State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Deputy Director of the Office of Strategic Communications and Outreach: For Immediate Release to the General Public: State Government visits Life Guard Tower One and VB-MVR Act of 2021 Passes Senate Vote: November 9th, 2021: November 9th, 2021: State Officials alongside the San Andreas Port Authority and Office of Strategic Communications and Outreach met with Chief Lilith Boyd and local Lifeguards at Tower one on Vespucci Beach on November 5. 2021. State officials met with the lifeguards amidst a rampant amount of crime that has been displayed in the Vespucci beach area. State officials wanted to connect with these lifeguards to praise them for their work for the state and to assure them that the state government would do everything in its power to assist the lifeguards. State Officials stand amongst lifeguards while touring the exterior of Tower One. After a short meet and greet the State officials were given a tour of Tower One and all that it does to keep individuals on the beach safe. LSFD and the Lifeguards utilize many advanced and specialized pieces of equipment alongside their own skillset to save lives. In the future ride alongs will be done with the Lifeguards, so stay on the lookout for that for an in depth coverage of that. The lifeguards shared some experiences they have had personally and the dangers they face. President Pro Tempore Adrian Rossi and Secretary of State Noah Wade took the time to share the VB-MVR Act of 2021 with Chief Lilith Boyd and how it would help lifeguards during their duties. The lifeguards seemed excited and relieved to have a piece of state legislation to support them. State officials talked a little further about how they could help the lifeguards further, which will be covered in future press releases. After the tour and conversation about new laws and legislation the State Officials and lifeguards retired to the Tower One lounge for snacks and drinks before departing to resume their duties elsewhere. The Office of Strategic Communications and Outreach and the State of San Andreas extend our best wishes to the Lifeguards of our great state and wish them safety during their duties. Thank you for your service and hospitality during our tour. On November 6, 2021 VB-MVR the bill that will aid lifeguards reached the house floor and passed voting with four Yea’s and one Abstain. None of the senators present for the bills voting gave any remarks. Senator Ulf (D) abstained from this bill alongside others; while Senators Benson (R), Munoz (R), and Jones (D) all voted in favor of the bill alongside President Pro Tempore Adrian Rossi. The bill itself makes some changes to laws regarding the dangers of motor vehicle traffic to operate upon the Vespucci Beach, Vespucci Promenade, and Bicycle Path. No vehicle is allowed on the beach section of Vespucci Beach once the bill is signed into law. Only emergency vehicles and bikes are exempt from this bill. The promenade, the concrete pavement from the adjacent property line to the boundary of Vespucci Beach is no longer accessible to civilian traffic of a certain category. Commercial vehicles collecting trash or making deliveries are still allowed on the promenade alongside Bicycles and Emergency vehicles. Food vendors or other motor vehicles utilized in the scope of an event authorized by permit issued by the Municipality of Los Santos are still welcome on the promenade. Black shaded areas are still accessible by motor vehicle. The bicycle path is strictly for bicyclists and pedestrians unless it needs to be utilized by marked vehicles for an emergency. This bill was aimed at protecting pedestrians and beach goers. Its secondary aim was to give Law Enforcement the power to ticket people endangering those that visit the beach or work on it. As always this is only a brief overview of the new law that may come into being for the Vespucci Beach. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Deputy Director of the Office of Strategic Communications and Outreach: For Immediate Release to the General Public: Senator Gabriella Beltran Sworn in for District 26: November 1st, 2021: On the evening of the first, Gabriella Beltran met with Senate President Pro Tempore Adrian Rossi and several other members of government present to show their support within the San Andreas State Capitol. Senator Beltran took the oath of office, solemnly swearing to support and defend the Constitution of the United States as well as the Constitution of San Andreas against all enemies, foreign and domestic; bearing true faith and allegiance to the same; that she took the obligation freely, without any mental reservation or purpose of evasion; and that she would well and faithfully discharge the duties of office on which she was about to enter: So help her God. Senator Beltran will be representing district 26, the district previously held by Noah Wade prior to his move to Secretary of State. Senator Beltran was previously a member of the Democrat caucus and is now part of the Republican Caucus, she has vowed to continue her efforts, working for each and every citizen within the state of San Andreas. Beltran was born in Los Santos on August 11th, 1997. She is a Los Santos native, the same as her mother. She is second generation Colombian and has successfully graduated Harvard Law with her bachelors in Criminal Law and Policy, as well as her Juris Bachelor degree. Beltran spent years traveling abroad and working in the peace corp. She has studied law abroad and spent a year helping rebuild the education system in a Colombian community. Senator Beltran in the past looked to bring equality to all of those in Los Santos using her studies and traveling experience. