  2. We might have a PR problems but a lot goes on with both the political parties and the legislature. Last year following the city council elections? Yeah. It was mostly OOC until December. But as you can see from here and even if you go under the Senate forum section you can see a lot goes on, it's just hard to see it as an outsider since the only thing that you can attend are public committees and they're fairly boring for the average person. We'll probably try to start posting more on our faction threads.

Republican Party of Los Santos County CHAIRMAN'S LETTER: REPUBLICAN PARTY'S LEGISLATIVE ACCOMPLISHMENTS (JAN - MAR 2021) March 14, 2021 — The San Andreas State Senate has officially gone to a recess on March 8th, 2021, bringing us closer to the end of the Senate's current term. The Senate's current composition, representing Los Santos County, comprises five lawmakers in total. The Senate Republicans representing Los Santos County are Senators Daniel Cardenas, Ethan Schmidt, and Frank Ernst. Towards the end of this current term, the Senate Republicans had managed to secure a majority of 21 out of the 40 total seats, historically marking the first time in decades for the Republican party to hold the Senate majority in San Andreas. In January of 2021, Senator Frank Ernst was elected to be the President Pro Tempore of the San Andreas Senate. And in the following months, the GOP-led Senate has managed a strong list of LEGISLATIVE ACCOMPLISHMENTS; Led legislative initiative to decriminalize cannabis in San Andreas with the Cannabis Legalization Act of 2021, vetoed by the Governor. Established law to promote an impartial government and regulate different aspects of campaigning with the Political Reform Act of 2021. Protection for San Andreas students and teachers with the Higher Education Act of 2021. Established a regulatory board for monitoring gambling practices in San Andreas through amendments in the existing GAMING Act of 2021. Legalized the practice of open carry within all unincorporated areas in San Andreas with the State Handling of All Firearms and Training Act of 2021. Appointed a new Chaplain for the San Andreas Senate with Senate Resolution 004. Emergency funds for essential spending by the Port Authority of Los Santos in the Port Authority Appropriations Act of 2021. Senate Republicans have pushed the following legislations to the standing committees and Senate floor for consideration; Establishing and funding the Department of Labor for the year 2021. Protection for labor unions in San Andreas with the Labor Relations Act of 2021. Recognizing indigenous Native American groups and establishing sovereign Indian land with the Karkai'i Sovereignty Bill. As we mark the end of this term, I ask all residents of Los Santos County to look at what we've managed to accomplish in the Senate with the Republican leadership. More than EIGHTY PERCENT of bills and resolutions sent in for a full Senate vote were led by Senate Republicans from January to March. The Republican Party is committed to working closely with local agencies to find the most effective solution to every issue we are trying to address.   5. On a side note, unrelated to the business licenses and the current problem being discussed, political parties can address many government issues through our lawmakers. Discussions around improving businesses have been discussed as a major policy ticket for the upcoming elections. We've been actively working with party business owners to take on many concerns and figure out the smartest way to solve them. I recommend getting in touch with your party or push towards change through a political candidate. In most cases, we won't be able to make changes directly. For example, we can't change things imposed by FM/PM or interfere with the LSGOV laws and departments. But we can formulate plans of action and talk to the associated parties for change. In most cases, such as with LSGOV and FM, we have good rapport and can at the very least make proposals for change.
  6. You may not hear or see much of the political scene/GOV because most of it is still getting fleshed out internally. When the political scene existed in City, we were still relatively new as an entity. We started from scratch as there was nothing from previous iterations of political RP we could use since they all seemed to have gone inactive/failed. Every week there were always unforeseen changes, issues, or limitations set forward by one entity or another, making any real progress very difficult. This transition to state government has been promising since we now have a stable and experienced leadership within the legislature. We have set rules on operating, allowing us to focus on our roleplay and eliminating the ambiguity that once existed. Many conversations which was once strictly taking place over discord and TeamSpeak are now taking place in-character. Overall we're on a positive trajectory, and I only see things getting better from here.

This area is also geographically diverse, featuring a large desert region, dense forest, and several mountains. The Blaine Business Association is an independent group organized, established, and existing under the laws of the state of San Andreas, with a member base in the unincorporated areas of Los Santos County.   10. Not true . Hunting includes the pursuit of the animal. https://dictionary.thelaw.com/hunting/ I think beyond this at the end of the day it'll come to the court's interpretation. And I don't want to derail this thread with information I've already posted. But to summarize, self-defense is well defined in the legal space, as seen in the sources I provided earlier. Self-defense cannot include any proactive measures being taken to commit the act of defending oneself. Self-defense is the action performed to defend oneself.
  11. Hey, open carry author from City Council here. I believe where @Smilesville and I fundamentally disagree is how 'carry an exposed firearm' is defined. Before I get to that, I would like to address the definition of 'self-defense'. Self-defense is the act of using reasonable force to defend oneself or another from an attack being committed by an aggressor. Self-defense cannot be described as an activity in which one in a state of being ready to defend oneself or another. Open carry is a well-defined phrase that refers to carrying a firearm openly in public. Generally, this refers to a firearm being holstered and carried in an unconcealed fashion, while restricting the act of carrying a firearm by hand. The phrase "carry an exposed firearm" however is not a phrase that has been explicitly defined by another legal body nor is it listed under definitions in this specific act. Thus it is subject to interpretation, and interpreting it as an individual carrying their firearm by hand is permissible. What I believe the authors intended to do was to make sure it wasn't illegal for someone to utilize their firearm in an act of self-defense. An example, imagine you're standing by your vehicle and someone opens fire at you with their pistol from across the road. You duck for cover behind your vehicle and decide to get a hold of your shotgun which you have secured inside your trunk. If carrying an exposed firearm wasn't explicitly allowed while committing the act of self-defense, then it would be illegal to take your shotgun out to defend yourself. TLDR; Carrying an exposed firearm would ban people from using PF firearms to defend themselves. Therefore the exception was added to allow exposed carry when committing the act of self-defense. And I will say that I was not involved in the process of making the law therefore I'm not sure if I'm misinterpreting the first authors. What I'm arguing is, by my interpretation of the act, open carry is illegal.
