One thing I will suggest is that the price should be around $50k, due to the nature of our economy on SA. And it should be cooled down with allowances being given on perhaps an application to be a frequent visitor of LC; let's say if it's for business reasons, such as a business being existent in both states? Or if you're a federal agent, assuming the FBI concept and US Marshall concept becomes reality, which would be extremely cool!!

If you're banned in one of the city's you cannot play there, how you RP it that is up to you.

flying back and forth between cities every few days as if you're fast travelling in oblivion makes 0 sense for 99% of characters on both servers. this RPG feature is just going to dilute roleplay even more.

Agreed. A lot of us came here to escape the old faction management team. There's a LCN lore that's established on the server, and everything is going well.
