  1. Locals of El Burro Heights, some affiliated with the skinhead streetgang active in the neighbourhood. El Burro Skinheads El Burro Skinheads (EBS or EBSH) is a white supremacist streetgang mainly active in the northern parts of El Burro Heights. A majority of their members are local white teenagers and young adults, born in poverty, surrounded by violence and crime. The gang is noted for drug trafficking, especially Methamphetamine, aswell as burglarly, aggravated robbery and car theft. Although a white supremacist gang, their ranks consist of hispanic individuals aswell, due to the large population of hispanics in the area. El Burro Heights El Burro Heights has a 64% unemployment rate. Almost 40% of males between the ages of 18 and 26 have been charged with either a violent crime, or a drug related crime. Young white teenagers are being recruited and used to the gang's benefit in change for protection from the other non-white gangs active in the area. From the year 2005, violent crime has doubled in the neighbourhood. Drug bust on Sustancia Road, El Burro Heights. A handgun with no serial number was tied to a double homicide which took place two months before the bust.

And yeah, one of RiA Org IC goals is to take racing off the streets. Since we started it, it has that policy. It's presented a long time ago.

  7. I don't agree with that at all. How can legal and safe racing encourage people to race illegally? Would so many clubs, teams, crews race illegally if they could do it legally? And above all, everyone who knows about RiA knows our goal. Especially after the situation with Monroe. Remember? He was our sponsor, and after SaintsNews published videos of him street racing, that's the moment RiA terminated the contract with his business. We also made an public statement about it. It all can be found on our website. When I came to you ICly, I did it because in one of your posts you mixed us up with people who were racing illegally. We are partnering with LSPD and LSFD, we had chief Hughes at our event. I think it's totally clear what the RiA is promoting. And to mention, our organization is even in bad terms with one of the clubs we know is racing on the street. It's just a waste of time. Anyway, SaintsNews knew about this situation ICly a long time ago and Emilia told that she moved away from racing topics. So, I didn't even bother to come to you because I've been told that you are not interested before I even tried to contact you. I'm not looking to bring RP to SaintsNews with RiA, I'm looking to make events and bring RP to people who want to RP motorsport. SaintsNews could grab a bite too, coming to our events, making pictures and posts, right? EDIT: I've published a blog about the whole situation on GTAW forums that had more views (600+) than any post by SaintsNews or the other press faction, and nothing changed. I think that's enough for me to know that will not help at all.

  8. Correct or to store in your vehicle. Player ran Mechanic shops but vehicle damage resets after you do vpark/vget due to the damage it gets from desync on others screens. Now ofc don’t abuse that system.

  11. It basically just gets fucked over because the elegy copbaiters with guns gangbangin these racetracks outchea. These legal race events are one of my favorite things to pop up on the server as a big car enthusiast myself. I gives me hope in the car scene and I really hate seeing it get disallowed cause the illegal side of racing and it's complete lack of RP standard in majority of that rp, with the general lack of strict methods and the "I don't care, it's a game, so I treat my RP as a game" kind of mentality that you find in just about any scene on any game that has roleplay. When a game's in the mix, people have a harder time treating it as RP and as a real person, with real cars, guns etc. They probably aren't the main reason but I know for sure they're a big part of it. People look at anything car related and assume its the same level of quality as that. on a more serious note, tho; That said, it is a very IC issue (most likely a mainly IC issue, even) as well with groups like LSAC/URL and even 40oz who's pretty rowdy we're actively doing stuff out in the boonies, but less in your face than the other groups cause of that around like smoke fragrance who's less active these days and streetnet kinda making cops bring the hammer down a little, so legal events get throw into it because the illegal racers show up to them and practice them before it happens. I think a way to combat that would be keeping the tracks extremely secret to outsiders that aren't involved with the legal side of getting these events handled and approved that way the people that don't follow the law ICly have a harder time ruining your reputation by driving the roads illegally before the events are a thing. Pair that with seeking out active sponsorships and a petition like HaveADream suggested and get as many people on board as possible to help your case, you may just stand a chance at getting these things more legally situated. Get the government to trust you as a reputable and professional group that knows how to handle their things and has contingencies to provide safety to the public as best as you possibly can (as I suggested with things like keeping track location and route more private etc until it's actually track day, and have those practice runs teach them the track instead) and I think you'd get that kind of IC and OOC view needed to get your things approved so your roleplay isn't hindered by it. It's mainly an IC issue, however there is a small amount of OOC no matter what anyone says that needs to be handled. If all people see you as is another John Monroe or Katsu Salvatore streetracing and running from the police (not saying this as any offense or insult to them, don't lynch me. i don't mean it in a toxic way. Its just fact, they street race and run from the cops a lot, and are good examples of the types of characters that hinder the legal side of the car scene by making the cops crack down on everyone. It's a consequence of actions whether good or bad.) I also think the government currently really doesn't know much about motorsport as said, and that I think needs to change, because people shouldn't be getting denied for something as silly as "muh muh dangerous" lol. Motorsport is dangerous. Rally is dangerous. Hill climbs are dangerous. Track racing is dangerous. Yet it's still an extremely popular thing, much like combat sports etc. The street racing thing I get, hence the "distance yourself from that, and become reputable with the government as a professional and legit party" suggestion that'll help. Much similar to arguments I've had in discord where people treat me like a retard for the 1st half of the argument until they see my point because they see what car my character drives and lop me in with the problem. People are generally keen on the legal racing events as it's a way for them to keep their legal characters all the way legal, but when they become tainted by actions of illegal racers it tends to get a little tricky. I fuck around a lot with the people I encounter that I don't really feel like they care about maintaining a good rp atmosphere but there's my honest two cents on it, at least in terms of car roleplaying events such as RIA's championships. I think it's a great thing and you guys put a lot of effort into it which I can appreciate.

