Exclusive Interview: Former-Officer Oliver Specter Speaks Out On His Resignation From LSPD

Stone: Alright. Gabriel Stone with Los Santos Insider, Beginning an interview with Oliver Specter at exactly twelve thirty P-M. Oliver can you state your consent to be recorded?

 

Specter: Sure.

 

* Gabriel Stone glances at Oliver before deciding that was the 'consent' and continuing.

 

Stone: So, Oliver. You recently left the LSPD... A number of us are aware by now of the ongoing court case, but in your own words can you tell me why you resigned?

 

* Oliver Specter clears his throat before starting to speak.

 

Specter: I've been a victim of verbal abuse and workplace bullying, including administrative actions filled with lots of false content. In the end, I got put on restricted duties and that was the last straw which led me to my resignation.

 

Stone: Would you say these administrative reports were intentionally fabricated to make you look bad? Or do you believe they're born of a series of misunderstandings? Alternatively, is there any truth to them?

 

Specter: I can't say why were the said administrative reports made, as I haven't written them. Obviously, the authors of them should say why they made them and with what intentions. But considering the fact that they include lots of false content, it led me to the belief that I've been a victim. Furthermore I've been verbally abused by the Chief of Police himself, Mister Dwayne Burke along by several supervisors and senior officers.

 

* Oliver Specter sighs, he shrugs.

 

Stone: Have you seen any of your other former-colleagues receive the same treatment or are you under the impression you were singled out?

 

Specter: I was an officer who almost always patrolled alone, with several exceptions. And except roll colls, where else would I be able to see how supervisors talk to other officers in private? But I can tell you for myself. As I stated in court, I was singled out specifically on the roll call where the chief of police verbally abused me. I cannot even bring myself to repeat his words here, in front of the cameras.

 

* Oliver Specter gets tears in his eyes, he rubs his eyes, wiping the tears off.

 

Specter: After that...

 

* Oliver Specter sighs, making a pause.

 

* Gabriel Stone pulls a pack of tissues from an inside pocket, pausing to pop it open and offer to Oliver before returning to his notepad.

 

Specter: After that, I was called out in front of the full room of officers, on the same roll ca-

 

* Oliver Specter takes a tissue; he holds it in his hands and continues talking.

 

Specter: On the same roll call, by Lieutenant Damien Sharpe, who instructed me to tell "what was funny". Followed up by harassment by senior officer Kane Navarro and officer Riley Wade. With verbal abuse that can be seen in court documents. I just don't feel comfortable repeating such things here, on TV.

 

And this is not the only abuse. I've been verbally abused by another senior officer, Thiago Martinez. And sergeant Akari Miyoshi ignored it. Not only insults, I've been shouted at too. With your permission, I can bring myself to quote the exact words...?

 

* Oliver Specter heaves yet another sigh, visibly dramatic.

 

Stone: Absolutely. Go ahead Mr. Specter.

 

Specter: Right, so...

 

"Don't bulls-BEEP-t me" by Lieutenant Damien Sharpe.

"You should /FEAR/ Lieutenant Claire Weiss" by officer Gloria Cabello.

"You're lucky I came, anyone else would've chewed your ass out" by Lt Sharpe.

"Focus the f-BEEP-k up" by Chief Burke.

"Stupid" by officer Riley Wade.

"It's been made short and easy for you to understand", also officer Wade.

"D-BEEP-head" by senior officer Kane Navarro.

"Dumb-BEEP-, get out of my face" by senior officer Thiago Martinez, who's also in the police union board.

 

* Gabriel Stone makes notes of each statement as Oliver speaks.

 

Specter: Happened right in front of Sergeant Akari Miyoshi. Who ignored it, and also instructed me to "not ignore senior Martinez". "Numbnut, lost case, don't bother with him" by officer Navarro.

 

"Fishing will fix you up, being gay is r-BEEP-ded" by an unknown officer whose name I never found out.

 

* Oliver Specter stops speaking.

 

* Gabriel Stone looks up at Oliver here and there to check he's still talking, finishing his notes when he realizes he's done.

 

* Oliver Specter speaks with confidence.

 

Stone: And would you say you've had any support from any aspect of the LSPPL throughout this at all?

 

Specter: I haven't even went to them, because Martinez is on the board, besides, the president Jorge Nava has been unfriendly towards me as well, just hasn't abused me, so I haven't included him in the court case.

 

I was a member of the union, but have they reached out? No. I've had some hopes in officer Charles, but... we all saw what happened, how it turned out.  On a roll call, in the back, I've heard talks about him, that he should stay in the front row and that he is a traitor who "dissolved" the union. But this wasn't by supervisors.

 

* Gabriel Stone's brows arch curiously.

 

Specter: Personally, I believed in him, still do, but unfortunately, he isn't the head of the union.

 

Stone: Do you feel accusations by many of the LSPD against Officer Castellanos were false, then?

 

Specter: I feel that he is a righteous officer, who would've fought for officers' best interests.

 

Stone: I see... and for just a moment I'd like to take us back in time a little. Becoming a police officer, is this something you worked towards a long time? A childhood dream job perhaps?

 

Specter: Of course, it was absolutely a childhood dream. It was my life. I've always been a person with lots of empathy. It's just how I've been raised by my single mother, may she rest in peace.

 

* Oliver Specter sighs.

 

Specter: So naturally, my first solid choice was to go in law enforcement. It's a direct way to help the citizens and be there for them.

 

Stone: How did it feel then, to resign from the LSPD? How has it affected you?

 

Specter: It's saddening. Very saddening. My dream got crushed. But thankfully, an old friend of mine came to the rescue and managed to at least a little bit "lift me up" from the "hole" I've been in. So now I'm employed in Gruppe 6. Security Company.

