced potential gang-members. The production and sale of crack cocaine became a major focus of Florencia 13 and played an important role in the gang’s rapid expansion ad absorbing and destroying several smaller Hispanic gangs in the area. The gang's taking advantage of the rapidly changing demographics of the area to populate numerous cliques, including Malditos. Malditos 13 (1981-1991) Malditos 13, formed in the early 1980s, was a Sureño small gang based in Brouge Avenue, Davis. The gang was heavily involved in the crack cocaine epidemic of the 1980s, focusing heavily on the sale of crack cocaine, marijuana and PCP. Following an altercation over a girlfriend during a house party on Jamestown street, Malditos and 76 East Coast Crip affiliates in 1989 got into a brawl, resulting in shots being exchanged. Martin ‘Sadboy’ Ayala (1970-1989) was killed in the exchange, resulting in a feud forming. Under colossal pressure from Crip members, Malditos voluntarily cliqued up with Florencia in 1991, following two years of one-sided bloody warfare. Race-based Violence (2000s) While views on the origin between the F13 and ECC feud vary, one popular belief is that after a Florencia 13 drug plug was robbed by East Coast Crip members, the F13 la Eme representative ordered the gang to wage war on all ECC sets. Regardless of belief, the war between the two gangs has killed dozens of people. Racial tensions stemmed from the bloody feud, and reached an all time high where there were several cases of F13 members gunning down unaffiliated people on the basis of being black. Operation Joker’s Wild enabled change in this attitude, with several older leaders getting arrested and younger leaders taking over. Despite this, several cliques with racist attitudes still exist. Operation Joker’s Wild (2007) Operation Joker’s Wild was an initiative instituted by the Los Santos High-Intensity Drug Trafficking Area Task Force, the DEA, the ATF, Immigration and Customs Enforcement, LSPD, the IRS, the FBI and the Los Santos County Probation department in an effort to investigate the gang’s drug trafficking, extortion and racially based murders of African Americans. Following the investigation in 2007, 102 members of Florencia 13 were listed in indictments, leading to the biggest gang raid in American history at the time, with 96 of the 102 members being arrested. Charges ranged from drug trafficking to murder. While several years have passed since Operation Joker’s Wild, Florencia’s leadership has changed radically since then and Malditos has not fully recovered. Lacking a solid set of top-level leadership outside of jail, the younger generation has taken reigns. Increased aggression, risky low-level drug dealing and disregard for local police has landed a large amount of members behind bars. Modern Malditos (2007-) Like most young Florencia cliques, the racially motivated violence of the early 2000s soon dissipated and was replaced with realistic recruiting policy. While the neighborhoods that Florencia inhabits are largely Hispanic, African-American communities remained notable and so Florencia began to allow African-Americans into their sets more readily, a result of younger members taking up leadership reigns. The Florencia Malditos are a small, but active Florencia set that operate primarily out of Brouge Avenue in Davis, with some members living in surrounding areas. While they continue to sell drugs, soldering and gang-banging is at an all time focus with several members considering themselves “on the front lines'' in the war with other gangs. Like most other Florencia "front line" sets, expansion is a keen goal of the gang's leadership.

