  1. Short description: Introduce property auctions, introduce property maintenance fees, introduced a harsher tax for multiple property ownership, remove 3x market price limit, revamp the housing request systems. Detailed description: Hi guys, it goes without saying that houses have been a hot topic for the server at the moment and are surrounded by conflicting opinions and controversy. I would like to put forward a few ideas that I have been conjuring up ever since the inception of the housing request system, and now I think is at a good point where it would fit the server well. I predict that this system will work best if all ideas are incorporated together at once as it will have the most affect. PROPERTY TAXATION & MULTIPLE PROPERTIES: At the moment, to the best of my knowledge a single character can own up to three properties without consequences, this could be two, but I am told by a friend that it's potentially 3, either way, this is too many per player without consequence. What I would like to propose is a system whereby after purchasing one house, every house thereafter would be a fixed premium above the market price, I know at the moment once you hit your third or fourth property you pay 50% more on top of the MP but this is too little too late in my opinion. I would like to propose that after your first house, you pay 50% on top of the market price, and then for your third 75%, and fourth, 100% etc. This will create a bigger risk to buying property, and prevent people from hoarding/flipping houses so easily/frequently as there will be little to no profit in doing this. In some cases, this will not deter some people, as if the second properties market price is only 100K, the new MP would be 150K. I feel the people this will affect are people who are flipping houses on a regular basis as their profits will be greatly affected on many desirable properties. Not only does this create less hoarding of properties, if someone does so chose to pay a premium percentage of a property, their premium will be taxed and taken out of the server helping stabilize the economy and constantly taking money out of the server even if it's as little as 30K a day or as much as 500K a day from people buying multiple properties I am all for money sinks and I think everyone can get behind that sentiment!! Ultimately, the figures can be adjusted to fit however you choose but I think it's a step in the right direction as to not allow people to sit on 2/3/4+ houses without much consequence. And I feel that the people who already have 3 properties do not mind paying a measly 30% more on the market price for another property as in some cases it's really quite negligible for a lot of players. PROPERTY AUCTIONS: Property auctions, is a surefire way to help distribute properties more fairly and sink even more money out of the economy is without a doubt. At the moment, when an inactive house owner gets their property removed, it goes to the market price upon the next restart, usually 7AM server time every day. Some days there are properties, some days, there are not. It's really hit or miss, and I know that some people, myself included aspire to get one of these properties at the market price as not only can it be profitable but it is also better than paying someone 500K+ for a house. My proposal is quite simple, instead of these going to the server for anyone to obtain, restrict them to a auction format on the forums where the highest bidder can get the property. If this is done frequently, then I think this will create a stable price for properties in the areas they are auction in and generally we will see a overall reduction of housing costs. The money from the auctions will go straight to the /charity, and be gone from the server, thus sinking money out of the server. If for example, a Mirror Park house is sold on auction for 500K, and the MP is 200K, then 300K is gone from the server and this I think will play a key role in the reduction of accumulative wealth and always gaining money rather then losing money. Furthermore, if we tie in the above feature regarding taxes, if the MP for the above mentioned Mirror Park house is 200K, and a player who wins the auction already owns a house has to pay 30% of the market price, this is an additional 60K cost that they will have to front in order to secure the house which takes it up to 560K cost to the player, and a total of 360K removed from the server just in one auction alone. HOUSE REQUSTS, SUPPLY & DEMAND: At the moment, there is a housing request system, which I know a lot of people have been quite vocal about, myself included I raise my hands. I understand the sentiment to the system, I agree with the logic behind it, however I find the execution poor. This is not to make a jab at Property Management, as I do not doubt that a lot of time and effort has gone into this system. I just wish it were better and here is how I suggest it: As I am told, the housing request system is for the best of the best, most elite roleplayers who provide a lot of roleplay, but do not necessarily obtain a monetary value from their efforts due to the nature of the unforgiving script. I do agree, that these players, do