Yes, it's RP Quality Factions job to eliminate bad roleplayers from the server. There shouldn't be limitations on most things. Even existing limitations that hinder RP and Character development. If there's bad roleplayers around then RP Quality Faction is lacking in performance.

Well I don't really consider USA as a first world country. You maybe have gated communities there that are first-world communities but the rest lives like shit.

Could we stop using movies as an example for realistic RP? No not everyone is an empathic caring human being that will feel remorse after killing someone. Quite the opposite, the majority wouldn't blink an eye. Travel around look at the world and you see that your first world countries propaganda in movies is meant to scare us away from killing each other over every non-sense. Sounds harsh but don't be so naïve and project an empathic persons traits onto every character. Edit How I like to refer to it in German: "Volkserziehung"

I find it a bit limiting and close-minded to say, "There is no character that would suit those houses." What about the several Mafias around and their leaders/bosses, just to name one. Also, I believe that it is stopping some character's progression when there's nothing to "dream off" or set one's goals to besides a fancy car. (A low-class individual growing up in the ghetto and dreaming to one day be a self-made millionaire kind of character like we have the one guy from the storyline of GTA.) Richman may be too much for the beginning, but having ONE house up for sale there for a descend amount (15m maybe?). But other areas as mentioned above like Vespucci, at the side of the highway. Chumash is a beautiful area that doesn't seem to high-class. It could provide for excellent RP since it's father away from the city and also has a shopping area next to the highway.