FAR LEFT COUNCILWOMAN REFUSES TO ALLOCATE URGENTLY NEEDED FUNDS FOR THE SHERIFF'S DEPARTMENT Over the course of the last few days, the Los Santos City Council heard oral arguments to discuss the sheriff's department budget for the last quarter of the 2020 fiscal year. The Los Santos County Sheriff's Department serves neighboring Blaine County and the incorporated cities of the County of Los Santos. The department is in dire need of funds to continue serving those small but vital communities, it says. There was strong opposition from the Democratic Party, in particular from Councilwoman Tanya Sun of the Western District, towards any allocations of funds for the department. During the hearings, Councilwoman Sun expressed furious opposition to the allocation of any funds to the sheriff's department, stating that she must first 'analyze' the city's treasury data prior to doing so. The city treasury has disclosed that it is not able to provide any further data due to a data loss they suffered earlier in the month, so it is unclear what further data, if any, Councilwoman Sun is referring to. Councilman Flynn of the Central District expressed the importance of allocating such funds to the sheriff's department in a timely manner. "The sheriff's department is the city's second most staffed public service department contracted to most incorporated areas of our county", said Councilman Flynn. Councilwoman Sun differed, clashing with Councilman Flynn during the hearing. "You know what's irresponsible? This is. Undermining our police. I bet you can't say the words law and order because people like you would lose their radical supporters if you did, Ms. Sun", said Councilman Flynn. When pressed on the issue, Councilwoman Sun flaunted her degrees, stating: "Maybe you weren't aware because you don't have a background in finance, as I do... or in law, as I do", said the councilwoman. She would go on to proceed and attack the Central District representative in a lengthy rant, the chairman of the council having to call the session into order. Councilwoman Sun has not said law and order to this day. The Sheriff, Dale Kelly, was also present before the council to answer questions and provide statements. As the Democratic Party and Councilwoman Tanya Sun play politics, the constituents of the small rural communities fear that a lack in funding may lead to a deterioration of public safety. The locals had a lot to say. "I do not understand why she [Councilwoman Sun] is refusing to allocate the funding the sheriff's department needs. She doesn't even... you know... like— she's not a representative of our district is what all I'm trying to say. She doesn't care about the funding because it obviously won't affect her, only us [Blaine County constituents]", said one man. Councilwoman Sun eventually budged, voting in favor of a recent motion to allocate emergency funds for the department.   4. CHINESE TRANSNATIONAL ORGANISED CRIME: THE RISE OF CRIMINAL CHINESE DIASPORA by Randolph Finkenbauer, Ph.D. International Center National Institute of Justice I. Organisational Structure The organizational structure of Chinese organized crime in the United States is quite complex. Broadly defined, there is a great variety of Chinese criminal organizations. These include gangs, secret societies, triads, tongs, Taiwanese organized crime groups, and strictly US-based tongs and gangs. According to Ko-lin Chin, the foremost academic expert in the U.S. on Chinese organized crime, there is no empirical support for the belief that there is a well-organized, monolithic, hierarchical criminal cartel called the “Chinese Mafia.” Chin says: “My findings do not support the notion that a chain of command exists among these various crime groups or that they coordinate with one another routinely in international crimes such as heroin trafficking, money laundering, and the smuggling of aliens” (1996:123). One of the structural characteristics that makes Chinese organized crime different from other forms is the relationship between some of the street gangs and certain adult organizations. The latter are called tongs. Tong-affiliated gangs, like the Wah Ching, have an ah kung (grandfather) or shuk foo (uncle) who is their tong leader. The top gang position is the dai-dai lo (big big brother). Communication between the tong and the gang occurs principally between these two individuals. Below the dai dai lo in descending order are the dai lo(s) or big brothers, the yee lo/saam lo (clique leaders), and at the bottom the ma jai or little horses (sai-lo). There are a variety of norms and rules that govern the gangs. These include respecting the ah kung, beating up members of other gangs on your turf, not using drugs, following the orders of the dai lo, and not betraying the gang. Rules violators are punished, sometimes severely, such as through physical assault and killing. II. Violence Our research and our interviews with various experts confirm that violence is a defining characteristic of Chinese criminal gangs. Use of violence within the group and against other organized crime groups is very prevalent. Disputes over territory and criminal markets among the gangs are typically resolved using kong so, a process of peaceful negotiation. When this does not occur, however, the resolution is usually a violent one, in which guns are used against rival gang members. Law enforcement authorities believe that an escalation of gang violence has taken place in recent years and to gangs involvement in alien smuggling activities. Based on his research, Chin concludes the following with respect to Chinese gang violence in general: The capacity for violence appears to be one of the key defining characteristics of street gang culture. Its employment, however, is shaped and determined by a cluster of constraints related to profit generating goals. Violence between and among gangs is regulated through an agent or ah kung who attempts to channel aggressive behavior in ways that effectively maintain gang coherence. Gang coherence in turn supports the gang’s involvement in extortion activities and in the provision of protection services