Remove FD requirement for /vtorch

How will it benefit the server?  Late night needs for torching a vehicle are basically nonexistent due to not ever having enough FD on. If enough cops are online that should suffice, especially considering most cars are found burnt out already. 

 

 

After a bunch of discussions with IFM & LFM we will remove it with next server restart. If it will end up badly, we will re-add it again, but with less firefighters required.
