Money By Any Means, MBAM, My Brothers and Me, Loyalty Over Cash, My Brothers Keeper, Money Power Respect, Dollar Sign Motivation, Power Plus, and the many other names the group goes by is a clear indication of the crews motivation. The age range of this group is wide and far, members have been identified from as young as fourteen years old to up to thirty two. Structure doesn't reside here except for the natural one that is formed through respect and influence. The main motivation of this group is to acquire as much money as possible in the shortest amount of time possible while stepping deep into the drug underworld of Los Santos. As of late (The last couple of months) members of the MONEY BY ANY MEANS, MBAM, MY BROTHERS AND ME, LOYALTY OVER CASH, MY BROTHERS KEEPER, MONEY POWER RESPECT, DOLLAR SIGN MOTIVATION, POWER PLUS, (gang) have been identified on various social media outlets, Snapchats, Instagram, Facebrowser boasting and bragging about their "gains", drug and drug relate paraphernalia have been identified as well as considerable amounts of money. The group is known to have no bars on race or gender among its ranks and is rumored to have members involved in other criminal organizations large and small alike. 08/21/2019 After the short rampage of the now defunct Southside Ghetto Boyz gang in South Davis, one could say that the youth of the entire Southside have experienced an immense change of lifestyle, culture, and unfortunately morality. It would seem once the Southside Ghetto Boyz were expelled from the area, however that may have happened; a power vacuum opened up. One thing led to another and now you have something very similar in ruthlessness but differing in ideology. MONEY BY ANY MEANS, a name dubbed by (?) is what is believed to be just short of organized crime. The deeds of the MONEY BY ANY MEANS gang (?) go from some of the pettiest of theft to the most heinous, disrespectful, outlandish, random, morality lacking crimes Los Santos. To this date it isn't sure if hierarchy exist among this band of heathens. In recent times a series of raids in South Central resulting in the confiscation of a multitude of illegal narcotics and firearms led to more information about the MONEY BY ANY MEANS group being revealed, as well as an insider informant. Those leads ran dry eventually after the murder of would be leader Jesus 'Two Step' Romero following a brief period of time where the MONEY BY ANY MEANS gang's (?) influence was somehow projecting itself in Sandy Shores. The Money BY ANY MEANS gang (?) has been associated with countless drug related violent crimes this year and a stop isn't in sight. Many teenagers and young adults have flocked to social media with #MBAM #MONEYBYANYMEANS #MBK (my brothers keeper), this only proves theories that the organization (?) is growing in membership whatever that may be. As the influence of MONEY BY ANY MEANS spread throughout the southside of Los Santos, early LSPD Gangs and Narcotics reports attributed much of the city’s drug distribution and illegal weapons trade to members of the organization. This not only led to a target on the back of MBAM and it’s associates, but it also meant that the organization in its short time established a place for it's self on the food chain of the Los Santos underworld. The MONEY BY ANY MEANS gang (?) is reportedly operating in never before seen levels of secrecy for the organization (?) following an LSPD sting operation as well as a blatant defeat against the notorious Jamestown Mafia in what locals dub a "crazy drug war". While still under on going investigation, revealed members of the MONEY BY ANY MEANS gang (?) have all turned up deceased such as Jesus 'Two Step' Romero found riddled with bullets, Adrian Barreuco killed in a drive-by shooting, Constanza Rodriguez informant gone 'missing', Sofia Villarreal found dead, Clarence Mason killed execution style, a group of Blood affiliated gang members all butchered in the street, Paul Loya murdered in a drug related dispute, and lastly Craig Gardner also found dead. It isn't clear how well things are going for the MONEY BY ANY MEANS gang (?) But what is the MONEY BY ANY MEANS gang(?), Mafia(?), Syndicate(?), DRUG TRAFFICKING ORGANIZATION(?) We are not sure. But what we are sure of is that this band of wicked, immoral, money hungry criminals must be stopped before it becomes an epidemic. 5/30/2020 In 2020 it has been confirmed that Money By Any Means does not exist, what exist instead is a network of low to high end criminals. The variety of crimes that this network is involved in can not be pinned to one type. Those who you think are every day people are now being recruited into this organizations clutches. This organization that was once thought to be a gang comprised from the scum of the earth has now proven to be much more vast and political than what was ever imagined. There has been signs of hierarchy but all leads have ran dry. The idea of Money By Any Means has faded into the depths of internet as a forgotten hashtag. While the faction is called MONEY BY ANY MEANS this is not intended to be a gateway or justification for players to roleplay super criminals who are versed in all avenues of criminal acts and deeds. There's still a strong emphasis on development and while we accept characters of all backgrounds, upbringings, races, and religions there's a heavy focus on low-income characters who are trying to make it, whatever that means to them. The vibe of this faction is meant to feel very 2019 and a lot of the characters are young teenagers who are just stepping into the criminal world, here you will see an accurate portrayal of the results of bad influence, the allure of quick money, drug abuse, sex, and rap culture on a group of majority kids. Independence is extremely important in this group, while faction members clearly role play with each other, reaching out and interacting with other groups and factions is essential to the survival of this faction and your character. Closing ones self off to one avenue of roleplay will be your downfall. This faction is meant to start off as what you see here and develop into something much more grand.   