Think it might be something to do with firewall or something, if it doesn't work on your home internet. I'd try turning your home router off and on again, then trying again. Also while connecting to the home WiFi i'd see whether your connect is public or private, this can have an affect on the firewall locally to your machine.

Sounds to be some form of bottle neck, make sure your CPU and RAM are not maxing out usage while playing.

From what your saying it looks like something in the machine is bottlenecking, whether it be RAM, CPU or your GPU. What I'd suggest is use RageMP and when your experiencing the stuttering, open up task manager and look at the performance, you'll most likely see something sitting at 100% constantly, that is what is bottle necking. If it's not this and you see no bottlenecks then it could be a faulty hard drive, I recently had a 2TB drive with my GTA on and it started stuttering and overall performing horribly, bare in mind I can plat at ultra with 100+ FPS, I changed the HDD for a new one and it worked fine. Honestly, most of the time I've been here, everyone roleplay's crashes or at least attempts to. Now sometimes lag, desync and the rest of it plays a part. Would be nice if more people done it.
