He opts to venture away from the block with very few possessions and little money Duquan is limited in the options available to himself. Whilst walking around he finds a spot where a group of local homeless residents reside, he makes his way over before finding himself a secluded spot in the corner. Duquan makes a poorly made shelter before getting himself comfortable for the evening.

Maybe for criminals who earn a ton of money cause it's fairly easy to do so, when they're aressted take a chunk of wealth in their assets can't be proven with legally made money like irl. Put items on 'hold' such as vehicles until things can be investigated further. (Not sure if this is in place.) Fines and bills to pay from the process to.

Wouldn't it make more sense that /everybody/ who goes to prison has to rp up to a cap of 10 hours of their sentence? Would make all players think twice about their actions, pre planning and what not involved alot more. Maybe for those players who create a shootout to avoid jail time by getting a PK to receive a CK?

Having a variety of active stores would be good, you could fit alot of different Business inside. If you had an active clothing store, gym, hairdresser and arcade or something would be good. (Never been myself as I rarely see anything open so not sure what's inside) maybe putting in an extra incentive would get people to rp working there.
