  1. INTRODUCTION Henry D'Amico is a figure in the American Mafia under the Conti Crime Family as a soldier or "made-man". Born August 17th, 1959 into a traditional Catholic, Italian-American family in New York City, Henry had been groomed for organized crime at an exceptionally young age. His father, Mark D'Amico was believed to be a prominent individual in the Lucchese Crime Family and involved in various illicit rackets such as illegal gambling, labor racketeering and drug trafficking. Mark's talent for these particular areas was certainly passed along to Henry as he matured. At the age of just thirteen, Henry was arrested for allegedly distributing cannabis to his local high school. Four years later, Henry graduated from cannabis onto cocaine and opioids, receiving another drug distribution charge. As the years went on, Mark eventually brought Henry under his own wing, introducing him to "La Cosa Nostra", known today as the American Mafia. It is not clear what his official status was within the crime family. THE CONTI CREW Little is known as to why Henry migrated from the New York metropolitan area to Los Santos. However, it is noted that he arrived in his early thirties and quickly became friends with Dominic Altomare, the current "underboss" of the Conti Crime Family. It is known they both started as construction workers at B&A Utilities and this is what is believed to have led to Henry's acquaintance with Joseph Campagna, the "consigliere" or advisor of the Conti Crime Family. Soon after that acquaintance was formed, Henry started to manage Giovanni's Trattoria, an Italian restaurant located in Del Perro. As manager, his relationship with the Conti Crew started to take root and develop. It is thought that he began to distribute various types and amounts of narcotics during his time at Giovanni's. It is also assumed he was involved in other sorts of contraband trafficking but the details are unknown. PRESENT DAY Within recent months, Henry experienced severe health complications leading him into a coma. He was hospitalized for approximately eight weeks and it has been claimed there was no contact with friends or family during his stay. After being released from the hospital, he briskly connected with Peter Conti, the current "boss" of the Conti Crime Family. Weeks later, Henry had registered a new business named, Los Santos Transit, a taxi and public transportation company. This company is suspected to a be a front for his current illegal operations which are at the time, unknown. Most recently, Victor Catalano, a cousin of D'Amico's has been sighted on numerous occasions with Henry around the Vinewood area. Officials speculate that the cousin is somehow involved with Henry's illicit activity.   2. Government Splash Cash Analysis By Elizabeth Rankin The Los Santos City Government have announced a legal street-racing event, bringing controversy to their priorities within city government. The event, which, by a spokespersons own admission, has yet to be fully costed, is projected to cost $95,000 in cash prizes alone. A government spokesperson told LSNN that the costs, that, again, have not been costed, for the event has been taken from the Cultural Affairs budget. Analysis from LSNN predicts that the event will cost upwards of $300,000, including costs relating to the utilisation of emergency services and associated opportunity costs endured by the event, as well as the cost of hiring a professional race car for the event. Many have accused the event of being tone-deaf with the needs and expectations of the city government, with some critical of the governments spending, attempting to direct attention to the existing issues that many feel go ignored by the city government, such as the cost of housing. The event is free for anyone wishing to participate, with some stating that the tax dollars are 'misplaced' in the event. However - the disorganisation doesn't end there, a source close to LSNN claims that the government has not provided a bare-essential of a health and safety briefing to hopeful participants, nor carried out any checks - including age checks, on those who have asked to participate - or, at least, they have not requested permission from participants to do so. The rules specified on the website indicate that the area is not closed for traffic - this is not indicated whether this means air or road traffic, although the spokesperson confirmed that there would be flight restrictions taking place above the area. The spokesperson retorted with a justification for the event, stating that the intention of hosting the race was to cut out illegal street racing and multi-vehicle accidents, rather than providing resources and pressure to law enforcement agencies to reduce the issue themselves. It's unknown how a 'legally' hosted street race will reduce the demand for illegal street racing, with the possibility of encouraging others to take up illegal street racing, perhaps pandering to confirmation biases that street racing is safe. The event is hosted by the 'Cultural Department', and yet, many would notice the lack of events hosted by the department celebrating the culture and diversity of Los Santos - of which there are several communities of minorities within Los Santos who have seen their own events lie in purgatory in the governments permit system. The event is seen more as an event pandering to a very small group of racers in Los Santos, rather than catering to the wider community of the city. Whatever the justifications for hosting the event, it appears more accurately that it is nothing more than a vanity project by the organisers.

