I’ll be referencing this ongoing report for this:

With the situation that unfolded, a group of outlaw bikers got into a shootout with G6. Associates of G6’s faction arrive to assist, reasonable. Where the issue comes from is when the situation turns into a foot chase and the lead chasing security guard fires a shot at a fleeing subject that isn’t a threat (DM mentality/P2W mentality) what unfolds isn’t of subject, but the situation had another admin come intervene and the admin questioned the reporter’s portrayal for their character. All in all admin made them reRP it. You can see both instances of the RP being reRPd from the first situation (see the person being reported’s video for first scenario) Charles is shot as he fleas for a second time do note, no firearm is being shown his hands are up but yet he’s actively being shot to be harmed/killed. He pulls his firearm out now that he is in more danger than he already was in.

To the situation where they had to be reRPd. The reporter’s character chasing Charles along with Jayla into a dead end, Charles escapes by the skin of his teeth. The reporter is now aiming his gun at randoms that arrived and that results in a shootout they didn’t have to escalate that new situation too. They could’ve called 911 at that point, and retreated into their car to get away from 3 unknown masked individuals that could be Charles friends having followed along (not the case as they were unrelated to the original scene)

all in all, just report them if their portrayal sucks and it’ll be dealt with… hopefully.

TL;DR security guard wanted to be awarded best guard of the year for chasing unarmed fleeing “bad guy” trying to save his friend, ended up dying (not by the guy he original chased) got sour and reported.

He said it's just an IC issue, and it is just an IC issue. Not sure where in his comment he mentioned anything about illegal vs. legal.

Stay on topic.

There’s levels to it. Some companies and their personnel go a bit out of their way with the whole vigilantism thing. But an example like a shooting outside of the club?… How many times do you see in the news armed robbers and thieves shot dead in public by even a civilian, it happens. A lot, actually. It’s quite realistic. But obviously it’s a case by case scenario and should be treated as such. It’s an IC issue, if people misuse their firearms as a guard take it IC. If they’re not showing proper fear RP it’d be a report and potential CK.

if everyone and their grandmas didn't have shootouts at every venue and business because someone made fun of their shoes, it'd be a maybe. some of u guys got to realize that this is a video game and there has to be some concessions made for people to have fun, and it's not exactly fun when there's about 10 guns for every player that are being used on a daily basis against each other. taking away even more from civillian rpers isn't the way to go

i honestly believe the mallcop mentality is something that should be handled in an IC way by their bosses or at the very most, an rpqm case, but even then there's plenty of joke level security guards irl that act this way

I don't ever remember seeing a security guy carrying a pistol in a club, a bar, or a public place. To my knowledge, only guards at government facilities, such as municipal halls, courthouses, or airports, are normally armed.

As someone with actual experience in the world of private security contracting, this is intentional. You won't see us often, usually because there's no reason for us to interact. We can see you just about everywhere you go on our assigned postings, and you'll usually only see security if they WANT you to see them, like when you're nearing or actively in a restricted area.

Problem is that GTAW doesn't support the extensive surveillance resources that are available to security contractors these days, so with only an abundance of Mk. 1 eyeballs, you'll be seeing armed security numbers in person.
