The roads where OP shows on the map are really accurate, from my experience though, I dodge people going 90+MPH at almost everywhere within the city, completely ignoring the lights, while I'm constantly checking my left&right and my back to make sure I don't get hit by someone who wanted to speed and test out his new car because why not, the roads are empty amirite? This needs to be addressed imho. At least, get them to come to a halt at intersections or something, you have a higher chance to die while crossing the street than walking in an active gang shootout.

To alter it where it'd be realistic imo, would be to have 2-3 variants available for purchase at hardware stores. IRL you'd need a license to use UHF/VHF(long range) radios, so I'd say having a license-free PMR radio is pretty normal but they're very limited in terms of range, especially in the city where you have buildings of all sort and lots of obstructions. So there could be 3 kinds of radios with different range capabilities and they could be priced depending on that, but I have never heard of a handheld device that can reach out to other radios across the city without a station(repeater) for that channel specifically allowed for civilian use - which wouldn't make sense for a street gang or a street crew.

Totally agreeing with this. Take the yacht for example, such a huge yacht would surely have personnel on board, who would not just let strangers climb from the back and party in it. I know it can be leased, but people don't know that and even if not included as a rule, it should be made clear in a way, in my opinion.