deserve some reward, if you want to call it this, for their efforts and should be allowed to own a house and I think the request system does a find job of doing this. However, as it stands, the only houses you can request really accommodate the more affluent players who want to RP wealthy, rich business owners with grand ideas, and this is not really an accurate representation of the servers characters. The current amount of houses will never ever be filled I have no doubt of this, as a result and we will have LOTS of empty properties and as we are seeing locations like Vespucci and Mirror Park are being a placeholder for Rockford Hills and Morningwood as such artificially driving up the prices as the players who would want to live in these richer neighborhoods cannot get through the application system whether it be for previous admin punishments or a lack of effort on their application. My proposal is very straight forward, have 5 or so properties per area, in Davis, Strawberry, Downtown, Mirror Park, Rockford Hills, Del Perro Beach, Sandy Shores, anywhere which is fitting which are reserved for the application system. This way, the elite best roleplayers can still properties, and the properties are more fairly distributed to all areas and all styles of roleplay. Not everyone can afford to live in Davis, just as much as not everyone can afford to live in Mirror Park, and having a fairly distrubted property request will remedy this. With the above proposal in place, this will flood the market with lots of new properties which if we take the auction format proposed above will help drain even more money from the server and I am sure you can see how this is all tying into place!!! Players who currently own Mirror Park Houses are going to want to win auctions up in Rockford Hills, which will mean they have to sell their houses in Mirror Park, in order to pay for, and avoid the proposed property tax on their second property, so this means the following if we take some assumptions: - House Owner has house in Mirror Park worth 700K - Property in Rockford Hills becomes available on auction - House Owner wants to sell their house in Mirror Park to avoid paying 30% of a 700K+ market price. As such sells Mirror Park house at a discounted rate to win the auction in time. - Auction ends at 3m$+++ Firstly, this creates a property becoming available in Mirror Park for poorer players to purchase. Secondly, this withdraws 3m$+++ from the server or whatever the house sells for. I don't see how this can be a problem, if the roleplay is fitting. 3x MARKET PRICE SALE RULE: I know that this new rule implementation has been met with some praise, however I do not think that is a long term fix. I see it as fixing a sinking ship with duct tape hoping to stay afloat. Useless. What is going to happen, is that homeowners are simply not going to sell. So what was once a 1M$ house is now going to be an unsold house, which I think is more damaging then letting sell for 1M$. Eventually, players are becoming richer, and richer, and richer until eventually everyone is sitting on millions of dollars with nothing to do with it. This is going to cause, with properties becoming less frequently sold, a handful of players, ready to purchase a house at the 3x market price limit, all at the same time. You also have to take into consideration, if a player is selling a house, and has 10 people outside of it wanting to pay the same price as everyone else, then clearly it is being under sold!!! How do you decide who gets the property if everyone there is at the same time in person? All this will do is cause sales to friends, on an OOC basis and not a what the property is actually worth basis. A property is worth as much as someone is willing to pay whether you agree with this statement or not. As a actual example which happened recently, there was two Vespucci Canals houses available for sale. One of them had a market price of 200K, one of them had a market price of 760K. The 200K market price one, had biddings between players up to 800K which it sold for, the other property which had a market price of 760K sold for 1.1M$ Now, with this 3x market price rule, the price of the 200K house has been artificially and unfairly capped to 600K (200K less than it actually sold for), however the house just 5 doors down, can be sold for 2.28M. How do you justify this disparity, when the cheaper 600K house had 3 stories where the 2.28M house had only 2 and both looks great... I am trying to convey these points in chronological order so you can see them all piece together. With properties being sold more frequently on auction, players are going to have more supply, and there will be less need to exceed a 3x MP limit anyway due to this supply. How would your suggestion improve the server? Houses will be more obtainable and for an extended time more affordable. Additional information: It's long winded, I am sorry, but please take the time to read and digest everything, I am happy to hear criticism of feedback but genuinely I think this all combined a step in the right direction.   