The Dream Is Always the Same The What The chronicle of a patrol boot growing into the role of a proper deputy, and the inevitable physical and mental degradation that is to follow one in such a taxing position over a long (or perhaps abrupt) period of servitude to the Los Santos County Sheriff's Department. This thread will document the day-to-day of Deputy Sheriff Dinarra Horowitz, insomniac and Richman-born Hebrew struggling to fill a pair of shoes which may prove to be a few sizes too big. The Who Dinarra Horowitz is an Israeli-American born from a family of immigrants. Her mother and father immigrated with her grandparents in the 20th century in order to find a better life in America. Her father is a lawyer, while her mother has forever been a stay-at-home who’s raised her children, Dinarra and her older brother Isaac. Having been raised in a family that has always been close to America’s legal system, both of the Horowitz children have a mentality leaning towards the concept of pro-justice, for that has been the environment they have been raised in. Kept away from the crime-ridden areas of South Central, being raised in Richman, the siblings and the family at large have never had very many negative interactions with Law Enforcement personnel, leading them to develop a confidence in the system that upholds the pillars of American society. With her older brother going off to an Ivy League in Newark, New Jersey, Dinarra was less interested in following in her father’s footsteps, but rather working in a more hands-on tenure as a member of Law Enforcement. Mortal Reminders & The Dream Plagued by a recurring dream, Horowitz finds herself frequently waking up in the middle of the night. This impacts her work environment and her home life, as much as she does her best to assure others that it does not. As the character develops, so to will light be shed on what keeps our boot up during absurd hours. To accompany, we will have her internalizations, reflections, and reminders of one's humanity (or lack there-of) as they come, alongside persons of interest. POIs will take place in the form of friends, mentors, or simply those who have left a strong impression on Dinarra as a character. Your closest friend and confidant. He was a Deputy, like you. You were just finishing the academy when IA chewed him up and spit him out. It broke your heart when he called you from Jail. ----- Your families know each other from the old country. Your mother was like a second mother to him. And his, to you. You're not sure what you'd do without him. ----- He's been with you through the whole journey. From the time you enlisted, until you finally graduated. You can think of nothing better than his praise. It means more to you than your own. ----- When you're down, he picks you back up. When you've got something on your mind, he listens. When you need advice, he's already been through most of your problems. You'd do anything for him. April 7th, 106 Cougar Ave And then you woke up. ----- You met your first patrol instructor while you were at Shay's. You get the impression they're tight knit. That's what they say about the gang unit, anyhow. You weren't sure what to make of him, at first. ----- You grabbed your shit and you hopped into his car. You met another Deputy in the parking lot, when you pulled in. Keith Macdonald was his name, you only exchanged a few words. Fifteen minutes later, you got a call that he was dead. ----- You didn't know the guy. It still upset you, though, he was still a badge. Calhoun was a little more upset with what happened. You were mid-way through orientation when you went down to the call. ----- You weren't sure what you should have expected when you got there. The man was shot dead in a crummy parking lot. No one was there to help him. One person was there to see it, and they wouldn't talk. ----- That's what made your blood run cold, that night. Not so much the thought of it being you - Well, maybe the thought of it being you. But the thought of nothing ever coming of it is a hell of a lot worse. ----- Calhoun doesn't strike you as a by-the-book kind of guy. You caught your first hook with him, though. He doesn't really know you; he probably doesn't care about you. But some part of you hopes he's proud, if only because you want to be like him. You were pulling a duty assignment, after transferring from elsewhere. You're not sure what he makes of you. Frankly, you're not sure what you make of him yet either. ----- He gave you a tip about going upstairs alone in the pod. It'll probably save your life. You passed that off to a fresh arrival. It'll probably save his life. ----- Castillo seems like a busy-body. He works as a detective outside, but he's also an investigator for the jail. You'd like to know more about him. Though you're remiss to ask, for being thumbed as just being an overeager boot. April 8th, Davis Wet inhalation. Like being pulled beneath the current. And then you woke up. ----- Tonight was your first evaluated patrol. You met your evaluator before you enlisted, though. He's another friend of Shay's. He's a little different from most people you've met, prior to the service. ----- You get the impression he's seen some shit. If only because of the way he carries himself. You're not sure what he makes of you, though. Would it matter to him if you wound up like Keith? ----- You wound up on a barricaded suspect. You felt pretty good helping set the perimeter. Though that was really all you got to do. You're glad for it, you're not sure you could hack it doing what the guys in SEB do. ----- After the debrief you wound up at the gas station in Davis. Two were dead when you arrived, one was bleeding. Your first triple homicide, on your second day. Lord, oh Lord, what a time to be alive. ----- You and an officer from the Police Department were treating the injured. He died in your arms. It was all you could do to keep it together. They told you it's not your fault; is it? ----- When you got back after, you were a little terse with your instructor. You didn't press him for answers though, erratic as you were. Your hands shook and your voice broke on the ride back. You were embarrassed to even look at him.