6. Short description: Ability for players to buy items from an Ammunation by paying directly from the bank. Detailed description: As it currently stands, people buying anything from an ammunation get forced to pay via cash they currently have on them, which is somewhat unrealistic as people don't walk around with 6-12 grand on them at time to purchase a firearm or ammo. Letting the players pay directly from the bank would make much more sense and give it realism as a lot of people pay via card or online banking. Garages have this feature and 24/7's do too if I recall correctly, so there's no reason why we wouldn't be able to ask for this. Items to add: N/A, simply allow players to purchase firearms and ammo at Ammunations by paying from the bank directly, like garages. How would your suggestion improve the server? It would cause less stoppages in roleplay, for example roleplaying a person purchasing a firearm, only to get to the buying part and he's unable to because the script forces him to pay cash off hand which he doesn't have of course, which causes the player to hit an ATM which causes a massive RP stoppage and ruins the scenario as a whole.

  7. Being a retail store owner requires to recruit multiple people so your businesses can operate properly. My issue is that I can't understand this restriction of people owning stores and people working at them being unable to purchase items from it. I own Davis 24/7, why would I go to Strawberry to buy a condom? Same thing for my employees. Sure I understand that you get a monitored percentage per purchase so I suggest you being able to buy anything you want while you're not /ACTIVELY/ working ((/startshift)) Please discuss your opinion down below!

  9. Interview With Mayor Rockford - Unedited Transcript By Haley Niamh Connor This is the full, unedited transcript of my interview with Mayor Rockford today. HC is myself, Haley Connor. VR is the Mayor, Vincent Rockford. KJ is Kalani Jamil, CEO of Saints News. HC: Shall we get to it then? VR: Ah, I was hoping to ask you about your day. :Audible chuckle from Mayor Rockford: VR: Very well, I believe you have a lot of questions. HC: Grand. Section 36b of the city charter was used as justification to enact the LSBC. I'd like to ask two things here. A - What about this is limited in any way? B - How was the lack of a business code a critical issue facing Los Santos? VR: Let's begin with B. The lack of a codified approach to licensing was hampering the growth of the tertiary sector of our economy. That's the quote. As to the specifics (pause) Given the fact we are expected to protect the consumer within the City of Los Santos, we can not abandon our licensing efforts altogether in a laissez-faire attempt at a closed-cycle free market utopia. However, we can make them more transparent and accessible. That's why we've organized and presented the entire process of becoming a licensed enterpreneur in the City of Los Santos in the form of a business code. HC: I see you're listing the supposed 'pros' of the law, but it still doesn't answer how this was a critical issue needin'ta be addressed. This couldn't have waited until a city council is formed? VR: The first quote is the critical issue to be dealt with. Hampered growth of the tertiary sector. HC: An example of this? VR: A study conducted by our administration? HC: And would that study be released to be read by the public if requested? VR: I don't see a reason why it wouldn't. Would you like to know more about the method of the study? HC: I'd rather move on to the first part of my question. VR: Very well. Well, the limitation is the existence of a City Council, of course. Also, the limitation is the review of all the laws. HC: That's not how the law reads, Mister Rockford. It's clear that the intention is to grant the Mayor's Office limited legislative power to address crises that may arise in the absence of a city council. You don't interpret it that way? VR: So you'd like to know the limitations of the "critical issue" part of the rule. HC: I'd like to know how enactin' the LSBC is use of 'limited legislative power'. This is a large, all encompassin' set of regulations. VR: It's limited, as in I can not, for example, enact any law that would require anything beyond a simple majority - which is a plethora of acts. As per the City Charter. HC: We'll move on. I wrote in my piece and many have agreed that sections 501 and 502 are unconstitutional. Stanton-Kerrigan brought this up in their Complaint and this was in no way argued against by Justice Rhodes. You're