Well there is still the issue of being able to buy brand new rustbuckets, right? At least add some random amount of mileage within a certain range for older cars in dealerships.

 

So Player A in your case bought it with 23 456 Miles.

The only workaround I see is being able to set the mileage from NEW at time of purchase from the dealership. If you buy the vehicle "brand new" and don't set the existing miles then I think it's too late tough shit. I'm still kind of against this though.