NEWS • Crime Written by Yunisa DELGADO-FLORES • June 27th, 2022 — 8:29PM White supremacist gang leader killed by three in Twin Towers, reports say Daryl "Boyscout" Greene, a reported influential member in the Aryan Brotherhood, was murdered inside of his prison cell at Twin Towers Correctional Facility by three fellow gang members. Detectives cite "internal politics" for the reason. Daryl "Boyscout" Greene, mugshot circa 2007 — Courtesy of Los Santos Times On the 22nd of June, at approximately 8pm within the Twin Towers correctional facility, suspected gang leader Daryl “Boyscout” Greene was stabbed numerous times and killed using a make-shift prison shank, the Department of Medical Examiners and Coroners reported. A representative on behalf of the Twin Towers Correctional Facility wrote that, during the inmates’ yard time, three inmates entered and exited Greene’s cell on the 22nd. His body was later discovered around midnight the same day. In the report provided by the DMEC to the Los Santos Daily News, Daryl Greene was said to have suffered “repeated sharp-force and blunt-force injuries”, and that his death was determined to be a homicide. From the Coroner’s report, the Los Santos County Sheriff’s Department staff within TTCF attempted to aid Greene in their medical facility, however was unable to do so. Detectives from the Operation Safe Streets and Operation Safe Jails Bureaus were able to identify all three of the inmates that assisted in Greene’s murder, according to a written report. The report did not disclose the identities of the inmates. This is the most recent gang-land murder within the Twin Towers Correctional Facility after a series numerous more across different gangs. Over the past month, two Mexican Mafia leaders, Santos Ortega and Gilbert Montiel, were killed by gang members and affiliates of the Mexican Mafia or gangs allied with the Mexican Mafia in separate incidents. A former inmate of the Twin Towers Correctional Facility who was familiar with the gang culture within described it as “a big powder keg that’s constantly on the brink.” A sergeant in the Operation Safe Streets Bureau of the LSSD previously described the nature of prison gang politics to be “cut-throat “. The written report provided by the TTCF representative noted that the primary motive behind Greene’s murder is due to “internal politics” within Greene’s gang. In the written report provided by the TTCF representative, Greene was described as “a known Aryan Brotherhood figurehead who oversaw operations within Los Santos County.” A source within TTCF noted that Daryl Greene held a tremendous amount of influence within their cell block in their gang, once describing them as the “head-honcho.” Court records shown that Daryl Greene was sentenced to incarceration following numerous accounts of weapons and narcotics trafficking in 2007. He was charged for first-degree murder in 2017 but, following a trial that lasted until 2021, he was acquitted of all charges, the Los Santos Times reported. Daryl Greene, as reported by gangland news focused publications, was suspected to be a former member of the Nazi Low Riders white supremacist prison gang. However, after a conflict between the Aryan Brotherhood and the Nazi Low Riders, Greene was inducted into the Aryan Brotherhood. The Aryan Brotherhood is one of the most violent prison gangs on the west coast. A report published by the FBI, with the statistics publicised within the Southern Poverty Law Centre’s Intelligence Report in 2013, shown that despite only making up less than a tenth of one percent of the population (<0.01%) of the US prison system, Aryan Brotherhood members have been responsible for 18% of homicides. From a disclosed 1998 handbook from the U.S. Department of Justice detailing gang awareness for future law enforcement officers to reference in San Andreas, it listed the criminal activities that the Aryan Brotherhood gang deals with includes: contract murders; extortion; narcotics trafficking; commercial robberies (banks being a frequent target); and weapons and explosives trafficking. Greene was initially convicted for weapons and narcotics trafficking, and was charged for murder later in his sentence. He was later acquitted for his murder charge. The Aryan Brotherhood’s and other white supremacist gang’s reputation for violence extends far beyond the prison walls. A Colorado white supremacist gang named the 211 Crew was responsible for the death of Tom Clements, the head of Colorado’s prison system, by 211 Crew member Evan Spencer Ebel in 2013, the CBS News reported. In 2012, Daniel Evan Wacht, a man who described himself as a member of the Aryan Brotherhood, killed and decapitated Kurt Johnson in North Dakota to gain infamy for his group, reported the Jamestown Sun. Mark Pitcavage of the Anti-Defamation League (ADL) wrote to the SPLC saying “there are a number of racist prison gangs that have just as many members if not more on the street as behind bars.” The Aryan Brotherhood is just one of a number of white supremacist gangs within Los Santos County, with others including: Public Enemy No. 1; Nazi Low Riders — the supposed previous gang of Greene; the Family Affiliated Irish Mafia, a growing offshoot from the Aryan Brotherhood; and many other smaller collections of