familiar with the fourth amendment, I'd assume. How would you, having read the plain text of these sections, respond to those who call the scope of these searches able to be conducted by the Department of Finance unconstitutional? VR: I'm afraid I cannot answer this question at the moment. HC: Would you not consider the provisions outlined in 501 and 502 to be in violation of the fourth amendment, though? Or is that not somethin' that you can answer? VR: Ah, I don't think I am in the position to speak about the legal nuance of this particular case. HC: It's not about the case. It's about the constitutionality of a law enacted by your administration, with all due respect. VR: I believe it is the Supreme Court that determines what is or is not constitutional, Miss Connor. HC: Sure. Some would say it's simply a matter of time before sections 501 and 502 are utilized and another case is brought forth with proper grounds for judicial action though. Are you confident that these specific sections will hold up in the face of an argument over their constitutionality then? Your personal opinion. VR: I believe the fact that my signature is on it speaks for itself. HC: Is this document one that will be altered? Adjusted? VR: I don't have any plans to do so. Naturally, it can be altered in the future. HC: So this Civil Complaint having been brought against the code doesn't alter your administration's views on the code at all? Will there be future deliberation? Consultation with the business community in the city and state by your administration? VR: I'm afraid that at the moment we are dealing with a subjective interpretation of the provisions of the code. As to consultation with the business community - of course. HC: Why was this not done before the law was enacted? VR: We are happy to work with the businessowners to address their concerns. We've been surveying the business owners during interactions with the licensing officials. HC: Speak on the character and objectivity of Director of the Department of Finance Leon French. The LSBC gives him and his department immense power over all business in San Andreas. What make him trustworthy enough to wield all this power appropriately? VR: Analysis of the provisions of the code assuming the current administration is the only administration is (pause) odd. It is precisely the fact that our laws are to represent the continuity of power with the election cycle in full swing. (pause) Why they rely on the charter checks and balances. HC: But they don't at this juncture. VR: They do, just not in the elected capacity. We're ultimately still under limitations per the charter. HC: Are we truly in an election cycle? I report the news for a livin' and I've seen nothin' of the such. VR: At the moment? We're in full swing to build sufficient district infrastructure for the elections to happen. Not only the actual voting stations, but also district offices. HC: Right, but that could take ages. Let me simplify this and be blunt. Sure, you're technically under a check per the charter. But that check isn't effective right now. Do you believe that with that considered, responsibility falls to your administration to only enact laws that are truly critical and small-scale to address crises? VR: I disagree with the premise of the check being ineffective. HC: How is it effective currently? VR: Which official isn't held responsible and can't be dismissed? HC: By whom? You put this law into action via Executive Directive under 36b. There is no city council to review it and we've no idea when there will be. The law itself gives... startling - to say the least - power over businesses to the Department of Finance. If the law is unjust, who's to decide that when no city council exists to execute the check you believe to be effective? VR: That's your interpretation of the law, Miss Connor. Is this a trick question? HC: In no way. There is no city council. Who's executing the check? VR: City Council doesn't determine what's just or unjust. HC: They have power to review legislation passed under 36b. VR: At the moment, the State is executing the check. Our city charter and our licensing powers stem directly from the State Constitution. Hence, until the City Council is in order, that fact is the State check on our power. HC: When's the last time we've heard from the Governor, though? Or of him? VR: That would be last week. HC: Simple two questions to conclude here. Do you value transparency? VR: Full transparency. HC: Some would say your bulletin isn't sufficient. Does your administration in tandem with the Department of Finance plan to put forth documents regarding the city's revenue, spending, et cetera? Transparency bein' the objective. VR: We maintain quarterly budget request and report information available upon request. Should this become a commonly requested document, we will include it as a default. At the moment, I'm afraid it has been requested only once. HC: I think that's grand. Truly. Final question and I'll be out of your hair. If you could sum up your philosophy as a leader, what would you say? VR: I'm afraid I'm a public servant, Miss Connor. HC: It's undeniable that as Mayor you lead. Your administration. VR: If it is a philosophy, ultimately, the manager of the city. :Audible laugh from Rockford: VR: Ah, I think it's currently faux pas to be a manager, and not a