Cash-in-transit robberies/heists discussion thread

This is a discussion regarding the last Feature introduced

I'll start by saying that I am a big fan of this feature. Cash in Transit, it will give security companies (especially G6 probably) more, different stuff to do. I'm all for it, congrats on the script to the sliightly obese feline in a very formal outfit.

However...

Reading through the whole thing, a concern soon enough popped in my head when I read:

Robberies of CIT trucks

Players wishing to conduct CIT, armored truck robberies, must obtain permission from Illegal Faction Management through the request system located on the UCP, specifically the heist request type (https://ucp.gta.world/illegal-panel/requests/make-a-request/request). These robberies sit between full blown sophisticated and intricate business heists and quick liquor or gas station stickups, therefore adequate planning must be involved, though not to the lengths a regular heist would require.

First question that comes to my mind is: Are we going to have robberies of armored trucks in the middle of Los Santos, a city meant to be a representation of Los Angeles (yes, not 1:1, still)? Because that's where most of the ATMs are.

It is not impossible to do these things in 2023, but certainly they are complicated, and most definitely they don't happen in the middle of downtown Los Angeles. I've done some research on it, stuff like this pops up, which happened 75mi. (120km) north of Los Angeles.

Now, it could definitely be cool to have these, maybe if the CIT trucks go out to the county? So that's one of my questions to discuss. Are the ATMs in the county also included in this? Because that's the only spot in which a proper CIT robbery could be realistic and cool to see, but we have to be careful not to look too much like GTA:O, in the end, most of the "shocking videos" of CIT robberies happen in places like South Africa.

Either way, looking forward to see opinions on this! Really nice feature.

There needs to be a middle ground for tactical response from law enforcement to make this fair for parties if this is gonna happen. I can already see scenes ending in less than 10 seconds due to a tactical response full of law enforcement with AR's with automatics.

Proper way to potentially do it I guess would make it so that the security guards cannot have panic buttons, even though they realistically would. Or if they do have one it triggers to law enforcement x amount of time afterwards instead of immediately.

Then we are back to the same debate. Realism vs gameplay.

Realistically, that kind of response is what you would probably get if you attempt to go on with a heist in the middle of LA. Hence why I am suggesting CIT to be a bit county-focused, because that's the only place in which you could MAYBE get away with it.

I don't think that it's likely there would be a full response by law enforcement within 10 seconds!  It would only take a couple of minutes for the cash to be handed over, surely?

It definitely makes sense to focus the routes more out into the county, or perhaps at night hours etc to stop it from happening in the middle of Legion Square at 5pm. That said, we roleplay the map as we see it, not as if it has NPCs wandering around etc.

One option would be that any death of a suspect during a CIT could lean towards being a CK which would encourage a serious amount of planning and disincentivise turning it into a shooting match.

If you allow these to happen all the time then security RPers would be screwed. If they die more than 2 times in a month they literally can't have a gun anymore due to PF limit

What about the county focus idea?

The only reasonable area in which a CIT theft/heist could happen is out there in Senora roads, Sandy and/or Paleto.

Otherwise, within LS would be kinda silly imo.

Erm, actually it said "75 miles", silly European 🤓. Which is 120km.

Not neccesarily true. I stockpile guns. However, over time, yes.

The real issue would be the fact that illegal RPers would pull up with fully automatic weapons and obliterate any guards due to the fact we can only have pistols. Also, I'm pretty sure they'd be maxxed out on drugs and have buffed health and us guards would have default health and no armor.

Perhaps provide security who does these jobs armor and fully automatic weapons for the job only. Such as you get it when you accept the job and then lose it once you do the delivery.

Otherwise, you guys have to remember that this server is based on Grand Theft Auto 5... which seemed to have a lot of canonical heists in the middle of the city with machines guns and stuff. So, I really don't quite see the issue with a heist to try and take an armored truck. Unless it happened too much, which would be IFM's fault at that point since they approve it.

Heist requests are already 90% against the perpetrators. Since robbing a cash-in-transit truck works like a heist, it means that:

a) everything has been put together in an app discussed by IFM & approved to go forward;

b) an admin will be spectating the whole situation, start to finish;

c) all heists are subject to hefty role-play fear and quality rules i.e. if someone shows lack of fear throughout the commission of a heist, they are CKed by the handling admin;

To top it off, if these cash-in-transit trucks are from banks (so they aren't from 3rd party businesses to banks or depositories etc.) then that makes robbing the truck a whole federal crime. You can forget the LSPD, LSSD, Rangers and whatnot. The alphabet soup agencies local field offices would flood in to handle armored truck robberies considering that banks and their armored cars by extension are insured by the FDIC.

This also opens up crazy good opportunities for crimes of opportunity — security guards could be corrupt & take under-the-table $$$ to give up cash drops or be compliant during robberies or give out insider info on routers, level of security, etc. Could go as far as having someone on the inside who only got a job at the security firm and kept up appearances for a big score. The possibilities are endless.

FYI that Los Angeles still holds The Bank Robbery Capital of the World title. Stats might've gone down around 2014 but they've been up since Covid, especially on armored trucks. Virtually there's a bank robbery attempt* every hour or so it was at least 2-3 years ago. There's around 1.4 TRILLION USD across all banking institutions in California at any given time.

Therefore this topic and the concerns mentioned are null. It's already heavily regulated as is and the odds are against the perpetrators in a lot of ways. It takes finesse and creativity to come up with a successful armored truck robbery. They shouldn't be commonplace at all & it's fine if they happen in an urban environment. Existing law enforcement factions have enough resources & means to deal with them as they pop up.

This is slightly unrelated, but I'm very curious how ATMs outside of gambling establishments like casinos are ever going to have enough cash for all of the players that come in.  I can imagine one high stakes player by themselves would withdraw enough to empty an entire ATM's funds.

Although I could be wrong, it really depends on how much each individual ATM is able to carry.
