    Comment: Okay so these are the same people that say ‘We shouldn’t use religion for our laws!’ but it’s the same people that try to use religion (but they fail because go read any scripture and it explains what the death penalty is for - SAM POEHLING) to debase the death penalty.

     

    Also hypocritical because these mfers do not even think of God at all. Same mfers that sleep with 20 women a night. Same mfers that drink, curse, lie, cheat, steal, and spend their money on FILTH.

    I believe it is up to the reporting party to bring weight to any allegations brought against me. I don't believe there's anything substantial and this is a play to win attempt because the player lost his weapon. Nonetheless, I will explain very simply what happened.

     

    Zahair Pittman is in a high crime area infested by gangs and gang violence. He had two officers approach. Now, Clarke put their lights on, I didn't. I was stepping out to ask Pittman about something. However, when I stepped out, and when Clarke put on their lights, he ran. As an officer of the law in a high crime area infested by gangs and gang violence, that is an indicator of criminal behavior. Thus, my character ran to stop him from escaping. I tackled him. There is no way that I abused a tackle script. Pittman wants to claim that I did not give him an opportunity to roleplay... but he was running. I patted the subject down for officer safety. Had he been clean, he would have been released. However, he had a Machine Pistol on him with 60 rounds of Pistol Ammo.

     

    The report is dishonest and disingenuous. I'd also like to make mention that I will not engage in any back and forth unless prompted by the administrator.

    HEALTH & SAFETY CODE AMENDMENTS OF MARCH 2024
     


    To establish a regulating authority regarding prehospital treatment, policies, oversight and appeals.

     

    THE PEOPLE OF THE STATE OF SAN ANDREAS DO ENACT AS FOLLOWS:

     

    CHAPTER I. GENERAL PROVISIONS

     

    SECTION I. TITLE

    (a)   This title shall be known and may be cited as the Health & Safety Code Amendments of March 2024.

     

     

    SECTION II. AMENDMENTS TO LAW

    (a)   The following amendments will be color coded to represent modifications to Title IV, Chapter II of the Health and Safety Code of 2019.

     

     


     

     

    CHAPTER II - REVIEW BOARD

    SECTION 201
    § 201. Pursuant to the Medical Licensing & Training Act of 2019, Chapter III, § 301, Chapter IV, the Review Board on Emergency Medical Services is hereby created in the San Andreas Health & Safety Code with the authority vested within as defined in Chapter I, § 101 of the Medical Licensing & Training Act of 2019.  The State of San Andreas does hereby establish and recognize the Los Santos County EMS Agency and all of its powers legislated by law. The Los Santos County EMS Agency shall be a committee. The Los Santos County EMS Agency shall be the sole agency responsible for establishing prehospital treatment guidelines and protocols in Los Santos County. The Los Santos County EMS Agency holds oversight power over all emergency medical services personnel operating within Los Santos County and maintains the right to issue, suspend, or revoke licenses in accordance with established protocols. The Los Santos County EMS Agency is responsible for publishing prehospital treatment protocols which are to be used by all designated emergency medical services personnel operating within the jurisdiction of Los Santos County. The Los Santos County EMS Agency is responsible for designating and authorizing educational providers for emergency medical services personnel or prospective emergency medical services personnel in Los Santos County. As a result, the regulation authority under Chapter IV of the City of Los Santos Medical Licensing and Regulation Act shall be delegated to the Los Santos County EMS Agency and shall be reflected or repealed as needed.
     
    SECTION 202
    § 202. The Review Board Los Santos County EMS Agency shall be permanently comprised of the Los Santos Fire Department Chief, Deputy Chief, Assistant Chief, and Medical Director; Pillbox Hill Medical Center Medical Director, Deputy Director, and Chief of Medicine; and any additional members appointed by the permanent members of the Review Board Los Santos County EMS Agency

     

    SECTION 203
    § 203. Resignation of any permanently comprised member of the Los Santos Fire Department Chief, Deputy Chief, Assistant Chiefs, and Medical Director, or the Pillbox Hill Medical Center Medical Director, Deputy Director, and Chief of Medicine does not constitute a removal from the Review Board Los Santos County EMS Agency.

     

    SECTION 204
    § 204. The Review Board Los Santos County EMS Agency shall establish internal policy for matters including not limited to; selecting a chairperson, mandated meetings, membership process, rules, and procedures, and internal Review Board Los Santos County EMS Agency policy and procedures. The Los Santos County EMS Agency shall permit any licensee the opportunity to appeal any revocation, suspension, or otherwise. A licensee may, upon verdict of an appeal, seek action in a Court of law.

     

    SECTION 301

    § 301. Emergency Medical Services consist of prehospital healthcare and transport to a hospital by an Emergency Medical Services agency. The term "prehospital healthcare", or any variation of such, shall refer to any emergency medical care given to patients before arrival in hospital and after activation of emergency medical services. Emergency Medical Services is of two kinds, basic life support, meaning emergency first aid and cardiopulmonary resuscitation procedures, and advanced life support, meaning special services designed to provide definitive prehospital emergency medical care, including, but not limited to, cardiopulmonary resuscitation, cardiac monitoring, cardiac defibrillation, advanced airway management, intravenous therapy, administration of specified drugs and other medicinal preparations, and other specified techniques and procedures at the scene of an emergency, during transport to a hospital, during interfacility transfer, and while in the emergency department of a hospital until responsibility is assumed by the emergency or other medical staff of that hospital.


     

     

    SECTION III. ENACTMENT OF LAW

    (a)   The provisions of this bill shall take effect 24 hours after the date from receipt of the Governor's signature for the ratification of this law.

    5.4.14 - If a friendly amendment to a "sponsor overruled" bill takes place, the first listed cosponsor on the sponsor overruled bill holds the authority to accept friendly amendments. If no cosponsors are listed on a sponsor overruled bill, the process of unfriendly amendment must take place for any amendments. The co-sponsor of the bill (if designated) may take on sponsorship of the bill. The bill may not be resubmitted to the Senate under a new sponsor (if no co-sponsor is designated) until fourteen calendar days have passed.

     

     

    "Regarding the Shark Barrier Appropriations Act sponsored by Isabel Garcia, the sponsor is no longer serving in the Senate. Therefore, I put this bill to a vote for sponsor overruling, which will allow the Senate to continue consideration without the sponsor, overruling 5.4.12 of the rules package."