  3. MARCO “VINEWOOD” CARUSO Marco upon release from his third degree burglary stint at TTCF, picture taken at twenty-seven years old. Marco Caruso was an ambitious LS based associate in The Conti Crime Family. It seems a life of crime was never Caruso's main ambition; he graduated with a bachelors in business administration from the University of Liberty City. Caruso was promised a new career, interning in a successful financial advisory firm which prompted his move to Los Santos. However, the firm was quickly shut down due to fraudulent claims; Caruso was left jobless in a city where he knew no-one. As a result, Caruso went business-to-business, eventually meeting John "Tuna" Capra, a leading soldier in the Conti Crime Family who promised him quick and easy cash. Capra organised Caruso's employment at the reputable, fine dining restaurant Giovanni's Trattoria, however on the side he quickly began dealing stolen designer goods. Due to his salesmanship, he began dealing small quantities of drugs for Capra. Caruso had proven himself a formidable associate of Capra's. His success was rewarded through an introduction to Joseph Campagna, the consigliere for the Conti Crime Family and subsequently put on record with the mafia. However, it was short lived. Caruso was arrested for burglary charges. His time in Twin Towers Correctional Facility led to Caruso making connections with several white prison gangs. Upon his return he discovered that Campagna had taken an extended trip to Europe. Caruso was reunited with Capra and introduced to Gerald Marchetti, the captain of the notorious Clinton Avenue Crew. From there on, he managed legal businesses such as The Rubicon, a bar owned by Conti underboss Dominic Altomare. Caruso's rackets spanned from various illegal enterprises from drugs and arms trafficking, grand larceny, pimping and murder for hire. His life was eventually cut short over This thread showcases Marco’s development both related and unrelated to The Conti Crime Family up until his death.

  4. Property and vehicle prices need to be reworked to shrink people's assets, like why should I pay $150k for a truck that's $26-30k IRL? Just because it looks good and has a couple of extra visual mods? Creating money sinks only forces people to grind when they shouldn't, but that's something your 'passive income' suggestion can fix. Personally, if I wanted to work and pay utilities/taxes I wouldn't even bother going IG. Gameplay's interesting and engaging when you have choices, but when you're literally forced by the script to either grind or do idle RP then the game starts feeling a little boring. We're here to develop characters and build stories after all, not to simulate personal finances.

  5. Personally I just wish people would stop making new outlaw motorcycle club factions. Most of them don't have a basic grasp of how they work, watch SOA or Gangland undercover and throw an MC thread up. They come in claiming turf which in that culture is an act of war on the existing clubs, and then report you when you react accordingly IC and become hostile. IRL if a club is insistent on setting up a charter in a territory already controlled by other more dominant clubs, they need to play the politics very delicately. They start by associating with the existing MC, befriending them to the point where they have their consent to fly nomad in that state, and then it's a continuation of fostering relations with the local clubs until you have their consent to set up. On GTAW, oblivious new players just make their faction, slap any old bottom rocker and side rocker on, claiming lumps of turf or even the state, and then don't understand why they are coming under attack from the state doms. Outlaw MCs are extremely territorial and frequently stab, shoot and bomb over territorial disputes irl, anybody who can't grasp that has no business making an outlaw MC faction and should just join an existing one rather than inflicting a pointless PK war on the existing factions.