skinheads and “peckerwoods”. Earlier this month, on June the 6th, the LSSD’s Operation Safe Streets Bureau conducted raids across Vespucci properties linked to white supremacist gangs. The raids led to 17 firearms and 1.3 kilograms of narcotics being seized, which later led to two arrests. In an interview with the Los Santos Tribune’s Phoebe Holter in 2021, Detective Moss of OSS noted how white supremacist skinhead and peckerwood gangs are harder to tackle. “They like to cause a ruckus and then go into hiding, but we're getting better at getting on their tail.”, Moss said. NEWS • Crime Written by Yunisa DELGADO-FLORES • June 15th, 2022 — 3:58AM • Updated June 15th, 2022 — 12:30pm Los Santos man wanted for four serial-killings in LS County. $50k bounty, DA offers During an LSPD press conference late in June the 14th, detectives from the LSPD and Deputy DA's from Los Santos County's District Attorney's Office announced an arrest warrant against Elijah Mandela, a 25 year old San Andreas resident, for the murder of four women. Elijah Mandela, wanted for 4 counts of murder and 2 counts of attempted murder - Courtesy of the Los Santos Police Department. Elijah Mandela, a 25-year-old male living within San Andreas, has been suspected of murdering a total of four women over the past year. There’s an active warrant out for his arrest, and the District Attorney’s Office is offering a $50,000 bounty for information leading to his arrest. “To convict an individual in the United States a prosecutor must prove beyond a reasonable doubt that an individual is guilty, which is not an easy task, especially for cases such as murders.” said Deputy District Attorney Jennifer Li at a press conference held in Vespucci’s Police Station on June the 14th; started at 10:00pm. “Our system was made that way so no innocent ends up in prison for a crime he did not commit. “Recently, an arrest warrant was approved for the suspect that maybe behind all the alleged murders. The District Attorney's Office will remain transparent with the people, and will be revealing the suspect's name. Elijah Mandela is Hispanic twenty-five-year-old man living within the state of San Andreas, and we have enough evidence that we believe we can prove, beyond any reasonable doubt, that he is in fact [the owner of the blog].” Jennifer Li mentioned the name of the blog, dubbing it as a moniker for Elijah. The Daily News has removed the name of the blog from the article due to the graphic nature of the blog’s content as well as the desire to not nickname the killer. Soon after saying their name, Jennifer Li lifted up a photograph of Elijah Mandela to those in the room; his face revealed to the press and the public. Mandela, according to detectives from the Los Santos Police Department and prosecutors within the District Attorney’s Office of Los Santos County, is responsible for the death of four women across Los Santos County. Elijah, through his online blog where he shares photographic evidence of his crimes, claims to be a photographer and an artist. “I filmed my first video with the help of a young girl named Claire. It was gorgeous, but far from a master piece in my opinion. The photos came out good, and she will be remembered for it.”, wrote the owner of the blog in the blog's journal page. Claire was one of the two woman who were the subject of videos on the blog Mandela allegedly created. The videos showcased a brutal beating of the women is question after a stocky male figure, which law enforcement claim to be Elijah, forces them to pose in various positions against their will. Detective Haas of the Los Santos Police Department detailed how they found the body of the four victims. “On the 20th of April, Los Santos Police Department detectives investigated a series of coordinates that were received via an external website … These coordinates led detectives to a partially exhumed female victim in the Tongva Valley area.” The coordinates were accompanied with two photographs; a bridge within the Tonga Valley area along with a close-up of a nearby sign that read “Head Downstream”. “Following a systematic and thorough excavation of the area, investigators were able to identify a singular female victim at this site. Investigators were able to identify the victim as Mercia Sauer, who had been registered as a missing persons by the Los Santos County Sheriff's Department in September of 2021. “On the 2nd of May, following a series of additional images posted on the website, City Police investigators located a second homicide victim in the Capital Boulevard area. The South-Central homicide desk investigated this incident, and identified a singular female victim, identified as Samantha Johnson, a young resident of Mirror Park. “On the 22nd of May, investigators received an anonymous tip pertaining to a third victim, linked to an additional series of images that appeared on the allison7521 website. Investigators identified a singular female victim in the North Chumash area, who was later identified as Ella Winchester. “On the 10th of June, detectives discovered a fourth victim following a series of images posted on the allison7521 website. The Department has not yet been able to identify this victim, who is a young female of Asian-American ethnicity. However, thanks to the strenuous efforts of forensic experts and analysts, significant forensic evidence has been retrieved from the scene. “We are currently awaiting DNA testing to confirm the victim’s identity and inform the family” One of the ways law enforcement gathered evidence against Elijah to file the warrant was through analyzing the candid-photos taken and uploaded onto their blog. The photos were often from a high birds-eye view, taken atop of various buildings