A lot of the slang used as mentioned above derives from the patois dialect. Toronto and the surrounding GTA has a large west Indian/Jamaican/Caribbean cultural and linguistic influence dating back decades ago.

The Hiatus After an unexpected journey into Liberty city, bailing out his Junkie brother from jail, Logan returns to Paleto.. Back with his real family.

This isn't real life Los Angeles where 4 million people reside, and something as minute as lock picks could be sold without a single issue.

I hear ya, although I wasn't implying an actual lifetime sentence.

I think a lot of these situations stem also from the fact that the penalties for first degree, cold blooded murder, aren't harsh enough. Three hours in prison doesn't really encourage people to consider the consequences of such actions, especially with the countdown timer ticking away while offline.