 

Stone: How have you found working with them so far? Though I can't imagine you've been with them long. A healthier environment you think?

 

Specter: I'm happy there. Relaxed. It feels like... like when your mind is at ease that nothing bad would happen. No anxiety.

 

Stone: I'm curious, did you consider other law enforcement agencies at all?

 

Specter: Well, let me tell you an anecdote.

 

After the PD's graduation ceremony on 2nd April, after the commotions ended, that being the Chief of Police Burke getting an egg thrown at him and then shots fired situation across of  it, most people began leaving. So I noticed the Sheriff, Mister Gary Hewitt.

 

I've always been considering him as a great leader. Still to this day, and this will not change I believe. He's a great example on how to lead a law enforcement agency. That was the first time to see him in person, at such a close distance, so I approached him. I spoke to him, praising his leadership abilities, to which he responded on a friendly and "down to earth" way. So that made me idolize him even more.

 

But this friendly interaction was noticed by Sergeant Akari Miyoshi, who then invited me aside and she wasn't satisfied as to why I've spoken to the Sheriff even. However, to answer the question, Yes, I have considered transferring to the SD, but put it this way. Sure, they have a great leader, but put yourself in their executive team's shoes? Would you accept someone with such employment history, which is official for now? First I need to win the fight in court, to get the justice, which I believe I will, then I can think of eventual transfers.

 

I need to prove the things I've been saying and the right way for that is through our court system, which I believe in. Otherwise, officially, the SD can not just believe me and disregard what's been written in my files. No matter how false it is. And I understand this, so I haven't even tried, yet.

 

Stone: There were a few incidents mentioned regarding your conduct on duty. What I'm wondering is why there hasn't been any body-cam footage submitted to support either side's claims. Do you think that's something that may come to the table later?

 

Specter: I do not know how is it now, but until my tenure within the LSPD department finished, we haven't had body cams.

 

Stone: And not a single dash cam was pointed your way during the knife dropping incident?

 

Specter: I can not speak about evidence part, you will be able to hear and see about that in the courtroom, but what I can say for sure is that I haven't dropped the knife on purpose. It fell off my hands.

 

Specter: I was physically attacked just around 20 minutes prior to that, so.

 

* Gabriel Stone nods.

 

Specter: Obviously I was in physical pain, obviously my hands would be affected too.  Let me tell you something. I've never been involved in use of force or incident reports where I've ever even fired a single shot with my firearm.

 

Furthermore, there's no citizens' complaints for violence on me. In fact, there's no citizens' complaints on me documented. Written. To continue with, I've used my officer's discretion to let some citizens go, from misdemeanours. To not arrest them. Does this look like an officer with malicious intentions to you? Like a person, before all? I've always been an officer full of empathy and care for people. To not ruin their futures. I've been praised by citizens. Greeted when passing-by.

 

* Gabriel Stone glances up at Oliver repeatedly, noting down what he says and giving him the space to speak.

 

* Oliver Specter shakes his head.

 

* Oliver Specter stops talking.

 

Stone: And at the end of the day, what is it you hope to achieve with this court case? Is your main goal to clear your name?

 

Specter: I'm fighting for justice. Justice is essential.

 

It's one of the most important things for all humans. I do not personally hate anyone. I wish them all the best. That's the way I've been raised. But... does it hurt me?

 

* Oliver Specter points at his chest.

 

Specter: Of course. It's a saddening thing to go through. It's scary and no one should be put through such things.

 

Stone: Do you hope that your case will create a positive change in the LSPD?

 

Specter: There's many great officers in the LSPD. People I've been and still am friends with. LSPD is not Burke's private company. LSPD has had chiefs and chiefs before him. I personally believe that some of the great officers within the department have been lead by example by the ex chief Branch Goodwater. Who is a personal friend of mine.

 

* Gabriel Stone glances up with recognition at the familiar name, nodding.

 

Stone: Wonderful, thank you Mr. Specter... I think that covers this segment of the interview. Is there anything more you'd like to say before we conclude?

 

Specter: Thank you for giving me a chance for my voice to be heard.

 

Stone: Of course. That's what we do at LSI. Though I will admit I have a little something more aside from this I'd like to ask you about.

 

Specter: Sure. I'm an open book.

 

Stone: I was tipped off regarding you some weeks ago, so I'd like to settle my curiosity.

 

Specter: Mhmm?

 

Stone: What was the incident on Vespucci Beach? I believe it was. I was told a deputy had spoken to you in a threatening manner saying that you wouldn't "Want a repeat of what happened on Vespucci Beach" or something of the sort.

 

* Oliver Specter adjusts himself on the couch.

 

* Gabriel Stone looks directly at Oliver, curious and prying.

 

Specter: Well, I've been a victim of physical attack in Vespucci, while on duty. By some citizens, I do not know who they were. Regarding the deputy...

 

* Oliver Specter sighs.

 

Specter: I have been verbally harassed by one deputy, that comment came from him, it's true, as well as several other comments by the same deputy. However, I would like to state this very clearly. I strongly believe that, had I reported the said deputy, it would've been dealt with swiftly by the SD supervisory team. I fully trust the SD and their leadership abilities, but I never did, I just shrugged it off. So, this one situation shouldn't taint anyone's opinion of the SD.

 

* Gabriel Stone nods and sets the notepad down on the table.

 

Specter: Other than that, I've always had pleasant interactions with the SD. I'm telling you, their Sheriff is my idol, so.

 

* Oliver Specter smiles a little.

 

Stone: Understood. Thank you, Mr. Specter. That concludes our interview at one twenty-four in the afternoon on the sixteenth of April.