across the Vinewood-Hawick area. “Investigators were able to locate a series of areas described as 'lookout spots' that had been utilized as vantage points to create the countless images posted across the website, and the FaceBrowser account previously. “Through the strenuous efforts of forensic technicians and tire track analysts, investigators were able to secure substantial forensic evidence to progress the investigation and identify key information, such as the suspect vehicle.” The vehicle in question is a rusted dark-blue Yagou Classic. The vehicle was seen near the site of Elijah’s first arrest by the Los Santos County Sheriff’s Department, and Claire later confirmed the van's description to the Daily News. Elijah Mandela was previously detained by the Los Santos County Sheriff's Department according to reports from the LSPD and the DA's Office. However, due to a lack of evidence, the DA was unable to press charges and Mandela was released from custody. “On the 13th of May, following a joint investigation between the Los Santos Police Department and Los Santos County Sheriff's Department, a singular male suspect was apprehended and detained by the Sheriff's Department, following a positive identification of the suspect vehicle. At this time, investigators were not able to pursue charges. “As the Deputy District Attorney rightly mentioned, convicting an individual within the united states can be a monumental task, especially in investigations such as this.”, Haas explained in a response to a question by LSN’s Troy Francis. “At the time, the suspicions could not be substantiated beyond a reasonable doubt. As such, Mister Mandela was released at the time. All claims against Mister Mandela have since been substantiated, and as mentioned by the Deputy District Attorney, the Los Santos Police Department is now pursuing an active arrest warrant to bring Mister Mandela to justice.” Deputy DA Jennifer Li reinforced this statement later on in the press conference. They refused to detail the changes in information between the arrest on the 13th and the information that the DA possesses now. “I obviously can't release any more information than that as it's still an ongoing investigation, and as Detective Haas said, it may harm our investigation if we release too much information." EDITOR'S NOTE, 12PM: The article was published with the desire for a speedy release of the suspect's identity. However, in the rushed nature of this process, we neglected to gather a comment from the Los Santos County Sheriff's Department regarding the detainment on May the 13th against Elijah Mandela. This is a failing on the Daily News' journalistic standard and we wish to rectify this. We are currently waiting a comment from the LSSD, with the request for a statement submitted at 12pm on June the 15th to Public Information Officers within LSSD. "The Los Santos Police Department requests any individuals with any information regarding this cowardly individual and the associated incidents to step forward. Information may be provided to the Department anonymously, and we are looking into the possibility of a reward scheme for individuals that provide substantial information or evidence that lead to charges." NEWS • Local News Written by Yunisa DELGADO-FLORES • June 11th, 2022 - 6:05AM "Local citizens have the right to know", DA Terentiy Schwetz unveils Brady list for the public to see Earlier this week, Terentiy Schwetz announced that the Los Santos County District Attorney Office's Brady list, a list of law enforcement officers in Los Santos County who aren't viewed as credible, will be remain public. The Halls of Justice - Yunisa Delgado-Flores, June 11th 2022 The past few years saw the rise of movements and protests against the police system and its departments within the United States and across the world. Following George Floyd’s death in Minnesota, caused by police officer Derek Chauvin who knelt on his neck for 9 minutes while arresting him — as well as after many other high-profile cases such as Breonne Taylor’s death during a “no-knock warrant” in Kentucky, and the handling of Ahmaud Arbery’s murder by Georgia’s Glynn County Police Department —, many called into question how accountable the police are in their communities and the extent of the powers that they hold. One tool that prosecutors across the country have to help against the corrupt and abusive police officers within our communities are Brady Lists; a list of officers that have found to be unreliable and possibly malicious. Following the ruling of Brady vs. Maryland, a case in the Supreme court where the prosecutors within Maryland were found to have suppressed evidence, and the case where the Brady list gets its namesake from, prosecutors must turn over all evidence that may exonerate the defendant. This ruling, and subsequent rulings from cases such as Giglio and Jenks, also requires that prosecutors keep a track of law enforcement officers that may not be credible as witnesses. In a press release issued by the Los Santos County District Attorney’s Office, they announced the DA’s Brady list's construction and publication. Unlike many other Brady lists in San Andreas and the rest of the United States, the LSDA's Brady list remains open for public viewing. "I took office with the promise that the public would see more accountability from our law enforcement agencies and more control when law enforcement officers violate their oaths.” wrote Los Santos County’s District Attorney Terentiy Schwetz in their press release. “Brady lists exist in many other jurisdictions in San Andreas, and with this we now have the opportunity to promote honesty and integrity from all peace officers. This will have a net benefit for the citizens of