Laser surgery is a thing and it costs a lot, so we could just relate to that, it will allow FD to have another sort of procedure to do, create more Roleplay and just make it expensive to do. This will make characters think deeply about a tattoo to be done and also even more of a thought if they'd want it removed or not.

I think you're miss understanding what Felicity is asking, all she wants is a system so that we CAN do paperwork whilst in game, gives furniture within GOV Factions a reason and a benefit for us to Roleplay paperwork instead of logging off and doing it in our free time. Now in regards to how much paperwork all depends on the Faction leaders and how they can reduce the amount we do, that's another sort of suggestion. I think that's the answer.
