Perhaps having a chance for them to drop either outside or inside the vehicle inventory could be a thing, but as already mentioned, if the vehicle inventory is full then it may just delete them from existence so definitely something to think about.

While they are not in vinv, drive by-ing from vehicles should drop casings. Bikes always drop them, cars drop them with a low chance.

shouldn't be a low chance, should be 1 in 2 drop outside, if not all, imo. I don't see this as a necessary change but I can see it sucking if you choose to RP keeping the gun in the car and still all of the casings finding their way onto the street. However, I doubt most people actually do RP keeping the gun in the car instead of leaning out with at least the gun to aim properly. I doubt even more that people roleplay not firing from the "wrong" side of the car when a friend is next to them, because GTA doesn't do passenger v. passenger damage during drive-by shooting.