7. The basics First and foremost, you'll need photoshop for this method to work. Photoshop generally provides sleeker results in general. You'll also need the script that removes the /blindfold'ed background (the blackness) so that you don't have to do it manually. This can be found here. To install it, follow these steps: (Credits to Ren for providing this easy installation guide) Now that the essentials are out of the way, we can get into taking the actual content itself. I hold F7 to get rid of the nametags, the text and the hud to take the main screenshot (what you're putting the text on top of), this will be your base screenshot. For example. Once that is done, you use /blindfold and either use steam or shadowplay (any third party screenshot device) to take a screenshot of the text. Example. If you've done the aforementioned steps, you're ready to edit your screenshot. Open photoshop and create a new 800x600 canvas. Place the base screenshot onto the canvas so it looks like this. Once you've done that, go to your steam library to get the blindfolded text (here) Click on it and press share. This will upload the screenshot to your steam cloud so that you can use it for photoshop et cetera. If you took the blindfolded screenshot with shadowplay, it'll go to your Grand Theft Auto V folder. To get the blindfolded text (on steam) go to your name on the steam tabs and go to the content dropdown. This will bring up all your uploaded screenshots. To get it ready for editing, click on the photo you want to use and click on the enlargened image once more. It'll bring a little box up, click copy. Moving on to the actual photoshopping; open up the text you just copied from steam (or open it from your GTA V shadowplay folder). Run the script to get rid of the /blindfold'ed background. You can then start to chip away the unnecessary text using the rectangular marquee tool. This is what it'll look like once you're done. You can finally start to place the text on the base screenshot that you took. My general rule of thumb is "show, don't tell" — meaning I don't use too much text but you can still get the gist of what's happening in this screenshot. Move the text you've used parallel to each other so it's nice and uniformed. Then use the rectangle tool and ensure that it's black to add the black backdrop to the text. This is what the finished product looks like: Another way of editing that looks nice is chopping off the excess black from the backdrop. For example: And you're done. Save the image as a png (or as a jpeg to give a grimey look). I recommend using upload.ee to upload your screenshots so you can place them back to back — as opposed to uploading it via the forums. I'll show you what I mean: The first spoiler is uploaded via the forums and the second one is via upload.ee. Notice the lack of gap between screenshots. you're now officially an elitist.

  11. Construction and public utilities roleplay. Firearms related legal roleplay. It's difficult to find a long-term platform to interact with people as a firearms instructor, armorer, or even just a gun store clerk. Passive roleplay is also something a lot of people don't do. It's apparent when there's a lull in the action and everyone's chars go blank, and they either stand like statues or drive around aimlessly.

I can afford em and make sure my character can as well can before getting a car but it doesn't make em not ridiculous, they've been outrageous since before they were renamed from road tax to insurance. If I couldn't I wouldn't have em, much the same as the house if this is implemented. That's not the topic at hand though and was only used as a reference to get my point across. You seemingly missed my point entirely if you think I'm just "squeeling muh muh grug think shelter rock need lacking paper donate." My problem isn't with your idea, I think the suggestion overall is great, I just know how GTAW gets with pricing on these things and I'd rather not have another unreasonably priced tax added for immersion's sake. If the prices are actually made reasonable and not so expensive that you have to slave away working 30 hrs a day just to afford it, obviously that's not good, nor is it immersive or realistic. If doing it, it should all just depend on if you're mortgaging, renting or owning outright. Owning outright of course being the cheapest, assuming that if you rent a place they'll be making you pay utilities like most landlords do in my experience. I support it all the way if things are reasonable and not back breakingly expensive. Where things are at now is fine IMO, just need more policing on RP standard so you don't have mechanics with 80 cars and 5 mirror park houses to park all their riced out kanjos and comet retros at. Overall the suggestions good, but that's just the main issue I have personally. Last thing the server needs right now is more bankraping taxes, but if they're actually reasonable and relatively cheap (utilities aren't that much irl, although rent and other things can get a little crazy on the beach areas and really high end places ofc) it's fine imo. As long as it doesn't end up being some crazy ass 20-50k tax or payment, then I entirely support the suggestion, but consider me skeptical of pricing on that front. That's my only real issue.