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: LSPD Graduation Includes Secretary of State Perez and Senator Reyes as Guests of Honor: October 10th, 2021: This past Saturday, the tenth of October marked a new class of rookie LSPD officers taking to the streets. There were fifteen graduates from this class and the State Government would like them to know, we are wishing all of them luck in the line of duty. The graduation ceremony opened with officer Damien Sharpe thanking everyone for being present as well as affirming his appreciation for all the current law enforcement that was present for the ceremony. After his short opening he turned the podium over to Chief of Police Branch Goodwater. Chief Goodwater congratulated the new officers on their hard work, dedication, tenacity, and use of team work that had allowed the recruits to make it to graduation. Chief Goodwater made sure that the new officers were aware of the value of teamwork in the LSPD as he stated it was the backbone of the department. A brotherhood and sisterhood. Chief Goodwater said he was honored to be there as the graduates made the official transition from civilian to an officer of the police department. He prayed that each of them would be safe in the line of duty and that God would watch over them. After the Chief of Police addressed the graduates, Senator Valeria Reyes was given the podium to do the same. Senator Monroe seemed excited to get to work for the citizens of San Andres. Millicent Monroe is a proud veteran of her country having served in the army from 2003 to 2005 as a flight medic. After being discharged from the United States Army, she utilized the G.I. bill to attend university at ULSA locally in Los Santos. She has been practicing as a lawyer in the state of San Andreas since 2013. She briefly served as the Deputy District Attorney and a Judge for the State of San Andreas. Monroe had political interest during this time, considering she is a founding member of the San Andreas Firearms Association (SAFA). The Senator typically shows support to Law enforcement and first responders on a normal basis, being a veteran herself. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: Special Committee on Prosecutorial Investigations set to begin examination and exploration of concerns surrounding the District Attorney's office : October 4th, 2021: A special committee on prosecutorial investigations has been formed by the Senate body in order to obtain an unbiased and fair understanding of the current concerns revolving around the District Attorney's Office. The Senate is aware of the growing concern around the District attorney’s office, having been notified by constituents and other members of local and State Government. The Senate body is also conscious of the petition for the resignation of the incumbent District Attorney Melanie Cromwell that contains over one hundred signatures. Official sources confirm that five senators have signed this position and are recused from this committee to ensure a fair and unbiased investigation into this topic. The special committee on prosecutorial investigations shall dissolve November 1, 2021 unless it is renewed by the San Andreas State Senate. The membership of this committee consists of: Senator Adrian Rossi, Senator Edward Ulf, Democratic Leader Diana Jones, and President Pro Tempore Noah Wade. Furthermore the San Andreas Attorney General, State Attorney, and President of the Senate shall be members of said committee. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: Heroes Assistance Program Act of 2021 now Available for First Responders: September 29th, 2021: Good news for first responders such as law enforcement and firefighters that are struggling with medical debt. Heroes Assistance Program applications are now up and running, ready to be processed so that you may receive financial aid for medical bills. Last week, State Treasurer Sofia Moreno addressed the public at the capitol building on this issue. She was very excited to announce the program as she stated that law enforcement and firefighters often deal with a whole host of health issues stemming from the danger of their work or lifestyle adjustments they undergo for the job. Moreno and her office worked hand in hand with Pillbox Hill Medical Center. The two have produced an easy to use form that will be filled out by officers and firefighters that wish to apply to the program. If eligible, the first responder will receive a one time monetary grant of $30,000.00 to assist them medically. Sofia Moreno closed her speech with a warm statement to first responders: "I wish to personally thank each and every one of the brave people who give their all, day and night, to protect the citizens of the State of San Andreas. There are several criteria that a first responder must meet in order to be eligible for the Heroes Assistance Program: Current diagnosis of cancer, organ complications, post traumatic stress disorder (PTSD), physical injuries or diagnosis of said conditions within the previous year prior to applying for the Heroes Assistance Program. First Responders must have completed their probationary period within the department they were employed. Terminated employees are not eligible, unless they were medically discharged. Employees need ten years worth of service. PHMC medical record is mandatory for processing of application. Once eligibility has been approved the form is rather straightforward. