But that's different. No one's roleplay suffers from not paying a fine and changing character. To me it doesn't make sense to force someone to maintain a character after they want to drop them nor does it make sense for the next character to have something that was given to another character.

Bit unfair to say LA isn't a soccer city. They have two of the biggest sides in the MLS but with their combined average attendances they would place second in the MLS for average attendance. Obviously not as big as the other big sports in America but there is interest there.