Los Santos County, and it goes a long way to fulfilling the mandate provided to us by the federal government to ensure all of our agencies are operating at their best." The Los Santos County District Attorney’s office listed five reasons as to why a law enforcement officer may end up on their Brady list in their press release. If an officer has been found to have given a false statement, whether it is to their Internal Affairs department, to the district attorney’s office, or to Judicial or Executive entities, they shall be added to the DA’s Brady List. In Baltimore, Maryland, WBAL-TV reported that Detective Robert Hankard was found guilty for planting narcotics and weapons on people that he later arrested earlier this year. He is currently being sued by someone he formerly arrested. If an officer has been found to obstruct the proceedings of a judicial entity, they shall be added to the LSDA’s Brady List. The DA wrote in their press release that obstruction includes coercion, violence, or abusing their status and position as a law enforcement officer as well as causing any delays in court proceedings or investigations conducted by judicial entities. For example, if an officer were to delay giving a statement or purposefully prolong the process of supplying evidence in a case to delay proceedings, they will have been found to obstruct judicial entities. Likewise, if an officer uses their status to coerce a witness to testify or a defendant to plead guilty, or if they physically threaten those to do the same, then they also will have been found to have obstructed a judicial entity and will be added to the Brady List. If an officer has been found to have withheld evidence from the court, especially evidence that exonerates a defendant or is crucial to the conviction of a criminal, then they shall be added to the Brady list. The initial trial of Brady vs. Maryland dealt with how the state of Maryland withheld crucial evidence that may have exonerated Brady. Initially sentenced to death for murder, the Supreme Court ruled that Brady were to be given a new hearing due to how state prosecutors withheld a testimony given by his accomplice Donald Boblit that heard him confess to the murder. Brady’s sentence was lessened to life imprisonment, where he was later paroled. If an officer has founded to act on behalf of a gang, or is shown to be associated or a member of a gang, they shall be added to the Brady list. This also includes groups of officers that act to benefit themselves rather than the public. Finally, any law enforcement officer that has been found to be guilty of a violent misdemeanour charge, or is guilty of any felony, shall be put on the Brady list. When a law enforcement officer enters the DA's Brady list their statements, past or future, won’t be considered as valid evidence, reported the DA. Likewise any use of force by officers on the list will be investigated by the LSDA following the internal investigations from within their department. Officers on the list shall also no longer be able to submit arrest warrants to the DA’s office. Brady lists are often maintained by district attorney offices across the country, however many different agencies and organizations — both state and private — maintain their own. One non-profit, named aptly Brady List, keeps a public record of officers whose credibility is questionable across the United States. The record is kept public and allows Law Enforcement Organizations, Prosecutors, and Peace Officer Standards and Training Departments to contribute. Citizen Reporters, those who record misuse of power by law enforcement, also add to this non-profit’s list. Most state-ran Brady lists however, whether maintained by prosecutors, law enforcement agencies, or other governmental departments, remain burdensome to access for members of the public. The Los Santos County District Attorney however has made their list publicly available through this web-link. The Brady list is seen as a valuable tool by attorneys. Rachel Pearson, the managing partner of Pearson Hastings LLP, described the list to be “imperative in defending clients as it challenges the testimony given by officers.” Pearson also noted a possible negative of the Brady list, with how entries mark the end of the careers of law enforcement officers. “The Brady list is a step forward for accountability from law enforcement agencies, it is a publicly available list that displays officers that have been proven to have disreputable conduct. Once a peace officer is placed on the Brady list - this is effectively the end of their career, of which is of course, a negative to this list.”, wrote Pearson in response to their views of the Brady list. District Attorney Terentiy Schwetz stood by the decision to make the Brady list public for viewing. They wrote how one of the points that Schwetz wishes to focus on as the District Attorney is accountability. “The District Attorney's Office under my tutelage is focused on accountability and transparency. Local citizens have the right to know when their public servants have lied under oath, and this is important to every single criminal case. Even as a prosecutor, my concern is for the rights of everyone coming through the court system, and that means playing fair. “Nobody should lie to secure a conviction, nobody should withhold evidence, and definitely we shouldn't have people convicted of crimes who can arrest other people - that's just hypocritical.” The Los Santos Daily News reached out for an interview with the Los Santos Police Protection League through emailing presidential candidate for the union officer John Grillo to see if the union had a statement. While a full interview as of yet hasn’t been scheduled, he wrote that “The