  21. Knowing how unreasonably priced everything else usually is with taxes, I can't support it even though I think it's a great idea. I'm really not trying to pay another 282749823794k a month when the cars are already ridiculous even still. I think where it's at is fine, RP standard is more the issue. However I do like the idea of the multiple house thing. I usually have like a little secondary apartment on my more wealthy characters that I rent out icly to give me a little side rp from time to time when I'm checking up on the place and collecting rent etc, and the 30% charge for that 2nd place isnt too much of a big deal. The whole hoarding and flipping problem is ridiculous, so that could be a great deterrent to that. But the bills and taxes on already owned properties I just see ending up being just another road tax thing with 50K taxes on 30k apartments (exaggeration for my point) and I can't really say yeah to that. The insurance prices are ridiculous enough on most cars, rather not add to the problem with properties too.

  24. And this sums up what I said... it needs no suggestion, just common sense. You can't want some ranch out in Paleto Bay when you work in the southern end of Los Santos City. Why? Because it realistically wouldn't make sense for you to travel that long from home to work and vice versa, and it becomes an impracticality. The fact that people were denied from house requests because of this particular reason shows that not only does the entire staff team understand distance isn't 1:1 (and that it shouldn't be, and quite frankly there's no argument against it — Rockstar wasn't going to design a game that shows fake values during development, they were going to determine real values so they know what they're working with), but they also enforce it as such. So, this makes no sense. Just because people believe a common misconception doesn't make that misconception true.

  25. I've seen a few people bring up the real-life housing market as if that is something that the economy needs to look towards emulating. It's not - this economy functions nothing like a real economy, for all intents and purposes, the economy is a closed economy. This needs different levels of regulation than a mixed economy that many of us are used to in our real lives. When the economy in the game is such in that a dozen or so people are able to trade houses for upwards towards millions over what they paid for having the luck and the ability to get there first, that's not fair. When someone wants to start a character emulating folks in the country, living up in Sandy Shores but are priced out from every single property because of the dedication to their own character development, that's not fair. When someone joins the server and works really hard on their character development within Los Santos, making the right connections and giving back to the server by providing with unique, high-quality roleplay, but being priced out of every property their character would realistically be able to hold - in any area, by characters that have no hard reasoning behind owning those properties in the first place, that's not fair. When someone presents a business idea capable of working to provide a level of depth and development in characters throughout the server but is priced out of the market, that's not fair. This is a solution that brings the scale of fairness towards the centre once again, and it's a solution we need. If you're unhappy of this change because you fear your characters' money in the top right-hand corner will go down, or their assets are worth less, you need to realise this is a server that, above all else, tries to prioritise real development of characters. Ultimately, the changes in the rule that Property Management has enforced are good for the server.

  27. 31st January 2020 FREE CLEAN NEEDLE EXCHANGE SERVICE Vinewood Medical Clinic is announcing that we will be providing free clean needles and disposable needle containers at our Clinic for those with substance abuse issues. Our reasoning for this is as follows: Dirty needles are one of the primary ways to contract sexually transmitted infections and is a leading cause of illness around the country. To try and curb this progression in STI affected patients we are offering this service to try and eliminate this habit. There have been numerous services started like this around the country to great success. So we have decided to do so as well. WHAT DO YOU NEED TO DO? When arriving at our Clinic please speak to a Service Officer at reception and simply mention you're here for the 'CNE service'. This is to help alleviate embarassment around other patients in attendance at the Clinic. You will then be seated and a Nurse will then take you into a nursing room when they're available to get it all sorted for you. IMPORTANT NOTE! Vinewood Medical Clinic in aboslutely no way endorses or supports the use of illegal narcotics and will never prescribe any medications that may be used for recreational purposes.
