  1. Short description: Stop voiding situations that involve multiple parties because a rule was broken. Detailed description: I’ve noticed that recently, I, as an LEO, respond to situations, be it large-scale shootings and otherwise, roleplay for an hour plus, and then an admin just teleports in and informs us the scene is voided. I won’t name names as I’m sure they’re just doing their job and it would bring about unnecessary anger, but it feels like a waste to put all of this effort in only to have the scene voided, and it seems to happen more often than not. The most recent example being the riots, where days worth of planning and meticulous tactics and RP was developed only to have it almost voided on a whim. I understand that this may be policy in the admin team, but it needs to be rethought with a larger perspective in mind, and possibly a change in policy. I don’t know what the policy is on voiding scenes, if an admin could share with permission, that’d be great, but those are my thoughts, and I know a lot of other LEO RPers feel the same way, and I’m sure it extends past that, to the illegal RPers and the legal RPers. Commands to add: N/A Items to add:N/A How would your suggestion improve the server? Additional information: Stop people getting demotivated, and promote lasting RP.

  2. ES PLAYBOYS 13 ES Playboys 13 is a street gang that was formed in the 1950s. The gang originally started out as a car club by the name of 'Southern Califas Latin Playboys Car Club' however quickly gained notoriety and a reputation on the streets, it formed into a gang by the name of ES Playboys 13. The gang was funded by the sale of cocaine during the crack epidemic. ES Playboys 13 claims the Jamestown St. housing and surrounding areas as their main turf. The ES Playboys 13 gang are identified by their tattoos and sporting brands that the gang wears. Members of the gang sport Pittsburg Pirates sporting apparel as well as Philadelphia Phillies baseball caps, both of the logos are Ps which stands for the gangs name 'Playboys'. ES Playboys 13 have many enemies, a few being Mara Salvatrucha and 18th Street. The ES Playboys are controlled by the Mexican Mafia and show their alliance with the 13 at the end of their name. The group set out and spread all over, bringing a range of violence with them. The group began as solely Hispanic, but now recognizes members of all racial groups due to their physical expansion throughout the years. E/S Playboys originated during the 1950s in the Pico-Union of central Los Angeles. The stronghold of the gang is near Fedora street, Pico Boulevard and Normandie Ave. The most well known cliques within the ES Playboys are the 35th Street Zoo Riders (35ZR) and Chico Locos (CLS). ES Playboys 13, also known as the Eastside Playboys 13, originated in South Central Los Angeles. Dominating the drug trade in the area in the early 1970's, the gang made a name for itself. The cliques within the Eastside Playboys consist of groups formed on their respective street, such as '56th Street'. The cliques of E/S Playboys 13 are known to have a strong bond with each other. Even though Playboys are a known Sureno gang and use the number 13 to showcase their alliance to the Mexican Mafia, it's very common for them to beef other sets that are also allied with La eMe. The roots of these disputes always lay in money, drugs and territory, with the Playboys holding the mentality that anyone other than their own are enemies, and against them. The large number of gang wars involving the 'Rabbits' have lead to them gaining a violent reputation. Due to the intensity of the fighting, it is very common for cliques to 'bleed out' due to the death of relatives and friends. Calvin 'Spanky' Hastings, a Chicano rapper and Playboys member was shot and killed in one of these wars.

