SAPR should change to SAHP. Here are some reasons why.

Personally, I think having another LEO body on the server is a bad thing. To put in prospective we have two factions with differing mentalities on LEO RP (that's an OK thing because they provide a different experience and atmosphere) and introducing a third one that orbits around another faction that operates in the county due to proximity of the roads is a pretty bad thing to have on the server and along with that, we have SANFIRE and Port Authority, not even counting the investigative wings of those respective factions. I'm also not sure how I feel about "expertly trained" and paramilitary in the same sentence.

 

If you really want to save the county, I think PM should offer bonus's for setting up businesses in the county and create more apartments in the county, too and you'll see a LOT of activity, I'm sure of it.

I don't think creating an entire new faction for the county is feasible. The county role-play is sporadic and a lot of people (within the county) don't see others because others don't come to the county because they assume nobody is out there. Sandy Shores is an incredibly active area and has been for around two months. There's people role-playing motorhomes, crackheads, trailer trash and more. 

 

The Sheriff's Department do role-play within the county, but the SAPR have unfortunately (with the hunting script issues) resulted to an obsolete, awkward paradigm where they're not much basis for their existence. The SAPR are a nice compliment to have in the county and aids us (the LSSD) in providing role-play to the community.

 

Removing the paint and then just changing the colour won't solve this issue though.

Given, as I understand it, SAPR is already primarily responding to any and all 911 calls, as well as conducting generalized patrols in the county + the highways, I don't see any need to pretend they aren't already serving the function of the SAHP.

 

They should indeed by renamed and rebranded to the SAHP; especially since it seems the niche laws they were enforcing in State Parks, the Fish and Wildlife act stuff, is not coming back. 

 

They will be serving the same role they already do, but using the proper "skin" as it were. Definitely should happen if no other changes are being planned.

I believe PM actually already does something like this. They've been very vocal about providing easy access to housing and properties if you intend to RP in the county and rural areas. I will also say, there already IS a lot of activity, at least in Sandy Shores. I am aware that Paleto Bay's activity has died down in the recent months, but Sandy's activity level remains high.

 

On the topic of the thread, having so many LEO factions that overlap jurisdictionally has undoubtedly caused problems. Anyone in SD knows that PBS has struggled to get active members for a long time and people who would want to potentially participate in RPing in that area of the map end up getting split with SAPR for absolutely no reason, other than there (apparently) needed to be an entire second agency to police hunting, when the script was released.

As a member of SD, I regrettably agree with this point. Whatever happens, I am in support of not leaving SAPR in their current weird limbo state.

I continue to argue and will always argue there’s a bigger need for DA investigators or some state level investigative agency for organized and white collar crime, guys that make spreadsheets and rely on outside resources to do major ground operations and warrants. But beyond that I pointed out years ago that SAPR would eventually become very unfun and boring quickly when people stopped using the hunting script and the current complaints were easily predictable by anyone who was “in-the-know.” LSSD should just absorb SAPR, that’s what we suggested in the beginning with the Parks Bureau. Jurisdiction restrictions also don’t work and just build resentment like on LSRP so if you made SAHP we’d see them being sidelined or angry that the other LEO factions can drive wherever and get to have fun while they’re stuck on the highways, or you just give them easier access like everyone else and all of a sudden criminal roleplayers have 3 shades and colors of cop cars in their block and preventing them from actually roleplaying. Why not just focus on providing more opportunities for criminal roleplayers rather than hamstringing them with another LEO agency?

 

Fundamentally having different colored uniforms and cars isn't anything value added. If you made an in-depth mechanical script and car crash script with traffic investigations I’d say you could do SAHP. LSSD was made for the jail, then they grew bigger and now SADCR is in the process to replace them. SADCR will have its own issues being niche.