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: Eliana Calvani Confirmed as new Superintendent of Public Instruction: September 24th, 2021: Diana Jones, Chairman for the Committee on Healthcare, Education, Labor and Pensions opened the confirmation hearing by briefly describing the responsibilities of the Superintendent of Public Instruction. She stated that the Superintendent, put in charge of the Department of Education, is responsible for developing and maintaining the San Andreas Education Code, ensuring equal access to education, ensuring opportunities to participate for all eligible student and teachers, providing direction, supervision and coordination of all activities of the Department of Education, serving as an advisor to the Governor's Office on all matters related to education, developing and executing publicly funded student loan and grant programs, and several more duties as described in the Higher Education Act of twenty-twenty-one. The Secretary of State, Guillermo Perez nominated Miss Calvini for the position. Eliana Calvani has previously worked as the Chief of Staff for the Secretary of State, at ULSA in the Student Affairs Office, and as a Magistrate. She is a bar certified lawyer and holds a Juris Doctor from ULSA. Miss Calvani stated in her opening that it was in her nature to help others and that growing up she saw firsthand how difficult the educational system can be. She noted that teachers can be prejudiced towards students who weren't "American" enough. Calvani affirmed that she felt Los Santos was different though, being a multicultural and diverse community. She aims to support students so that they can grow into powerful and successful individuals in Los Santos. As Chairwoman Diana Jones opened the hearing for comments and queries, Senator Marty Hany was the first to interact with Miss Calvani, asking about her prior education and work history, before moving on to ask about her responsibilities at ULSA. After this short back and forth Senator Hany asked about her plans for the Department of Education. Calvani replied that her plan was to create a healthy environment for the youth of Los Santos by building youth centers. She insisted these centers would be their safe place, where they can play games, read books, do their homework, get the help they require and to eat warm meals. Calvani also noted that she wanted to strengthen the bond between ULSA and the Department of Education through specific projects. She also mentioned that she wanted to amend and work on the San Andreas Education Code. At this time, Senator Haney's time expired. Senator Ulf was recognized for time, which he yielded to Haney. Haney had no further questions, but stated that he looked forward to working closely with Miss Calvani if she were confirmed by the Senate. Chairwoman Diana Jones used time to question the witness herself after Senator Haney. She stated that she felt their was discrimination within Los Santos and ULSA, even receiving reports on incidents that had occurred. Chairwoman Jones mentioned that the news had even touched on it in the past and events had occurred to raise awareness such as TogtherULSA, an event she had spoken at personally in the past. The Chairwoman asked Miss Calvani if she had any comment about the points she had raised. Miss Calvani responded by apologizing and stating she would do her best to address the issues to fix them. She stood firm that Los Santos shouldn't be a place where discrimination has its roots. After this back and forth the Committee on Healthcare, Education, Labor and Pensions was called to vote. State of San Andreas Official Press Release From the desk of Jennifer Clarkson, Chief of Communications: For Immediate Release to the General Public: Branch Goodwater Sworn in as New Chief of Police for the Los Santos Police Department: September 19th, 2021: This evening marked an important event for Los Santos, the naming of a new Chief of Police. There was a huge turnout for the appointment from law enforcement agencies, government officials, and citizens alike. Jacqueline Coburn, Chief of Staff for the Los Santos Police Department (LSPD) started off the event by thanking everyone that had attended and introduced several important figures from law enforcement agencies and branches of government. Chief Branch Goodwater will be the fifty-ninth Chief of Police for the LSPD. He has a long service record with the department, starting out many years ago as a patrolman. As a sergeant he was the assistant commanding officer of the Air Support Division, later upon becoming a lieutenant he led this division to what it is today. He rose through the ranks of LSPD to Deputy