leader. HC: I reserve my thoughts. HC: My philosophy is simple - develop Los Santos, and address the concerns of the citizens in the most effective manner. And since addressing the citizen's concerns is the only real way to develop Los Santos... KJ: I have one, if that's okay. VR: Ah, why not? I can't wait for my words to be taken apart. KJ: I feel that there's a very real aspiration for liberty in the city, of course, being ruled over appointed, what could only be defined 'literally' as autocrats at the city level has grown that hunger even more - when do you envision the point in which you could call for elections? It's almost beginning to remind me of the 'no taxation without representation' argument. VR: We're appointed by the State, who you are represented in. I think that (pause) removes the premise of your question. KJ: So you won't call for elections? VR: We will. I just don't think the phrasing of the question has merit.   15. Litigation Against Business Code Dropped - Precedent Set? By Haley Niamh Connor We'll start off by answering the question posed in the headline. No. The Stanton-Kerrigan complaint against the LS Business Code having been dismissed in court is in no way a signal by the court that this law is legal. Yesterday, Justice Isaac Rhodes granted the City's Motion to Dismiss Stanton-Kerrigan's complaint based simply on the grounds that the plaintiff has not been directly affected by the provisions addressed in the complaint. This is true. No business truly has yet, and there was a fatal flaw in Stanton-Kerrigan's complaint that led to this. They didn't point out the violation of section 36b of the City Charter that was used to enact the law. Section 36b of the Charter gives the Mayor's office limited legislative power, in the absence of a City Council, to enact legislation meant to face critical issues facing the city. This was not limited legislation, and the issue it addressed was not critical. Including this in the complaint would have called into question the entire Code and its validity. The dubious means by which the law was enacted should have been called into question, and hopefully, the next round of litigation will put this before the court. The blatant unconstitutionality of the Business Code, which can be found in plain text in sections 501 and 502 was called into question in Stanton-Kerrigan's complaint. It remains unclear at this time why this portion of the complaint was ignored. Regardless of whether this law has affected businesses yet, this portion of the Code is unconstitutional. Because of that, 501 and 502 should have been struck down at least. Luckily, as stated at the beginning of this piece, this by no means marks the end of the fight against the Business Code. It's simply a matter of time before the unconstitutional searches this law gives the Department of Finance free reign to conduct are conducted. Once this happens, it's simply on the owner of a business whose constitutional rights have been violated to bring their situation to court. How this plays out will set a precedent for the power of the Mayor's office, and it will play out. This case and its dismissal do not set that precedent. The Motion to Dismiss by the city was granted not due to any form of invalidity of Stanton-Kerrigan's complaint, but because of a simple technicality. As stated in the preceding pieces, Saints News will continue to cover this situation closely. Hales Tales Review: Pipe Down By Haley Niamh Connor At the time I started writing Hales Tales, which wasn't long ago, the main gripe I had with the entertainment scene in LS was its lack of variety. We had a few bars, all the same. We had too many clubs - once again, all the same. I hoped that writing about it would shed some light on the proverbial drought of creativity LS's nightlife scene was stuck in. I guess times can change quickly and with them my own opinions. I'd say as of today, the club scene in LS is nearly irrelevant for those who don't wish to participate. There are so many more options right now than there have ever been for the duration of my time in LS. Pipe Down in Vinewood is another shining example of it, and it's an example of it done right. I'm a cigar smoker. Have been for quite a long time, and it surprises people when they find out. I enjoy it as a bit of a hobby. Trying out new brands, collecting and aging. It's all fun for me. It pairs well with my well-documented love for whiskey. So, I was scrolling through FaceBrowser today (August 17) and I saw an ad for Pipe Down. It advertised cigars, then whiskey. If I said my first thought was, "I need to review this place.", I'd be lying. I genuinely wanted to go check it out. So much so in fact that I almost forgot my camera on the way out the door. Luckily I didn't, because the interior is lovely. The ambiance speaks for itself. I don't have to say much for you, my dear and beloved reader, to get a feel for the place. It screams lounge. Relaxation. Low-key. From the moment I walked in till the moment I left, I was at ease. The classic music playing at a pleasant volume in the background added another layer of class and atmosphere. Pipe Down knows what it's going for aesthetically, and the execution is nearly flawless. My only personal gripe is the lack of a dress code. I spoke to the owner about it though, and she made a good point. Enforcing a