to organized vice industries in the community (Chin, 1996:138). The gangs are violent, but their use of violence is not very sophisticated nor specialized. It is not the systematic use of violence (including threats) to protect and gain monopoly control of criminal markets that is associated with mature forms of organized crime. Instead it is more likely to be random street level violence, with guns, employed by anyone in the gang. Sometimes this violence is sanctioned and sometimes not. III. Economic Resources Understanding alien smuggling to be the illegal movement of migrants across national borders, and human trafficking to be migrant smuggling that includes coercion and exploitation, the Chinese gangs are extensively involved in both types of activities. Indeed, these criminal activities, along with kidnapping, are the main transnational crimes of the Chinese diaspora gangs. Their dominance is related to Fujian Province being the principal source of Chinese being smuggled and trafficked into North America. On the domestic scene, their main criminal activities in Los Santos’ Chinatown are extortion and gambling. Each Chinese gang dominates these crimes in their particular Chinatown neighborhoods. The professionalism and sophistication of the criminal groups are quite low, again as compared to more mature forms of organized crime. This may be due to their being generally much younger than, for example, LCN or Russian organized crime figures. In his research, Chin (1996) found that Chinese gangs were quite active in legitimate businesses in New York City’s Chinatown. For example, they owned or operated restaurants, retail stores, vegetable stands, car services, ice cream parlors, fish markets, and video stores. On a higher, more professional level, they also owned or operated wholesale supply firms, factories, banks, and employment agencies. In addition, on the West Coast Chinese gangs are believed to have penetrated the entertainment industry. IV. San Andreas Analysis on Chinese Diaspora (Geo-focus Little Seoul) The majority of the Chinese-American population of more than 400,000 in Los Santos County lives within the Las Colinas Valley, which is particularly noted for cities that have a large Chinese-American ethnic plurality. The following cities have the highest percentage of Chinese-Americans in Greater Los Santos. Traditionally centered in San Fierro and Chinatown Oakland, the suburbanization of the Bay Area's Chinese-American population has resulted in significant concentrations in the southwestern East Bay, eastern Peninsula, and northern Santa Clara County. Chinese enclaves have also formed in many of these cities, in a similar manner to that of Southern San Andreas' Las Colinas Valley. One of the most populated Asian American communities in Los Santos is Koreatown. Similar to Downtown, Commerce holds a high dense population of people living very close to each other. Statistics show that 6% is African-American, 19% is Hispanic, 25% is Caucasian, 48%, is Asian-American while the last 2% is Other. Even thought the design behind Koreatown was to be a Korean-dominated ethnic enclave, a vast majority of Chinese American families also reside in Little Seoul due to the language similarities, traditions and customs. IV.(a) Wah Ching of Little Seoul The term Wah Ching simply implies Chinese youth, meaning any gang that has influence from a tong (gathering hall) is considered "Wah Ching" such as Jackson Street Boys, Ghost Shadows, Chung Ching Yee, Joe Boys, Black Dragons Gang, and more, importantly being of course earlier Wah Ching cliques from all sides. Today, modern terms have changed where Wah Ching gangs that have influenced themselves different are due to a shooting in a pool hall in the 1990's where an Asian Boyz member, "Lea Mek" was gunned down by an unknown side Wah Ching gang member named Chieu Luong Yang. Due to this incident, Asian Boyz gangs mostly kept the blue rags and consolidated under the African-American Crip movement. In retaliation after the 1990's, active Wah Ching sides in Los Angeles kept red rags but never claimed to be Bloods, only in retaliation to identify who was part of Asian Boyz cliques or who was Chinese youth. Despite Wah Ching meaning Chinese youth, multiple, if not more, are minority East Asians such as mainly Vietnamese, and Hmong, Laos or Cambodian. Today, modern Wah Ching sides in Los Santos and Asian Boyz gangs (Exotic Families, Long Beach ABZ, Tiny Raskal Gang), Vietnamese gangs (Viet Boyz 2202, Insane Vietnamese), Hmong (Menace of Destruction) Korean (Korean Gangstas, Korean Playboys), Filipino (Satanas), Samoan/Tongan (Sons of Samoa, Tongan Crip) cliques get along really well and are not rivals. Today, most East Asian, South East Asian and Pacific Islander gangs get along due to them being outnumbered by Hispanic, Black and White gangs. This unity was formed inside in multiple high profiled state prisons in San Andreas under the API car, (Asian/Pacific Islander group). In 2001, a 17–year–old Wah Ching member, who was an advanced placement student at Diamond Bar High School, shot and killed two members of the rival San Gabriel Killas (SGK) while attending a football game. On December 2005, a 20 year old Wah Ching member murdered a Chicano man with unknown gang affiliation by running over him with a car in front of his house. He repeatedly backed over the man with the car while holding down the car's horn to ensure that neighbors in the area saw the act. On June 2, 2007, Anh Duoc Nguyen, a member of Monterey Park-Side Wah Ching shot at five people in Westminster's Bowling Green Park, severely injuring one. The shootout was believed to be motivated by the fact that one of the victims changed his Myspace page bio to read "garden gang". Sometime in 2009, a 14 year old member of Ocean-Side Wah Ching got into an argument with members of a rival Hispanic gang. During the argument, police report that one of the Hispanic gang members called the Asian teen a "Chink", and told him to "Go back to China". The Wah Ching gangster responded to the racial slur by pulling out a .45 caliber pistol and shooting the rival gang member.