  7. DeAndre "Dre" Kingston was born in Broker,Liberty City in the late 1990s. His father Jamal was a local drug dealer part of the Yardies, also known as Jamaicans, are the loose coalition of the Jamaican posses that operate out of the Beechwood City/Schottler area of Broker and the Willis area of Dukes, Liberty City. His dad was shot on a deal gone wrong situation that left his mother Amelia with no choice but to move to Los Santos for a better future for her son. She didn't want him to end up like his dad and she believed that this was the best place they could afford. They ended up living in Rancho which introduces Dre into the same way of life just on another area. Amelia worked as a caregiver at a nearby nursing home, having a regular 9 to 5 schedule. She unknowingly developed breast cancer and wasn't able to get treatments until it was too late due to the shortage in time and money. With her mom being gone, he eventually got depressed and started running out of pocket money. At the young age , he stopped going to school and had to go in different type of hustle, started from selling dope, moving to cocaine, and as soon started stealing weapons to re-sell. He promises himself he'll just save up well enough to support himself and he'll leave the illegal and dangerous side-hustle alone. Soon enough, he saved up his money and managed to start a small store in Vinewood. His store was making money but It wasn't good enough for him, especially with the weekly fee for the mob that runs Vinewood, he was stucked with no choice but to go back on his old way. He starts making money again selling different products from guns, drugs, stolen cars, heck even start illegal poker games with his friends and he managed to launder the money into his store and make it look like his business was booming even though It was totally dead. Edgar "Cyclops" Boon is a former Hawick Satanic Skin, now a member of PEN1 (Public Enemy Number One), who was recently released from Twin Towers Correctional Facility after charges brought against him and his associates (Kyle Brock, Weston Stigers, and Ian Whitaker) were dropped. Edgar Boon is commonly seen associating with high ranking members of the various Skinhead and Peckerwood gangs found around Vespucci Beach. During his time in TTCF, Edgar Boon was a "Shotcaller" for Pod A, participating in race riots, targeted car removals, and the sale of contraband. After his release, he's moved up in the hierarchy, with the Satanic Skins falling under the purview of PEN1, expanding the abilities for recruitment into one of Los Santos' most prevalent and dangerous prison/street gangs.

  16. Short description: To have a casino accurate version of the gambling games such as poker, blackjack and roulette. Detailed description: This suggestion is made to make gambling for casino's and gambling halls more profitable, and most importantly, more accurate to real life. When it comes to casino's in real life, they make their money per game, which is not do-able with the current scripts that are provided within the server. Allow me to clear this up. - For poker, the dealer is apart of the players by the table upon joining it. In real life for any casino, the dealer does not play, but rather announce the hands each individual has, and decide the victor(s) of the match. With this, the money casino's make from poker is by taking a rough estimate of 5-10% with the amount in the pot. As an example, if the current pot of the match holds $13.450, and a winner is decided, the house takes 10% of that amount, being $1.345. If anything, it'd be grand for dealers to be able to spectate the table, see the cards, and receive a certain percentage every each match from the pot, which will be deducted from the total. I suggest to being able to change the percentage between a value of 0%, to the very max of 20% of how much money the dealer is allowed to take after each match. - For blackjack, it's safe to assume that the house edge would be more than a fair way to receive income, yet it'd be preferable if it were to receive a percentage variable similar to the poker suggestion. The house edge essentially is a way to describe the mathematical advantage the 'house' has over the players. Those that play short term gambling games at the same place, will not see many losses, and can perhaps win some money over it. But with those individuals which return for more games, they'll be estimated to loose more money in the end, than they've ever gained. If a player returns for more frequent games, the house will eventually win their money back. In other words, Blackjack can be played as is, yet it'd be very simple for more novice people to have a percentage rating on what the 'dealer' will take from the winnings after each round, similar to what I explained on the poker subject. Commands to add: N/A Items to add: An alternative / exclusive version of the card games such as Blackjack or Poker which support a proper 'dealer' role, with the possibility to define how much the dealer will take after each match. Alongside with that, the possibility for the dealer to be involved in the match, without playing at the table as a 'player' as we got it going right now with Poker, for example. How would your suggestion improve the server? I hope to promote more gambling on the server, and for casino's to be open more often, and function properly as it does in real life. It'll not only bring more immersion and depth to the gambling system, but it will follow the real life aspects of it more closely. Additional information: N/A

