Communicating while pursuits are reasonable and I don't see why they can use Teamspeak while they are in other situations (Maybe they don't) Despite you are deaf, you are still capable to do other IC duties and you did able to join some LEO factions on SAMP servers. I don't quite understand why they don't allow you to be a normal LEO.

I believe that having DA Investigators or SBI can definitely boost the RP on the investigative side and benefit both legal and illegal RP.
