Detailed description:

Right now there are a number of IC and OOC issues with casinos/gambing establishments. I believe limiting the number of casinos by making them leasable only and having a limit on the number of casinos will greatly improve the experience and RP around such businesses, while also making it easier to police them both ICly (in regards to the government's licensing department when that is back up and running) and also OOCly in regards to PM. This however would not put an OOC limit on illegal and underground gambling establishments.

This would make obtaining casinos a bigger deal, as they should be. Currently casinos are a sort of wild west both OOCly and ICly. Obviously to request a casino with a brand new property, you must go through approval by PM via a property request. To my understanding, to obtain an existing casino by buying it from another player you must require permission from PM, but I know for a fact that this isn't always enforced. I'm not sure if this has actually happened, but there could also be instances of someone buying a property as a non-casino business, and then rebranding it as a casino. Making casinos lease only means that none of the above issues would be a problem as PM would inherently have a good understanding of the number of casinos and who owns them, due to each business having to go through the lease application process. Part of this is an IC issue with the government and its licensing department, but when it has been inactive for a number of months, it quickly becomes an OOC issue in my opinion. This suggestion isn't in replacement of the licensing department and its duties regarding casinos, it would work alongside it.

 

I'm not too familiar with the pricing of leases, but this isn't the reason behind the suggestion at all, it is about restricting the number of casinos and also ensuring casinos are granted to deserving players. Despite this, it is common knowledge that car garages/mechanic shops make a lot of money (similar to casinos) although with a comparitvely cheap lease costs. Due to that, I think casinos should be priced similarily to car garages/mechanic shops. My reasons for this are that mechanic shops will never make a loss, whereas casinos can, so they shouldn't be priced more expensive than them.

 

I would suggest that PM discuss among themselves and figure out a maximum number of casinos they are happy with. I would suggest 4 within the city, 1 in Sandy Shores and 1 in Paleto Bay. In regards with what to do to existing casinos, I think owners would have to apply for a lease like anyone else would. If they are accepted, they would then start paying the lease and perhaps a refund or partial refund could be awarded depending on how recently they purchased the property.

 

In regards to the location of casinos, I think PM should either mark a number of properties as casinos and put them up for lease, or see my other suggestion below and implement this as I believe this is the best approach, especially when it comes to casinos:

Quality of life, better RP around casinos, makes one of the most lucrative businesses an actual achievement to obtain.

I stopped by a food place the other day. Walked in.

Saw people playing Blackjack.

 

Just kind of left. It's really bad.

So there are plans with the licensing department to tackle this, so I'm not sure if it should necessarily be an OOC restriction. Once they are backup and running these would be classed as illegal gambling establishments, so they won't last long unless they are sneaky with the tables and so on.

 

But as I said, when the licensing department has been inactive for a number of months, it kind of becomes an OOC issue, but they are supposedly close to resuming their activities.

not when you have places like Wigwam who are supposed to be a fast food joint turned into a casino, that's kind of PM's work to maintain continuity.
