The City of Los Santos, located on the southern part of Los Santos County, is the capital of the State of San Andreas. The City of Los Santos was established by the 4th Governor of San Andreas, Felipe de Neve before being discovered by Portuguese sailor Gaspar de Portolá. To date, Los Santos still holds the title of the largest and most expansive municipality in the state. As the largest city in San Andreas, Los Santos is a diverse collection of different cultures and perspectives. In search for a harmonious and civil society where people of all different economic and social backgrounds come together, the City exists to pursue this spirit of unity, tolerance, and solidarity through communication among its citizens and initiatives created and enforced by its chartered departments. This balance of communication and civil administration is what this government serves to offer. FORM OF GOVERNMENT Structure is fundamental to public service, ensuring trust and confidence in officials. Los Santos operates as a Mayor-Council government model. The City Council, as a governing body, exercises legislative authority by passing city ordinances, programs and budgets. Alongside the City Council, you will find the City's executive branch with the Mayor and City Operations Officer at the helm, exercising authority in and holding responsibility for the governance of Los Santos. Below we take a closer look at the city officials, offices, boards, commissions, departments and bureaus currently existing within our local government. All city departments find their origin in the Los Santos City Charter. The same applies to charter offices, boards, commissions and the departments. Their incorporation into the Charter implies greater legal protections against substantial changes or abolition and emphasizes their importance in maintaining good governance. CHARTER OFFICES The role of the City Operations Officer revolves around interdepartmental cooperation. The power and authority vested in the City calls for the planning, organization, and direction of the activities of all City departments. To fully commit to the operations of all departments with an enterprise-wide perspective, the Mayor is supported by the City Operations Officer. He or she presides over the Board of Directors while taking into account the political vision and guidelines set forth by the Mayor's Office. The City Treasurer's office is responsible for servicing all finances of the municipality through the coordination of the activity of the Department of Finance and its auxiliary bureaus. Moreover, it provides advice regarding adjustments to fiscal policy and the feasibility of city development and social programs. CHARTER BOARDS The Board of Professional Conduct & Ethics sets, maintains and applies fair standards of professional conduct and practice in order to effectively protect the interests of the public. This Bureau therefore also works as an internal affairs body within the government to monitor and investigate the behaviour of government employees. The Board of Directors is headed by the City Operations Officer and serves as an intermedium to enhance the communication between the leaders of our different City Departments. Together they oversee the activities of our city government and its chartered departments. CHARTER DEPARTMENTS & BUREAUS The Department of Public Works is estimated to become the City's biggest employer responsible for the construction, maintenance and operation of City infrastructure. The department carries out most of its operations through the Bureau of Public Utilities, which is dedicated to maintaining the general infrastructure, including power and energy, water and sewage, fleet maintenance & towing services, transportation and facility management. The Department of Finance provides essential support functions in the collection of revenue from sources such as taxes, licenses, fees and permits in order to provide financial support to a wide range of services that benefit all who live, work and visit Los Santos while also monitoring the economic development of the City. The Department consists of three Bureaus through which it carries out its day-to-day operations: The Bureau of Taxation implements the city's tax regulations through a variety of incentives, exemptions and assistance programs. The Bureau of Licensing oversees the operation of businesses in the City of Los Santos and its surrounding counties. Last but not least, the Bureau of City Contracts handles all city's procurement services. The Department of Health and Human Services is tasked with providing our citizens with a minimal level of well-being and social support through several programs. Housing, immigration integration, employment initiatives and care for the elderly are at the heart of giving all citizens peace, stability and a normal life. Pillbox Hill Medical Center is apart of the Health and Human Services department, focusing around the core concept of medical and inpatient care. The facility houses a large and diverse number of staff helping bring quality services throughout its interactions with the community. The Department of Cultural Affairs' main area of activity is the development of culture and cultural education in the Los Santos metropolitan area. With an especially strong focus on young and up-and-coming artists, the Department breathes life into the cultural scene of Los Santos, supporting literature, performing arts and visual arts. Simultaneously, it's working on increasing the awareness of the citizens towards art, it's history, including art's continuous effect on Los Santos.
