Why do police ignore any non action related call? What can be done to prevent it?

Because neither one of them have the power to do so. Parks is restricted Park related stuff, SANFIRE and the Marshalls are normally restricted to arson investigations. Sheriffs were originally mainly corrections with heavily restricted patrol officers but that didn't last either. (No shade meant towards Sheriffs)

Because one of the points being discussed as a solution to the problem is possibilities to make LEO RP more attractive to newcomers. SAHP isn't really likely to create any lasting new LEO RPers, it'd just shuffle existing ones around.