Los Santos Police Protective League is devoted to protecting the rights, job security, labor laws, and all around well-being of its officers.” When asked whether or not other agencies within Los Santos County, including the Los Santos Police Department, the Los Santos County Sheriff’s Department, the State Fire Marshal’s and the San Andreas Park Rangers, will contribute to the Brady list, District Attorney Terenity Shwetz wrote back that “All law enforcement entities in the state of San Andreas are expected to cooperate with the Brady List. “If they don't provide the names, we will find them ourselves through public records, although we hope that the agencies will naturally cooperate with us since we are partners.” The Los Santos Daily News reached out for a comment to the Los Santos Police Department and the Los Santos County Sheriff’s Department regarding their cooperation with the DA’s public Brady list, as well as any internal punishments seen to officers or deputies that have found to have violated the five offences listed by the DA’s office. Sheriff Joseph E. Cline wrote back to the Daily News. In response to a question regarding the LSSD’s cooperation with the DA’s Brady list, they wrote that “The Department works very closely with the Los Santos County District Attorney's Office in cracking down on corruption and has numerous times in the past assisted the office in conjunctly working on corruption cases. The Department strives for fostering relations with the District Attorney's Office and will ensure that any department member who engages in acts listed under the Brady Disclosure conditions shall be put on the list.” When asked about what internal punishments are issued to those who violate any of the acts listed in the DA’s press release, they noted how their “strives to instill compliance into employees and its system on the application of internal punishment is weighed by a system that measures both mitigating and aggravating factors of an incident. “A department member being found to have been guilty of any of the listed actions for the Brady List shall be subject to disciplinary action from an internal suspension w/o pay to a dismissal from employment. These circumstances vary and each situation shall be evaluated by the Internal Affairs Bureau and the respective Executive Office to ensure compliance with both the law & internal policy.” The same questions were sent to the Los Santos Police Department’s Chief of Staff Jacqueline Coburn, as directed by the LSPD’s Point of Contacts list available on their webpage, on June the 8th at approximately 11PM. ((GALLERY )) Los Santos County has been the birthplace of many white-supremacist, Neo-nazi and skinhead gangs for a long time; many of which bred from the 1980s counter-culture punk movement. One of the hot spots for these gangs has been Vespucci Beach, where many different gangs grew. Many of these gangs hold a dominating presence within the state's prison systems, according to numerous sources such as the Anti Defamation League's and the US Department of Justice's websites, however their presence extends beyond these confines and onto the streets. On June the 5th, starting approximately at 7pm, a large scale operation by the Los Santos County Sheriff's Department commenced against these gangs where they raided the homes of alleged members. Supporting the operation were deputies from the Davis Sheriff's Station; the Special Enforcement Bureau - the tactical response arm of the LSSD; deputies from the Operation Safe Streets Bureau - the bureau responsible for Operation Maria, the task force that led to the arrests of two leaders within the Mexican Mafia, and responsible for identifying and arresting known gang affiliates; and a liaison from the Los Santos Police Department's K9 unit. "The Los Santos County Sheriff's department is conducting a large scale operation targeting a criminal group posing a public safety hazard to the La Puerta and Vespucci Beach communities." An officer on scene stated to the Daily News. "The goal is to hit as many known properties at once to preserve the integrity of any possible evidence. These groups are known to be extremely violent and are not beyond harming civilians or law enforcement personnel." Skin head and Neo-Nazi gangs hold a reputation for extreme violence across the United States with it's members often being charged for severe hate crimes including, but not limited to, kidnapping and murder. In 2002 a member of one of these gangs, the gang being named PEN1 or Public Enemy No. 1, was convicted of attempted murder after he sliced the neck of a Hispanic male in front of their family following a traffic altercation. The member, Chad Studebaker, reportedly sliced the father's neck after he exited his vehicle to talk about Studebaker's aggressive driving. He stole the victim's Star-of-David necklace and fled the scene. In 1995 two members of the Nazi Low Rider Neo-Nazi gang, Shaun Broderick and Christopher Crawford, murdered an African-American Walmart employee with hammers. The attack supposedly sparked due to the victim speaking with Broderick's girlfriend. As the two fled, they attempted to run over the victim's body using their vehicle. Following the six hour operation, where the LSSD raided many homes alleged to belong to local neo-nazi gangs, reports say that law enforcement seized a total number of 17 firearms and 1.3 kilograms (45.8 ounces) of narcotics. The results of the raids within Vespucci led to the arrests of two individuals. The LSSD have not disclosed their identities, nor possible gang affiliations, to the Los Santos Daily News. Following Operation Maria, led by the Los Santos Sheriff's Department, a crushing blow was dealt to the Mexican Mafia