There's nothing I can do if you don't want to provide me with actual information or at least enough evidence to investigate something. What I will say, is if the intent of this report was just to find out he's playing as another character and you take action on that yourself @Iforgotmyusername, there will be consequences.
This is closed with no action taken because of insufficient evidence.

So I have a small splatter of information, but very little real ... explanation or valid area of concern.

I have no real evidence of this either. I cannot just pull logs randomly to show or prove this, I will need evidence that he is doing this purposely to cause an issue. People often NC and end up chatting with character's they know from another one of their own character's, and our new character's should all generally stay away from prior involvements, especially conflicts, but there's not much info here.

@INTERWORLD on this last point, if you know of the incident in question please can you explain how you obtained that information?I need to be clear here @Iforgotmyusername - I will not just pull someone's chatlogs willynilly. You need to provide a degree of proof or a good level of detail before I will do that. Going through chatlogs is invasive and we only do so when it is absolutely necessary. I need to know exactly what I'm looking for over a specific period of time. At the moment, all of this information is very vague, there's no real depth here.

Handling this as I was the admin that picked up the report in game but was unable to proceed as the player in question was not online to get their side.

PROPERTY MANAGEMENT
BUSINESS BUDGET SCHEMEOVERVIEW
Property Management's focus is to support and encourage current and prospective business owners with their business concepts, and we are eager to help invest in concepts that are not sustainable by script income. This may be due to the concept being more niche, script income being too low to support hiring employees or beyond. Our focus is to enable players to provide an immersive roleplaying experience, and to promote business diversity.
Property Management has inherited business funding from Legal Faction Management, as we are more equipped to assist business owners with the extensive knowledge and experience we have setting up and supporting thousands of businesses across the community. Equally, Legal Faction Management continue to handle all the funding for their official factions.
Property Management's focus with a budget scheme, is to promote the development of businesses from start up's to where-ever the player wishes to take it. Development will be rewarded through the potential for more funding as a business grows, however funding will not be used as an excuse to ignore the challenges businesses naturally have in the real world. For example, business funding will not be provided purely to avoid roleplaying the "struggle". Property Management promotes the healthy development and growth of a business organically; as a business owner, you must showcase and commit to the concept and accept the difficulties both logistically and financially.
DISCLAIMER: Just because a business of one type is approved for funding, does not mean that every business of that same type or concept will be approved. We will be working heavily with the player to understand their plans for the money and some wish to dive deeper into certain aspects than others. It will depend very heavily on what you as a player plan to do with the income and your ideas to create an immersive roleplay experience. Those businesses providing more roleplay opportunities are the ones targeted with this scheme. Those doing the bare minimum will not be rewarded. It is our focus to ensure that unique roleplay ideas have the opportunity to survive and thrive.
MINIMUM REQUIREMENTS
Business funding is a powerful tool in Property Management and the player's arsenal. As such, there are minimum requirements to be eligible:
- Business must have a blank script at minimum.
- Business is registered with the Government as an IC entity.
- No significant property reports within the last (6) months. (Mapping reports not included). This includes inactivity reports and quality concerns.
- Business is active and opens a minimum of (1) time(s) per week.
- Business has existed for at least (1) month.
- Business owner(s) have no significant admin history for unauthorized asset transfers, property or script abuse.
Official Factions are not eligible for funding via Property Management. You must reach out to and make an agreement with Legal Faction Management for funding. Illegal factions must utilize illegal schemes and confer with Illegal Faction Management for support.
If you are just beginning a business and have not yet been in a position to open it because you rely soley on funding to do so, you may still apply and notify us of this. As long as the business is registered and you have been actively developing the concept even if it is not yet open, we will support you. Businesses that are not in this position must be actively opening.
EXPECTATIONS
Business funding will be available across the board to any business owner that is able to demonstrate a need for support, however Property Management will encourage and expect fair attempts to secure funding through in-character means before money is injected into the economy. Ample evidence of attempts to do so, or an explanation as to why this isn't possible will be expected in a business funding request.
If it is discovered that a business owner is not using the income from the scheme in the way Property Management has approved, funding will be immediately terminated, the business will be revoked and further administrative punishment will follow. Property Management will NOT support a player using the funding to purchase any kind of personal assets, or using it to further their financial status.
There is no set restriction on what business type or concept can request funding, however the scheme has a focus on concepts that generally provide little to no script income, or are focused purely on passive roleplay.
Only a business owner may apply for funding. The business owner is the sole responsible party to ensure income is used in the manner Property Management has approved. If the income is delegated to a manager to control, the business owner assumes all responsibility in-case of misuse.
Business funding will not be used to justify assets in any form, and is not considered in-character wealth. Funding is purely there to provide other opportunities for those that require script money to make something work. The money from business funding may not be used in any type of request, for any subteam, to justify or gain assets.
A business owner may not claim that a business is suddenly wealthy from business funding. Again, the funding is an OOC injection to enable a business owner to support others roleplay, and not justify wealth, success or stability. Property management expect the business owner to roleplay realistically for the concept they have selected.
WHAT CAN YOU USE FUNDING FOR?
Business owners will have the confidence that funding received by Property Management may be used for a collection of reasons. Our focus is to help provide roleplay opportunities, be that in the form of regular employment, event hosting and more.
Funding can be offered for:- Providing roleplay jobs that scriptly you cannot afford due to the lack of 4k p/h or /openbusiness, or limitation of the limits of those income streams. For example, offering a marketing assistant position for a business that has no customer-facing premises and no items to generate income, and low income from players due to the niche nature of the concept and a lack of interest.
- Offering bonuses and staff incentives to interest players in your business, to a reasonable degree.
- Public events where a business cannot afford the fees and make no income from said event.
However, Property Management will NOT pay for the following:
- Mapping or commission for a mapper.
- Giveaways or charity investments.
- Events where money is generated.
- Investments into other businesses.
- Personal asset purchase (properties, vehicles etc).
- Cases where enough money is made ICly or with the use of existing script benefits ir IC funding/partnerships.
Business funding is purely to provide income for a business to further support the roleplay niche and help to pay for employees, events and beyond, where a business is unable to do so. Property Management will require a full breakdown of what the income is used for, and this will be periodically checked.
If a business owner has a set funding schedule, and wishes to use the income in a different way, they must notify Property Management on their funding request, otherwise it will be considered abuse.
If additional funding is required, a business owner will need to submit another request for one-off payments. Scheduled payments will see their original scheme updated with the new funding criteria and amount.
PAYMENT SCHEDULES
Business owners are able to request one-time payments, or monthly installments to assist on-going roleplay.
Property Management will manually review both one-time and scheduled requests, and will verify that the funding is used only for the reasons specified on the application.