  3. Russia is a "mafia state" that works closely with organized crime networks to extort business, persecute rivals, rig elections, and traffic weapons. The Roots of Organized Crime Corruption in the Soviet Union was bred largely by a state-run economy that left citizens lacking basic goods. Small groups of entrepreneurs emerged to provide items otherwise not available -- and the black market was born. During the transitional period to the Russian Federation, however, organized crime was called upon to facilitate reform in the region -- and the line between business and the criminal underworld became significantly more blurred, perhaps even nonexistent. The new Russian government, however, felt that combating such corruption, at least in the initial stages, would hinder the shift to capitalism. The social, political and economic crises in Russia since the fall of the Soviet Union have caused significant concern in the West, though the connection between Russia's dilemmas and organized crime is not often acknowledged. Moreover, since the Iron Curtain fell, Russian organized crime groups have used the economic reforms and crises to increase their wealth and influence. When then-President Boris Yeltsin called Russia the "biggest mafia state in the world" and "the superpower of crime" in 1994, even he probably had little idea that the situation would only worsen -- particularly in the late 1990s. According to a 1997 report on Russian organized crime by the Center for Strategic and International Studies, Western intelligence agencies had proof that the ruling oligarchy protected organized crime syndicates. In 1992, when Russia began to privatize state property, Russian organized crime groups snapped up the assets. This not only helped to expand and solidify the emerging relationship between the state and organized crime but also gave the crime groups tremendous economic and political power -- as the property gave the criminal organizations direct access to the Russian government. Over the years, organized crime also has conducted certain functions of the government, including dividing territory among competing economic actors, regulating business markets, imposing "taxes" (protection fees) and setting up tariffs, legitimizing the Mafia in the eyes of many Russians as a type of de facto government. Many of the organization's actions are enforced through violence or other forms of coercion -- and it is that propensity for violence that brings organized crime in conflict with the state. Russian organized crime developed from four main centers of criminality. The first was the historical criminal elite in Russia, the Vory v zakone (thieves-in-law), which was primarily made up of common criminals. This group has been around since before the Soviet Union and has established its own code of conduct and organization. A second central group was formed by corrupt Communist Party members, government officials and businessmen of the Soviet elite who abused their positions and established mutually beneficial relations with criminal groups. They operated through bribery, payoffs and an underground barter economy. The high profiles of many members of this group and their actions throughout the Soviet era laid the groundwork for the corruption and criminality that followed the collapse of the Soviet system, especially since many of them remained in positions of power. Additionally, former KGB, Spetsnaz commandos and other government officials continue to provide a significant amount of expertise to the Russian mob, including intelligence operations, weapons and demolitions training, as well as operational security techniques. Another center of organized crime is rooted in Russia's various ethnic and national groups. Among the most influential are the Chechens, Armenians, Azeris, Dagestanis, Georgians and Ingush. These ethnic-based groups are active throughout Russia, as well as in Central Eurasia, and are considered the most violent of criminal groups. Unlike in the United States, however, most organized crime groups in Russia are not based on ethnicity. The largest of the four centers is a compilation of disparate criminal associations, some controlling a certain geographical sector, others engaging in only one kind of criminal activity and still others with shared experiences, common membership in a sports club or a common leader. These groups operate as organized crime, though they also could be classified under the U.S. definition of a gang. The diversity of organized crime in Russia is one of the main challenges to fighting it, mainly because it is increasingly difficult to adopt a single approach to the different problems each organization presents. Furthermore, because of the relationships between the government and organized criminal groups, the state finds itself in the unique position of trying to fight the very groups with which it is collaborating. Unlike groups such as La Cosa Nostra, Russian organized crime cannot be diagrammed using the typical pyramid structure. This is because Russian organized crime is made up of gangs that act autonomously for the most part and have only loose ties to regional, national or international networks. This is where the media portrayal of the monolithic "Russian Mafia" diverges from reality because Russian organized criminal groups are not distinct, centralized entities, and they usually lack the membership rules and codes of honor described in most mafia stories.

  4. Short description: Add the ability to take off gloves on the fly. Detailed description: Currently you are either forced to constantly run around with gloves on an outfit or to have the exact same outfit without gloves ready for the changing around a vehicle. This is very clumsy and could fairly easily be fixed by either creating a group of torsos that have the same base, so you can /gloves off or something into a blank hands torso or to just allow us to change torsos on the fly using a /torso command. Commands to add: /gloves on / off or /torso Items to add:x How would your suggestion improve the server? It is just a small quality of life improvement for people wearing motorcycle gear, latex gloves or any other gloves. If a /torso command was to be added, people could also change it on the fly in case their torso happens to be clipping and they didn't notice in time. Additional information: x