prison gang. Six arrests were carried out in relation to this investigation over the course of May. Two leaders of the Mexican Mafia, Dominic "Devious" Ruelas (left) and George "Flippem" Palamino (right), indicted on charges of murder, racketeering and extortion. - Courtesy of the Los Santos Sheriff's Department A string of six arrests have been carried out over the month of May against the Los Santos County’s Mexican Mafia, a notorious prison gang that has influence across the entire western United States. The arrests include indictments of two leaders for the murder of a fellow gang member, and the arrests include four lower-level associates for the murder of a Law Enforcement Officer. These string of arrests follow a two-month long operation dubbed Operation Maria; an initiative undertaken by detectives and deputies working with Operation Safe Streets in the Los Santos Sheriff’s Department to cripple the Los Santos County’s chapter of the Mexican Mafia. The Mexican Mafia, also referred to as La eMe, is a large scale prison gang operating out of the Western United States. It has infiltrated many prison systems throughout the states of San Andreas, Arizona, Nevada and even federal penitentiary systems, according the office of the District Attorney of San Andreas, and has been in large-scale operation since the 70s. A sergeant who worked on Operation Maria’s task-force shared the gang’s hierarchical structure. “The Mexican Mafia's rather a council of leadership. You have multiple factions of it in different areas. These factions are known as mesas. … There are multiple made members, whom are either inside of our state prison systems or jail. “In our case, we have the Los Santos faction.” The operation started only two and a half months ago, according to the lead detective spearheading Maria’s task-force. “I hit the ground running, that's a good way of saying this. I had this case fall right into my lap, it was half luck, really.” The lead detective shared. “Amount of hours in overtime, surveillance, report writing, that was all done together…”, the lead detective shared. “Once it started going, it didn't really ever stop, you know? We'd built a web of E-S-Ws that [led to] our web of information snowball[ing].” The detectives of Operation Maria’s primary methods of investigation were through the use of ESW’s (Electronic Surveillance Warrants), which contains methods such as cell-phone tracing, wire-tapping, and recording and analyzing calls and texts through and from numbers of known affiliates. A sergeant who worked within Operation Maria added “This investigation and following indictment was a snowball of evidence and compilation. Contraband cellphone.” The high ranking member in question is Dominic ‘Devious’ Ruelas, a longtime member of the Mexican Mafia and described “leader”, who is currently indicted alongside George “Flippem” Palomino, who also is a ‘leader’ according to the District Attorney’s office. They are both facing charges for first degree murder, racketeering and extortion. A press release was issued by the LS County District Attorney’s Office on May the 1st, where District Attorney Terenity Shwetz issued the following statement. The count of murder that Ruelas and Palomino was indicted for was for the death of Santos Ortega who, according to the lead detective of the Operation Maria taskforce, was “equal to to Palamino and Ruelas”, and a “long time member of The Mexican Mafia.” As of right now, neither the DA’s office nor law enforcement are at liberty to say the exact motives of the murder of Ortega. The arrests also include four of their “gunmen” – “gunmen” being the term used by Operation Maria’s lead detective to describe associates of the Mexican Mafia carrying out their orders on the streets. The gunmen were supposedly involved in the murder of a Los Santos police officer. “Through a placed wiretap on a vehicle, we were able to catch various Mexican Mafia associates committing the murder of a City Police Officer”, the detective spearheading Operation Maria shared. “The detective I'd had listening to that audio? Had the volume up too much, almost blew out his ear drums, they were shooting long arms” Long arms referencing large firearms, ranging from assault rifles to shot-guns. When questioned for a possible motive for the murder, the task-force was unable to give a comment due to the investigation being ongoing. However, the sergeant present stated that “We don't wanna question the policies or motives of the Officers present. We aren't sure of their policies. “Like I explained, we were aware that members of La eMe were violent. This just went to give us real, hardcore evidence of it.” The associated gunmen that have been arrested have not been identified to the Daily as of yet, nor the identity of the victim. April 15th 2021 “Most leaders are in solitary confinement, but they issue orders to members, who in turn issue orders to street gangs.”, the DA explained to the Daily in a written statement when asked how the gang holds presence on the streets of Los Santos. According from accounts both from law enforcement and the DA’s office, these two men and their gang have caused countless death to associates and subordinates of the Mexican Mafia and their rivals. Both the DA’s office and law enforcement personnel claim that the Mexican Mafia’s induction involves intimidation and murder, where an inmate who is groomed to join their ranks will have to commit and act of murder. The DA notes how freshly inducted inmates to the prison system will have to act in accordance to the Mexican Mafia’s rules. “If you do not play ball with the Mexican Mafia, they threaten to use their powerful influence on prison and jail yards to kill, and they do kill. To be