Step one would be giving an actual player or players control of the mall. Step two would be to actually map it like it should be no discredit to the mappers who worked on it, but its really bland, let someone like @slick!work on it. Then allow players to possibly lease a spot in the mall for a good amount of money for month, and use it for whatever.
