That's just usually part of the process with government factions, there's a lot of paperwork involved and I don't think there's a workaround it. The paperwork is usually there as a guide to ensure the system works properly and efficiently, and to ensure longevity - without it, it'll all fall apart. I know a lot of people might not be interested in coming home from work or school to write up more paperwork, but there are a few people who enjoy the administrative aspect of those factions, which heavily include paperwork, and it's obviously a clear reason why factions like government, judiciary, etc. attract specific types of people.

I've seen another server in development (on RAGE MP) with mapping functions exactly like SA:MP where you can move objects/furniture however you like and without great difficulty of inputting values, etc. That method would be much easier to work with and would be much preferred, otherwise if it can't be done over here, this would be the next best thing. A good suggestion overall.

No offense pal, but you should be the last person to speak about realism and stubborness; you literally run a party on a completely-left wing platform at night, and in the day drove around in a racing car working in almost every bar that opened. Then above that, made "politicised" speeches at OOT with a vest and shorts.