  12. membership has dropped substantially recently due to CKs, life sentences, loss of interest etc... so if anyone is interested in roleplaying with or around our faction (from a crackhead to a 50 year old mother to a 14 year old resident that needs money) then please send me a PM so I can get you on the right track to a proper character portrayal. there’s been a lot of characters who only play for a short term then seem to quit (which is ofcourse up to them) , however character development can take a lot of time and can be a bit slow so please don’t speed into things or roleplay with us and expect to be put on in a matter of a few days; as it takes much longer than that. there’s lots of residential rp and just hood rp in general. violent crimes are also falling slightly due to the introduction of gang injuctions. if you have any issues with a member of the R60NHC then please let me know! + if you have any concerns about the faction then let me know as well!

  13. White Supremacist Gangs Politically Motivated, or Just Organized Crime? Ryan D Price White supremacist prison gangs aren’t news. Neither are, especially when you take into consideration the current gangland climate here in Los Santos, white supremacist gangs outside of prison. But what constitutes a white supremacist gang? Are all of them neo-Nazis? Are these gangs even motivated by racial and political hatred? One side of the debate would say yes. That their constant “We’re not even Nazis!” claims are bogus and meant to mislead the public. Others would say it doesn’t matter - they hate minorities and other groups, and they’re violent. That’s that. Others - including some folks involved in these gangs themselves - would say that Naziism and even white supremacy has little to do with their goals and activities. In an earlier piece, Sakana Sushi owner Akari told Saints News that, “I haven't personally seen them do anything outwardly racially motivated. I can't really speak for other people, but they never said anything to me or any of my staff. I think they're just using it as an excuse to be aggressive and antisocial towards everyone.” There are plenty of gangs with no pretence of political or racist ideology backing up their activities. So what gives with white supremacist gangs? To figure this out, a bit of a history lesson is needed. Who are they? According to the Southern Poverty Law Center, the Aryan Brotherhood - perhaps the most prevalent white supremacist/neo-Nazi gang both in and outside of prisons around the country - “...participates in drug trafficking, male prostitution rings, gambling, and extortion inside prison walls. On the streets, the AB is involved in practically every kind of criminal enterprise, including murder-for-hire, armed robbery, gun running, methamphetamine manufacturing, heroin sales, counterfeiting and identity theft.” In a National Geographic piece exploring the gang in 2007, a former AB member said, “It’s a criminal organization. We need to be clear on that. Is there racism? You bet there’s racism. Is it dominant? No.” Meanwhile, another former high-ranking member stated in 2012; “If blacks attack whites, we send a message. We go pick one of their shot callers. We catch them walking across the [prison] yard under guard escort in handcuffs. It don’t matter. We’re going to butcher him in front of God and everybody at high noon in the middle of the yard. And it’s not just going to be a few clean stab marks. It’s going to be a vicious, brutal killing.” So the divide seems to be both metaphorical and literal between prison walls. Inside, the AB is focused on “protecting” white inmates from other minority prison gangs. The white supremacist ideology binds the gang and further’s their most basic purpose. Like all criminal organizations - on the streets or in prison - over time this goal becomes warped as other criminal opportunities present themselves. We’re not trying to examine, at least not in too in-depth of a manner, the prison gang aspect of the Aryan Brotherhood, or really trying to just focus on the AB exclusively. The issue here, in Los Santos, is the prevalence of white supremacist street gangs outside of prison. White Supremacist Gangs and Their Violence in Los Santos A source spoke recently to Saints News of a group of white supremacist gang members working out of Vespucci that seem to have fallen off the map. Their run-ins with them never degraded into actual violence, but threats were made both directly and indirectly. “I haven't seen them in