I don't see a reason for this to be added. First of all it can be MG a little? 
Not all the factions/companies roleplay cars to access the vehicles of it. This can be very easily taken IC if the members of your faction are good enough in roleplay.

What does OOC faction logs have anything to do with metagaming? It's only purpose is to know if someone that doesn't have IC access to a vehicle ignored the fact that he physically doesn't have the keys to the car but still be used.

You really dont need us to spend hours into making a script to force vehicle usage on someone while they instead should RP properly on a heavy RP server.

Im gonna lock this. We are not going to script something like this that takes up database space and server resources while it can be roleplayed and is plain simple PG if they do not follow their IC permissions to a vehicle.
