Jorgensen
Do you have any mods installed? Also, try turning v sync off. Do you also have the game installed on an SSD or a HDD? Link to comment

gpo
Hello, I have a high end PC too, and I encountered this problem myself, and solved it, the thing is Windows 10, or in general Windows does not empty the memory cache, so, let me request you this video: Edited September 14, 2020 by gpo Link to comment

Jennie
I'm facing this problem too, I don't know, it has been going on for three days, SSD of course. Link to comment
colorlessrainbow
I had all sorts of stuttering and FPS related issues prior to watching and putting the tactics shown in this video in place. There's setups for high, medium and very low PC's, might be worth a try. Game runs just fine on high (for the most part) with only 8GB ram and 1050Ti. 1 Link to comment
TyJ
Based off your specs, I’d recommend the following. - Make sure your Graphic Drivers are updated - Download CCleaner and clean out any unwanted memory cache. - Lower your in game settings and make sure that your hz in game reflects your monitors hz. - Make sure you don’t have any unwanted programs running in the background and turn off your overlay if you have one up. - If you have the Xbox companion app or game bar running in the background, end that process. You don’t need it up while you play. Link to comment
The Key Of Silence
I’d suggest running your game on SSD, the Rage files as well. Lower your settings and update your drivers, also try limiting your FOS with RTSS and see if that helps as well. Link to comment