  17. Thing is, in real life ATC can request emergency vehicles in a private frequency. I think the entire ATC script should be removed and replaced by in game radio frequencies like in real life. A frequency for flying in Los Santos Area, a frequency for LSIA, another for Sandy Shores and Blaine County area, one for the Sandy Airport and one spare frequency to communicate with emergency vehicles in case of engine fire, emergency landings and everything. If the player don't tune into the frequency and fly in the airspace, that needs to be dealt in game by disrespecting the flying rules.

  20. I understand your idea behind the fixed economy but in the end we are here to entertain ourselves and enjoy free time from work/school. Making the server from heavy RP to hardcore - would it be fun anymore?

  21. 1) Utility Bills I agree with having utility bills, but I don't like the idea of simply adding a fee. Yes, this helps extract money from the economy, which is needed. However, there is no roleplay in return, where it could be added. I would suggest the addition of the building condition (0 - 100%) which can be repaired by RP maintenance personnel. This condition would steadily degrade from 100 to 0% over a 1-2 month period. Based on the building's market price, and similar to your suggestion, RP service technicians can increase the building's condition by (as an example) 50 - 75%. For this, the service technicians would require to bring along and use business components, which they themselves can bring from their own repair business. This way, the repair service makes the initial purchases (thus removing money from the economy) and then demands payments from the property owners to reimburse the used up business components. This achieves the same result as you suggested, but creates an entirely new line of RP business, and encourages interaction between roleplay entities. In effect, the utilities bills are now paid to the repair service, and they in turn remove money by buying business components. 0% condition buildings are returned to the system, which creates an IC mechanic for the OOC inactivity mechanic. 2) Food & Drinks I agree with this sentiment. This cannot be too much to ask for. I know people do not want to have a hunger or thirst bar that they have to keep in mind, but food is so readily accessible through 24/7's, that this should definitely not be a problem. Anyone who is afraid to forget about this can simply be warned by a notification. I do foresee a few issues. What about forced starvation? 3) Wearing vehicle parts This makes sense, although if the current system of maintenance is simply tied to the vehicle's original price and doesn't double every x miles like it does now, the preferred effect is likely already achieved. 4) Passive income for creative roleplayers This seems like a step into the wrong direction. The theory is nice, but this is subject to abuse and would require admin oversight. Are there actually people who cannot afford to live now? With rent being easily covered by unemployment benefits, and cars costing very little to operate and fuel, I see no reason for this. If you roleplay a band, then go perform at a club and ask for a fee. I think this system would do more harm and solve problems that don't exist. 5) Revamp the newcomer bonus People still do this for their fun. If you make people choose, you'll just have almost all players pick the most generous offering. One of the reasons this system exists is because whilst the characters might be new to the server, their stories might be in progress already. Many new characters are not fresh off the plain with no money in their pockets. This seems to needlessly complicate a system that is functioning well. As an alternative suggestion, perhaps limit the newcomer bonus to a single character per account. However, this has many negative side effects as well. This solves some issues with questionable players creating new characters to gamble with the free $200.000, but it also discourages alt creation, which is not what we'd want. Money being introduced into the system in this way should not be directly correlated with money being spent in money sinks, but instead with money leaving the system due to character inactivity and deaths. I have no insights in this on this particular server. Perhaps a savvy administrator would be able to extract the total net worth of all characters and plot this into a graph over time, listing only characters that have logged on in the last x days. This would, in general, create a very informative overview of what is happening to the economy.