  8. OOC INFORMATION Our aim as a faction is the portrayal a genuine Romanian "Brigadă" ran by a "Familie interlopă", a family involved in criminal activities of Romanian origins. We follow the culture and ethics of Romanian criminal groups, but not only, we also try to follow the intriguing and harsh reality that Romanian immigrants have to go through. We've done countless hours of research on the subject and we will make researching Romanian criminal activity a tradition within or faction so we could improve upon. We have inspirational sources for potential members and our members are not shy to coach beginners who aspire to become members of this faction, we're always. Participation in this faction is subject to the illegal factions' guidelines and we have the right to CK. We encourage Romanian characters of any origins, such as Moldavians, but we also welcome other Balkan and Eastern-European ethnicities to join us due to the not so strict nature of Romanian criminal organizations regarding ethnicity.   9. Nonsense. @rasbruu and myself both own businesses a stone's throw from Rockford Hills and we still get generic NPC bad guys coming in to shake us down. A legal roleplayer should not have to "learn the lay of the land" and "plan around" being extorted in the year of 2020 in a civilized western nation. This is not Chechnya, this is not Albania, this isn't Russia or Brazil. This is the United States of America. If you think the status quo of extortion roleplay isn't wrong I think you have a misconception as to what is realistic in the current day and age. Random civilians don't get extorted and killed for calling the cops in 2020, especially in popular shopping districts.