Chief, leading the Counter-Terrorism Division and Special Operations Bureau during his time of service. Jacqueline Coburn stated that Chief Goodwater had served the city and it's people well, that his experience and passion qualified him to represent our Department and the men and women who have sworn to protect and serve. Shortly thereafter, Jacqueline Coburn invited Katherine Houghton onto the stage to sing the National Anthem. The Anthem was sung in both a beautiful and respectful manner before the podium was turned over to Senator Adrian Rossi. Senator Rossi is a former LSPD Sergeant who had served with Chief Goodwater in the past. The interaction between the two was nothing short of a strong display of camaraderie, respect, and friendship. Senator Rossi stated that Chief Goodwater is someone who is the literal definition of an individual that serves and protects; a true role model and inspiration for any and all he came across, regardless if they had a career in law enforcement or not. Senator Rossi spoke about the high standards to which Chief Goodwater held himself and others too, and how he had no doubt that the Chief would hold the entire police department to those standards in the future. Senator Rossi was honored to be a part of Chief Goodwater's appointment and personally commended him for his achievement of becoming Chief of the LSPD. At the end of his time at the podium, Senator Rossi turned to Chief Goodwater, congratulating him and wishing him success while serving and protecting Los Santos. Senator Rossi and Chief Goodwater shared a moment of brotherhood at the conclusion of his speech; something which certainly sprouted from their duration as fellow servicemen. After Senator Adrian Rossi vacated the podium, Mayor of Los Santos Marcus Cambridge took the podium. He noted the efforts and achievements that were made by the department under Chief of Police Jocelyn Ingram and that Chief Goodwater would be equally dedicated and prepared for the role. Mayor Cambridge stated that he had complete confidence in Chief Goodwater and he would continue to safeguard our citizens into the future. After a short speech he invited Chief Good water to the podium for his oath to office. After Chief Goodwater swore his oath, Mayor Cambridge retrieved a badge from the podium, pinning it onto the uniform of Chief Goodwater. At this time Chief Branch Goodwater himself turned to the podium to address the gathering of individuals. Chief Goodwater thanked those present and stated he was honored to stand before everyone. He thanked Chief Ingram, Assistant Chief Gallagher, Deputy Chief Ortega, and Chief of Staff Jacqueline Coburn for their leadership abilities. Chief Goodwater stated that he was honored to lead such a wonderful police department full of men and women who were willing to put their lives on the line for Los Santos on a daily basis. He noted that he didn't lead the department on his own, that it was both the officers and civilian employees who work tirelessly day and night for the community. Chief Goodwater said he was honored to serve alongside his fellow servicemen in his new capacity, just as he always had been, that together they would ensure that Los Santos and the State of San Andreas would be a safe place for all. Chief Goodwater then took time to specifically address the officers within the department, stating that he would do everything in his power to protect them and serve them so that at the end of every shift they could return to their family and Loved ones. Chief Goodwater emphasized that he and his team would be working as hard as they could to ensure police officers are provided with the tools necessary to safely enforce the laws of both the city and state. Chief Goodwater also affirmed that he looked forward to working with city leaders, the state senate, and fellow agencies to provide the community with nothing but exemplary service. Chief Goodwater paid tribute to all those that have fallen in the line of duty over the years, those who gave the ultimate sacrifice so that Los Santos and San Andreas could be a safer place. Chief Goodwater insisted that he would be there for officers to the best of his ability in moments of triumph, in moments of mourning and trials of hardship. He would be there to protect his officers and pick them up when they are low and applaud them as they succeed and respond to the call of duty, Chief Goodwater concluded his appointment ceremony with a call to prayer regardless of faith. He thanked God for the wonderful journey that is life. He prayed that the most gracious Father would watch over those that worked to protect their fellow man, woman, and child, knowing that they are prepared to make the ultimate sacrifice. Chief Goodwater prayed that when times are dark that God would protect everyone called to the line of duty. He prayed for God to watch over and protect every citizen of Los Santos and San Andreas. He Thanked God for his love, grace, and mercy before ending his prayer and wishing safety and peace upon all those present. The event in totality was perceived well by officers, officials, and citizens in the audience. There was much applause for the new Chief of Police, it seemed most in attendance were positive and happy to have Branch Goodwater sworn into his new duties.