  13. History The West Side (W/S) Rollin' 90s Neighborhood Crips, due to their alliance with Neighborhood Crips are primarily, but not exclusively an African-American, deadly street gang who reside in South Central, Los Santos, more importantly the Strawberry Neighborhood of South Los Santos which is riddled with vicious gangbangers and criminals. This set's neighborhood is stretched from Capital Boulevard and Strawberry Avenue between 86th Street and 105th Street. The Rollin' 90s Neighborhood Crips are one of the most active Crip gangs in South Los Santos, and are actively seen on the internet flashing firearms, narcotics and boasting about criminal activity. The Rollin 90’s Neighborhood Crips are part of the Rollin O's Crips and fall under the Neighborhood Crips umbrella. The Rollin 90’s Neighborhood Crips is unified by common colors, hand signals, and symbols to identify members. The R90's main colors are sky blue and dark blue, also members are known to wear North Carolina caps with the letters "NC" which represents Ninety Crip. The members wear these colors, along with their use in graffiti, as a means of demonstrating power, marking territory, and intimidating non-gang members. Media Influence On social media, a popular local and Rollin 90's affiliate made his musical debut on multiple platforms which gained notice of the public, his name was Standrell Bowman, otherwise known in his later years as Cee Fkace, he was a Davis born and raised RNC affiliate who started his rap career at an early age and made his way up by posting freestyles on Facebrowser and other social media platforms. He soon was signed under the popular record label, The Music Life who later signed another RNC affiliate, Jevonte Kapri, who went under the stage and hood name, GketMoNeyTkae. Cee Fkace went to drop songs such as Mac Sounds, Naybkood, and Grimey. Cee Fkace had been made a hood trophy and role model by his own which got notice from rival gangs in the area. He was then gunned down by RNC rivals soon after his seventeenth birthday. His death was mourned heavily by Rollin 90's affiliates, some refusing to stand in the same spot he did, his death was especially mourned by affiliates in the 8BLOXC Capital clique of the gang. TTCF Presence Prison is notably one of the most dangerous places in America, but the gang has adapted to environment in the current years due to the incarceration of a infamous Rollin 90's affiliate named Allijah Lynwood, who goes under the name "KW Tanc" who was arrested in Los Santos in the late 1990s for multiple counts of armed robbery, felony evasion and possession of a prohibited firearm. Lynwood went on to make a name for himself in this deadly environment and has since gained a lot of respect in the prison, as of 2021, Lynwood is the keyholder of the 2X Crip Car , The Black Car is a system of street-gang cards, which have their own card-to-card politics and rivalries in the facility. Each card has its own shot caller which dictates to the street gangs under it, and upon incarceration, members of African-American street gangs typically align with one of these various cards. Rivals & Allies With the gang scene in Los Santos getting worse and worse by the day, The West Side (W/S) Rollin' 90s Neighborhood Crips are allies of street gangs under the Neighborhood Crips and the Rollin O's Crips and they are almost always seen working in alliance alongside these other violent street gangs, however this does not limit the set from having their fair share of rivalries, beefs and violent interactions with other gangs scattered throughout the South Central area in Los Santos, in the current years, Rollin O's Crips can most likely be seen beefing with W/S 83 Hoover Criminals Gang, Carson Mafia Gangster Bloods, Centinela Park Family Bloods, Harvard Park Brims, Denver Lane Bloods, and the Avenue Piru Gang. The Rolling 90's Neighborhood Crips are also known to be seen feuding with other local Gangster Crips & more importantly the 99 Mafia Crips. Territory Gang violence and beef in America is no small problem, and due to this street gangs have been known to take over certain parts of their respected city and claim it as turf, more specifically the members and affiliates of the Rollin 90’s Neighborhood Crips are most commonly seen posted up on Capital Boulevard in front of the local apartment complex most affiliates reside in, the gang can also be seen hanging out around the Xero Gas Station connected to the complex, and various other corners on the road. This is commonly known to be their gang's territory throughout South Central as it can be easily identified by the large amounts of R90's affiliated tagging scattered on walls throughout the area, and the constant amount of affiliates seen in the area posted up in the area. OOC INFORMATION: Our main goal while roleplaying within the group W/S Rollin 90’s Neighborhood Crips is to portray a realistic Crip set based which consists of properly portrayed members lingering around Capital Boulevard. Your character is growing up in one of the most dangerous parts of Los Santos in the midst of a gang violence crisis, we take character portrayal and development extremely serious, and will not hold back from removing you from the faction if it is deemed you are un-fit for the faction, all members must abide by the rules the server has set for us players and if broken punishment will be handed out by R90's leadership If you have any questions, concerns or regards to joining or about the faction, feel free to private-message @Top Shotta, @Reefer, @Cuete, @ZaE, or @MrGoGetta. 15. So much this. I had a character which lived on Brogue avenue for nearly 2 years and this happened on a weekly basis. Essentially every 7-14 days some new group would roll along and flex on me with the typical "who u bitch this our turf I been here my whole life" crap; while in reality their former counterparts had only left a few days prior to them showing up. What's wrong with creating a history for yourself here? Idk, the whole showing up on a tuesday and demanding respect on wednesday thing doesn't fly and for people who've actually lived somewhere longer than 8 minutes it gets old very quickly. Unfortunately a lot of gangs haven't realized that if you piss off the residents of the street/neighbourhood/whatever you live in, you're gonna have a bad time. Something something where you eat