made a member of the Mexican Mafia, you must murder.” The lead detective and a sergeant serving on behalf of Operation Maria notes how the recruitment process works for Mexican Mafia inductees. “A lot of these kids'll do something stupid and end up in our county jail system.”, the sergeant shared. “There, they'll be inducted by members of the Mexican Mafia into doing their bidding and extending their time in our county jail system. From figures issued from the Los Santos Police Department in 2006, there were approximately 21,000 Sureño gang members in 400 different subsets across Los Santos County alone. There are many other gangs across Los Santos County that are subordinate to the Mexican Mafia. One of which is Mara Salvatrucha 13. David Skarbek, an associate professor of political science at Brown University who specializes in the research of criminal street gangs globally, wrote about how prison gangs govern in a 2011 journal titled Governance and Prison Gangs. In the journal, he referenced the Mexican Mafia’s operation extensively, as well as how gangs subservient to this gang marks themselves as affiliates through the number 13. The Mexican Mafia profiteers primarily off of extortion, both to gangs out in the streets as well as, according to the DA’s office, to legitimate businesses owned by law-abiding citizens of Los Santos county. “The Mexican Mafia extorts local businesses, other criminals, and generally collects most of their money from street gangs paying taxes. Local businesses are one target, and individuals adjacent to the gang life with large amounts of money are another.”, wrote the DA’s office. “They force gangs to pay them tax or face death.” Derek Skarbek detailed the tax process in more detail, saying how the Mexican Mafia has been known to use incarcerated members of local street gangs as hostages to coerce the gangs to pay taxes. “Incarcerated gang members become vulnerable hostages, and therefore can motivate Sureño gang members who might not anticipate future incarceration to pay taxes.” Skarberk wrote. “Phone calls to incarcerated Mexican Mafia associates that identify the entire gang—rather than particular gang members who have not paid taxes suggest that this plays an important role.“ The indictments against George “Flippem” Palomino and Dominic "Devious" Ruelas sees them both facing a total of 130 years in prison. The exact details as to how long their gunmen will be facing remains unknown, as the DA continues to construct a case against them. The lead detective noted the cut-throat nature of the syndicates politics, saying how “Instead of looking out for each other, these other guys were probably taking a look about how they could spin this for themselves, you know?” Because of this comment, as well as the nature of recruitment that this gang uses with how arrested gang members will often find themselves further entrenched in their service to a gang like the Mexican Mafia, the Daily questioned whether or not the members of the task force believe there will be an end to these types of gangs in our prisons. “Whilst what we did no doubt had an impact, the work doesn't stop here, and trust me- we know this.” The lead detective said in response. “We haven't stopped just 'cause we made a few high profile arrests, you know? Pillbox Parking Lot A concerned citizen called the sheriff's on three individuals in Pillbox Monday night. One man was arrested for possession of an unlicensed firearm. The deputies responding on scene, one of the suspects being on their phone.- Yunisa Delgado-Flores, May 23rd 2022 On May the 23rd, at around 9:30PM, a call was reported to law enforcement in regards to three men planning to mug people. McNiro, a concerned citizen, spotted the three and allegedly overheard a conversation regarding the three men planning to rob people. "I done saw them talk about it." McNiro testified to the press. "I was right here. I done listened in, then called the [police]." Edwin Park, Press Information Officer present on the scene, stated that "We received several calls around half past nine about an armed individual in the DMV parking lot." The Los Santos Sheriff's Department arrived quickly on scene and detained three individuals, two of which having to be shot with a bean-bag shotgun. Park reported that "The detainees were not complying with our orders— deputies proceeded with less-than-lethal force to attenuate the situation and safely detain them." Deputies responded to the incident immediately and discussed the incident with representatives of the Government who posted the original pager. Special Enforcement Bureau Special Weapons Teams and Canine Services Detail along with department supervisors arrived on the scene after the deputies began discussions with the Government representatives. A perimeter was established around the area while Explosive Ordinance Disposal trained deputies were requested. Following this, detectives from the Detective Bureau arrived on the scene to lend assistance and worked as liaison officers on our behalf within the Joint Terrorism Task Force to keep our federal partners informed of the ongoing situation, while the outer perimeter was extended for public safety. The scene was declared safe by the incident commander and all evidence was collected and bagged for further investigation. Units were dismissed from the scene at 21:00. The Los Santos County Sheriff's Department reminds people to be vigilant of suspected or suspicious packages that they may see. If in doubt, do not approach the package and call 911 immediately.

It is unknown as to the medical condition of the deputies who were involved in this shooting. All four of the suspects escaped on foot, and no further gunfire was heard in the area.