months. I've got a solid reason to believe that they, at one point, were hunting for me. I just didn't want them to know I knew, so I kept quiet about it until I got it sorted. Never did get it sorted. They just vanished.” This matches with the incident Akari discussed regarding the “new” group of white supremacist criminals - allegedly a Motorcycle Club that calls themselves the “Hellhounds”. Saints News spoke to other people in the community to see if they’d experienced similar treatment. Another source told Saints News that when their boss at a popular nightlife location asked a group of gang members with “eighty-eight” tattoos to leave, things got tense inside the club. The group accused the owner and security staff of being racist against white people. Upon exiting the venue, the group stayed posted up outside - across the road. Though it’s unknown what triggered the incident, shots were fired outside the venue and LSPD was called to respond. As mentioned in a previous piece, this same group became violent when asked to leave Sakana Sushi. Ramming the business’ owner Akari down a flight of stairs and throwing one of her waitresses down the same flight - cracking her head and breaking her ankle. Finally is the account of our final source. This incident took place a while back and was perpetrated by, allegedly, the Vespucci group referenced earlier. The source was working security outside of a nightclub and, under instruction from the venue’s owner, barred a group of individuals with white supremacist tattoos from entry. The group became agitated quickly but left. Just a short time later, however, one of the group’s members drove back to the club and shot the security officer. The guard was sent to the hospital and has luckily made a full recovery. I also spoke to a professional criminologist about white supremacist gangs as part of the research leading up to this piece. On the topic of whether or not these groups are racially and politically motivated, he said they are not - rather that they use far-right and racist rhetoric to pull in disaffected young people, providing a sense of unity and belonging. He went on to say that truly racially and politically motivated neo-Nazi groups are almost always reactionary, pointing out how many young white men have drifted toward “alt-right” and even neo-Nazi sensibilities as the United States and the West at large becomes more diverse and socially progressive. These politically motivated folks though, do not make up the rank and file of white supremacist street gangs, who are more - like other street gangs - motivated by power and money than any social agenda. Conclusion Sadly, attempts to seek out and speak to a member of one of these gangs - anonymously or not - proved fruitless. With the only evidence to go off of being the accounts of those who’ve fallen victim to their violence and the expertise of someone who’s studied the subject professionally, it’s hard to say what goals these groups - past and present - have beyond those of other street gangs, if any. There aren’t any well-publicized incidents of racially motivated violence coming from any of these groups in Los Santos. However, there are plenty of examples of violence nonetheless. Racially motivated or not, these white-supremacist gangs are both an eyesore for the community and another fraction of the large list of reasons Los Santos can be so dangerous.   15. Hi! This is my new character Kaylee Hill, an LSPD academy student that's recently moved back to Los Santos from her beloved Ludendorff. Trying to follow in her brothers, Anthony Hill, foot-steps as a Law Enforcement Officer - this will be her origin story and continue throughout her career/role-play life! Tried to aim for something a little different as I'm not great at writing super long paragraphs. Hope you like it! Just a minor thing, certain things will be cut out as I don't want to potentially leak any LSPD things that may be against the rules. Call-signs, ranks and sensitive information will -never- be part of this. So any call-sign you see has been made up for the sake of the story. Everything during her LSPD career will be true-to-life to the RP that happened (I work off of screenshots and such to recreate the role-play) but certain aspects will change to protect the LSPD documentations that are not available to non-officers. Hope you understand! And just to confirm, I am going for a super cheesy / Max Payne comic panel kinda vibe so please expect some super corny lines, lmao!

