Next time you face this issue simply run cmd after pressing Win + R and typing this in to cmd: taskkill /f /im GTA5.exe

Reinstalling GTA V should more than likely fix it, even if you accidentally drag a file in one of the .rpf files it might cause this issue. I had a similar problem before due to a corrupt mod.

This usually depends on your specs, sometimes it'll take a restart or other times it'll take a lot to verify. Try giving it some time.

When people spend so much time together and see things on World, it's inevitable for them to not end up being some sort of friends OOCly.
