Bad escalation and portrayal isn't a legal or an illegal issue, it's a roleplay issue. There definitely is an oversaturation of CCW holders in the state, but if everyone kept their wits about using their guns this wouldn't be an issue, problem is people are way too trigger happy, and by easily giving out CCW licenses we're enabling that behavior. I don't mean in the situation described in the OP, I don't know the full story, but in general I do know that that's the case. Link to comment

Even though it really is a RPQM issue, this player will go unharmed ICly, and keep their CCW license, that's the biggest issue. There's so many of them around, gunning down people over a fist fight with their CCW, using their CCW just as a reason to involve themselves in shootouts. IRL CCW holder will NEVER involve himself in a shootout if his life isn't in imminent danger. It's not a problem to report them to RPQM, the biggest issue is handing out CCWs to these people without an OOC IQ test on the application. Link to comment

CCW's are quite essential for people working security gigs or w/e but the entire application process to obtain it should definitely be revamped.