  17. No, they don't. People shouldn't get their applications fucked off just because someone races on that road. By that logic if I requested to do a drag racing event on the road in front of my shop and someone drag races there once or twice, they have the right to deny it? No, not really. Not really, especially when something like this wouldn't have been fucked off for a petty reason in the first place. Saying how "there will without a doubt be accidents, , the latter part of the track is very dangerous, as is the initial part of the track." is actually hilarious. Have you seen any hillclimb events? Search up Pikes Peak, and you'll see how often that's used for hillclimbs, and what they even allow there. Motorcycles, cars, even quads. This actually made me laugh. Yes, let me just get my character that wrenches on cars into politics. Can I run for presidency next? People shouldn't have to bust their ass off and drag themselves into politics and establish political parties to get a simple event going. That's not how that goes.

  18. Have you tried getting people to support a petition? Have you tried making a public ruckus or going to a member of the press about it? From what I see, the City had grounds to deny this application esp. with the IC events that had transpired when it was previously filed, I definitely think the best course of action is dealing with it in-character. Start a petition, demand fairer government IC, push for elections, establish political parties through powerful contacts, is the government complacent? You'd have to find out once you start showing them that your characters are not happy with their governing.

From casinos to smaller-scale lottery projects, the fluidity behind the gambling laws in Los Santos, and indeed, the state itself, has given way to numerous projects dedicated to making someone a winner. Another project emerges from the dust of all of the rest, Samuel Birch, a firefighter turned gambling entrepreneur, has announced a Los Santos lottery that has already amassed a hefty $257,200 jackpot. The lottery has a three-tiered system, all paying out different rates of the jackpot, dependant of what is paid in. We spoke to Samuel Birch, founder of the Los Santos Lottery, to find out more. 1. In terms of the legal scope, where does the Los Santos Lottery fit in? The Los Santos Lottery is fully registered and licensed with the City of Los Santos. We hold a gaming license which allows us to run these lotteries online within the regulations and laws of Los Santos. 2. What gave you the idea for the lottery? I mean, It’s not a unique idea that’s for sure! Look at every other state they all run lotteries in one way or another! If you actually look back at previous businesses in Los Santos there have been a few failed lottery attempts! The issue I saw in each of them was execution! They had long and tedious ways to purchase tickets and winners to be picked, so I made an efficient, easy to use system in the form of a website which can be found at https://lottery.gta.world. Safe to say it’s launched well with the people of Los Santos with a current jackpot of $256,400 and 440 tickets sold! (at the time of writing this). Is the lottery a for-profit venture? People may think oh he is walking away with a boatload of cash from this? Safe to say the profit isn’t all that! Per gold ticket I personally make $200 in profits, considering an advertisement is $250 and the licenses overall profit is there but not in the masses. Alongside this, any remaining jackpot leftover from a SILVER or BRONZE ticket winning will be either rolled over to the next draw or used for marketing and operational costs. And at the end of the day, we all have bills to pay and considering the website being made from scratch by myself, keeping the site up and running the lottery, profit is always a factor but also the enjoyment of the players is a big factor also! To follow up - most other states have non-profit lotteries, what made you decide to go the other direction on this? I saw the opportunity and I took it, work at home and focus on other more important things in life to me! Also as this lottery is privately run for now by myself I need to make sure it pays the bills to keep the site up and running and keep it legal within the City of Los Santos. However, I make sure most of the money does go towards the jackpot and to the players! What are the 25% operating costs? The operating costs consist of running the servers that host the lottery and store all the tickets and information, the gaming license which is $25,000 every 3 months and advertisements during the draws. What Are The Legal Aspects? Shockingly, there is absolutely nothing outside of the bare minimum required in the city of Los Santos for a gambling operation - for example, you can allow minors into a casino from infancy to adulthood, you can fix the odds to be virtually impossible, you don't have to disclose anything about the operations, odds, likelihoods or, essentially anything about the gambling. Neither the state nor city have any regulations on gambling. While Mr Birch confirmed that the lottery requires all entries to be of the age of 18 years old at a minimum, there are no mechanisms in place on the website to support this, nor any sort of 'Terms of Conditions', to the extent where the website does not even have a Privacy Policy - a federal requirement if it takes information from minors, which there are no mechanisms to stop it doing so.
