Your only argument for banning under 18's is due to paedophilia? If that's the case then it's an issue with the person controlling the character and not the characters age itself. Are you going to try and ban firearms from public use because people use it to deathmatch? Are you going to ban vehicles because they can be used to powergame? There's a solution for this and banning EVERYBODY from roleplaying as teens isn't the answer, you're just going to ruin alot of people's roleplay. It seems like you've had one bad experience with a teen ICly and now have a vendetta against them, you clearly have no idea how much this will affect gang roleplay.

Genuinely the worst idea i've ever seen, if you remove under 18s then every gang will just be the exact same, no development whatsoever. I can guarantee if you remove under 18s then most of the gang rpers will stop playing. If you don't like RPing with characters under the age of 18, don't interact with them? Simple as that. Just because you want to use GTAW as a platform for e-sex, doesn't mean you should discourage other role-players in the process. If you wish to ban under 18's, then simply just ban erotic roleplay completely? Makes waaay more sense to me.
