Factions are definitely the way to go. You become friends with people by doing the same thing that they're doing and being in the same place as them, do that once or twice and you familiarize yourself with them and suddenly starts forming a connection whether you mean to or not. Try to frequent the same area or locations more than once and say hi to the same people, ask questions and seem interested, you might be surprised to find they do the same to you in return. After all though this is GTA and there are lots of "tryhards" as you said, so you're gonna have to weed through those. Good luck!

As a legal civilian RPer, the few times I have been to the country side have either not been met with anything or they've ignored me due to being their skin color (I guess). Although I have had people be aggressive towards me for no good reason at all, such as, going to an open business and asking if they served coffee and being insulted and threatened by at least 3 people there for asking "dumb questions" which I can say has yet to happen in the city.

Frankly I think way too many people use masks unnecessarily, constantly and excessively, the same ones that will slow down and read your name tag while wearing a mask themselves or wear it in public, inside of properties, even in their cars. None of this is realistic, no-one in real life is gonna be wearing a ski-mask when they're driving alone in their car at all times. The punishments handed out should be more than a slap on the wrist for people failing to RP properly and abusing rules, using masks 24/7 to hide their names and IDs but metagaming other people's should be punished swiftly and harshly in order to put an end to it is my two cents.