  11. You're right and I've never understood why people are angry about it, It's one of the biggest "issues" I always see brought up regarding G6 and can be 100% dealt with IC. If anything I want to see MORE shithead security guards - ones that believe they're the law and act out of their range of "power" so to speak but honestly? People can't separate IC and OOC and would assume you actually think you're some cool OOC edge lord for playing a power tripping security guard IC which would loop back to the same stuff we're talking about in this thread so I doubt it'd be worth it, sucks because there's a ton of controversial but interesting characters you could make but if they touch on anything "taboo" or different you'll be ran out of the community and mocked for it OOC, think Skye Love (?) for example, I digress though. Regarding G6, I honestly think with how the community works the leader would be better off gutting the entire thing and starting something new as a brand because I can promise you, this cesspool of a community isn't going to change it's mind, I bet they're all mocking the thread in their private discords as we speak.

Take your time to see and analyze the area and location you invest a lifetime worth of savings with six digits, instead of having a dumb ass character. EDIT: I had a Restaurant in Paleto Bay which was subject to illegal RP, I made sure to roleplay fear and fuck off. Then I had a bar in Vespucci who is still active to this day after 8 months and never had any problems because my character learned his mistakes.

  14. This. We don't know where we are geographically located in the world, and frankly it's started to become an issue. And while we're on the topic of snow, and how that would coincide with wildfires? They don't. The majority of wildfires that happen are because it's super dry. Guess what snow is not? Super dry. Yes there is dry powder, I got it. But it melts eventually. If you want to have wildfire season, it's probably not snowing much where you live. If you want to have lots of snow, we don't really get wildfires too much. Genuine question, and this is gonna sound like a troll. But I'm being 100% serious. Is continuity management an actual thing? I've never seen anything with it. And by the massive amounts of incontinuous events and pop up gangs who've all owned the same set of turf since the 80's, I'd say they should show themselves more often if they actually exist.

  16. Been here for a while now and I had shit-ton of interactions with G6. Had a couple of bad ones but all of them were just IC. If it's an IC issue, deal with it ICly and that's it. Stop hating and demotivating them, it's not fair. All of us are here to RP and enjoy the game. Give them some constructive criticism instead so they can upgrade their faction. They've drastically improved lately and big props to them for that. I do believe that 90% of people who hate G6 ICly have just heard about them OOCly and decided to hate them ICly for no reason. Grow up, this ain't 2012 SAMP. Props to the faction leaders for keeping the faction alive while being bombarded with toxicity 24/7.

  19. Ever since I contracted G6 over half a year ago I noticed a lot of people hating on the faction, but I chose to ignore it and see how the RP goes. From my experience G6 is a very good portrayal of regular security companies that patrol businesses, warehouses, respond to alarms and provide other services. Yes, I did have couple occasions of a member having bad roleplay or simply a bad portrayal, lack of passive rp. But as ZaXer pointed out they are entry level faction and it is nice to see members of the community enjoying the security role and I am sure higher ranking members in t the faction are there to help and teach them. I remember one day I logged in early afternoon and my character stepped outside and it just so happened there were two security officers checking up on the property. I roleplayed drinking a cup of coffee as I just woken up and had a chat with them, It was super immersive way to start my gaming session. Other times I had it when I had to press a panic button and G6 showed up faster than the police and created an amazing RP scene. Also I have never seen G6 act like the police, no idea where that comes from. 10/10 faction keep doing what you doing much love.

  20. Only a week or so ago: Man of Middle Eastern Appearance (MMEA): "I have a friend who wants to work here, who is owner so they can call?" Us: "Your friend can apply for a job through our website." MMEA: "This friend of mine would rather speak to owner directly. I'm sure they also have some business to discuss as well." This in a business in Morningwood, on the first time he's ever been in the store, within two minutes of walking in, with four staff members on, five or six customers inside, and CCTV everywhere. The person may as well have been twirling a moustache, winking into a camera at an imaginary audience, and preparing to later tie one of us to some train tracks while wild-west piano music played faintly in the distance. Why did he think he could get away with it? There are no meaningful legal consequences for him. Our only way to combat it without attracting a CK was to tell him the owners weren't there. Oh, but pay another criminal faction to protect you? Those of you suggesting this do grasp that in reality most people have no idea who these organizations are, let alone how to contact them, right?

I can even confess my "secret" that I was having an alt character to secretly play with you all for sometime.
