I think organized crime RP certainly doesn't feel the way it should. This is especially apparent in LCN groups on the server, most of the time they feel like an organization that just governs over a set of mostly legal businesses, and they happen to do some illegal stuff on the side. I think the Asian gangs in Little Seoul maintain a lot better balance between their legal and illegal business ventures and should be looked at for an example as to how to do it right. I also really like the state of the sereno gangs and think that they, as well as their connection to larger organizations is roleplayed very well. They should definitely keep it up as is.

This is a good point. If you look at the actual portrayal of the region in GTA 5 singleplayer, you see it's full of entirely hillbillies or people who would otherwise be out of place in a city setting. If people really want a crackdown on the quality of RP in Blaine County, a rule that requires your character's existence in a filthy trailer park or rural house to make sense would be appreciated.

Then your problem is with the roleplay quality of the people doing it and not the actual concept of the muggings happening themselves.

When you say something like this do you just want the server to be second life where there is little to no conflict and all engagement is purely passiveRP. The server is based in reality but takes place in a fictional setting. It's a lot more fun and a lot better for RP to have these things happen naturally at the will of the players as opposed to it being artificially hampered down on because people got upset they were mugged.