dress code is hard, for one. This leads to unneeded animosity. And also, Pipe down wishes to be open and available for everyone to enjoy. I couldn't disagree with her. I tried. After snapping a few pictures of the interior I hit the bar and asked for their whiskey list. I planned to smoke a Perla del Mar cigar. Luckily, they stocked them. It's a box-pressed stick with an Ecuadorian Connecticut style wrapping. The tobacco under the wrappers is Nicaraguan, a blend of leaves from four different regions of the country. It's a medium-strength cigar, and my go-to when hitting cigar bars. It pairs well with a smooth scotch, sans peat. I prefer my scotch without peat, and I'm not trying to prove anything by smoking an overly strong cigar. The Glenlivet 12 I ordered paired perfectly with the cigar. I was in heaven. As I enjoyed my cigar and drink I sat down with co-owner Diana Fielmich and chatted about a great many things, but primarily the business itself. I asked her why her partner and herself chose to open a cigar lounge, why that was the niche they decided to occupy. She replied, "Well it's what this city was missing. There was no such thing. All we had were bars and nightclubs. No place where you could enjoy a good cigar with some fine whiskey while some classics play." She was right. There really isn't a spot in LS that fills the niche Pipe Down is now occupying. I may be biased, but I'd say it's needed. Relaxation can be just as much fun in the entertainment industry as raging parties. For my money, Pipe Down is offering something fun, unique, and wholly enjoyable. The spot receives the biggest recommendation I can give. If this isn't your vibe, go try it. Have a cigar and drink, and relax. I think you'll enjoy it. By Peyton Bradford There is no doubt that Vulcar stands out against other automotive manufacturers with their propensity for safety, but in the Nebula Turbo, the Swedes have truly made a car for shredding through the streets, but not in the way that most would expect from it. With the Nebula, as with any Vulcar that has come before, don’t go expecting to be ripping down the highway at speeds that nearly double the legal speed limit. No, the Nebula wasn’t designed for speed, but it was certainly designed for a lot of fun - and definitely to stand out from the safety that the brand has become known for. The Nebula Turbo is an absolute rampaging beast, indeed. Looking at the technical specs of the Nebula, it is hard to believe it came from Vulcar - a company now known for its cars that are so well-known now for their safety. Instead, with the Nebula Turbo, we see things such as a double overhead camshaft and rear-wheel drive. Furthermore, it is easily made available to modify the Nebula Turbo to stance the car. It can be lowered and even have the wheels rotated to the negative chambers. The whole car in itself seems to be made to be wholly different from the rest of Vulcar’s line-up and intended for the most hard-core of drivers that modify their vehicles. So, what is it that truly sets the Nebula apart from other cars - be it other Vulcars or any other brand? One thing that it is not – is speed. Don’t expect to own a Nebula and make it any higher than a hundred-and-ten. No, what truly sets the Vulcar Nebula Turbo apart is the handling. The whole driving experience behind the car. This is not a car made for those who want the absolutely newest in-car technology and safeties. This car, by its pure design from Vulcar, is vastly different from anything else they’ve done. Gone is the car that screams safety and instead it’s been replaced with a car that will have you screaming in hilarity as you wrestle with it for control. Truly then, the Vulcar Nebula Turbo’s purpose here seems to be just that - it is a car for those who want a car that they can feel fighting back against them. To us that are used to modern cars, it is easy to get comfortable with all of the new gadgets and features that automate the driving experience. In the Nebula Turbo, you have none of that. There is no technology here to keep the car on the road safely for you. It is up to you when you drive this to keep that happening. It is a rush of adrenaline to drive the Nebula, coming over to a hard-left swing and having to wrestle with the beast of a car to keep it going on the road where you want it. It may not be what everyone is after, but if you feel like modern cars just don’t have the same excitement to them anymore, the Nebula Turbo is definitely worthy of a try. Here you have a car that will rampage like a beast if you let it. The fun of it comes from trying to do just the opposite. The struggle for the control against the beast that wants to do its own thing. At a price-tag of just over a hundred thousand from the dealerships, the Vulcar Nebula Turbo isn’t something that will set you back too much either if you are looking for a car that can get your excitement for driving going once again, where other more modern cars might feel far more plain and boring. It is a pure thrill of a ride, where unlike in modern cars, you cannot just sit back and relax with nearly no worries. In driving the Vulcar Nebula Turbo, you will need to keep yourself truly awake. It will keep you on your toes and your hands firmly on the wheel with your focus sharp as a needle. You will need it to control the beast that Vulcar has created.