FAQ
Raise a ticket on the Property Management discord for any queries or assistance with business budgets. We've added some answers to the most commonly asked questions below.
I own a "business concept". Am I eligible?
- No sole business concept is excluded, we just ask and investigate whether funding is necessary. As said, we strive for in-character resolutions before we will offer funding, but we will work with you to come to a fair outcome.
I was approved for business funding, but I want to use it for something else. Can I?
- No. Funding is approved for your specific business concept and reason as specified on your request, you will not able to save the funding to put it to something else. This will be considered abuse.
I would like to request more money on my scheme.
- Update your existing scheme with a comment and we will review. You will need to provide information as to why extra money is needed.
I want to appeal a funding decision.
- Funding will be reviewed by the majority of the Property Management team, including the leadership team. Because of this, we will not accept appeals. A funding decision is final.
I want to hire a financial assistant to handle the funding. How would this work?
- You as a business owner will be the one responsible for the requests, however you are free to ICly delegate the dispersion of funding as you see fit. Keep in mind that you need to know exactly where the money is going, and you accept full responsibility if that money does not go where it should.
I want to get funding for my business, but I am in an illegal faction.
- If an illegal faction member holds a business that is eligible for funding due to the lack of income, they will be treated as a business. That money may only be used in the ways approved by PM as is the same for everyone else. If you are requesting money as part of a scheme however, you will need to go through Illegal Faction Management. Abuse of this to fund your faction will be reported to IFM and administrative punishment will follow.
Our legal faction is focused around a business, can we get funding?
- As a faction, your funding is supplied solely by LFM. Property Management will not provide funding for a faction.
We are an unofficial legal faction. Can we obtain funding via PM?
- As an unofficial legal faction that operates as a business, you would still fall under Property Management for funding until the day you become an official faction. Property Management will however liaise with Legal Faction Management throughout the process, to relay any concerns or relevant information so they are fully armed when taking on or considering a funding scheme when you transition to an official faction.
We are a business transitioning to a faction, who handles our funding?
- As a business, Property Management will handle the initial funding requests, and this is still true when you transition to an unofficial faction. Legal Faction Management will take over and handle your funding as they see fit once you become an official faction.
I don't have a business script, can I get funding?
- Property Management require that a business routing ID is used to offer funding, so a business script is necessary. Equally, your business should be fully registered with the Government and should be a legal (fronted at least) entity.
How can I roleplay business funding?
- This will need to be agreed upon with Property Management in the budget request. For example, if someone wishes to use the funding as money from an NPC lore based sponsor, Property Management will need to agree on who and why so as to ensure it is realistic and fair across the board.

No to this, and no to calling 911 on yourself. If you want the passive roleplay, you could submit a report for a passive 911 call and we can do it for you if the situation calls for it. Investigations into the original caller can take place and if it's found to be you, then the whole situation would be pointless.
