    I think you've been misinformed, really... a situation is never paused unless an admin says so, even if there's a forum report outstanding.

     

    Even then, leaving the server just 'cause you're mad based on a misunderstanding... eh.

    1. You say I was back in the same area in the same car, but when I had attempted to stick up someone around there, I wasn't using any vehicles, and I vacated the area, that's why you couldn't find me.
    2.  My character had just murdered a guy named Johnathan Diaz, and then suddenly I saw you pulling us over, so you were gunned down because my character had just left a murder scene with the murder weapon on him, and you were hot on his tail.
    3. We're allowed to scroll a pistol without roleplaying it. You had 2-3 seconds to fire at me after I exited, but your aim was trained on the other guy.

    1) Your friends, who were in the exact same car, hit a cop's vehicle (maybe accidentally but it looked on purpose) when we were after you to distract him and the vehicle was associated to you. Your passenger was also on the scene when we first found you, 20-30 minutes prior.

    2) I was indeed unaware of this and this changes the situation. Yet, I fail to understand why you'd go murder someone right after committing an armed robbery and then return to the same area. You'd think one would head for a place to lay low and stay there for a while.

    However, since you did indeed give me a few seconds to respond before shooting, I'd say this is fair game. I'm still wondering how you both coordinated getting out at the same time. If that's done IC'ly, then no issues on that part.

    Overall Explanation (250 word limit) : 

    I pulled over a vehicle that was noted as being wanted for an armed robbery. The driver steps out and immediately pops my character.

     

    1) The man robs someone in broad daylight on the side of a busy road and gets caught by witnesses. We loose him quickly after because his friend causes a distraction (smart, ngl). But not 30 minutes later, he's back in the same area in the same car, rather than laying low.

    2) Rule 4 states "A character may only murder a member of law enforcement when there is an active existing threat to life, or there is indisputable evidence that the stop will lead to life or serious extended imprisonment." I don't think this situation falls under these criteria. He escalated a charge that could lead to a relatively short imprisonment into a life sentence right there and then.

     

    Both of these things are just typical of troll behaviour. You could argue that the man was scared of going to jail for a felony - granted - but why return to the exact area you committed said felony in not 30 minutes later, in the same car no less?

     

    Lastly, he scrolled his gun from his vehicle without any sort of RP.

     

    I'd also appreciate if an Admin could check if they actually communicated IC'ly. Them both getting out of the car at the exact same time was definitely coordinated, I'm just wondering if they did it IC'ly or not.

  5. In my eyes, the ideal scenario would be a FLD portal hosted, developed and maintained by GTA world rather than by a player. This makes it much more reliable and not prone to the player losing interest and basically abandoning the website. The entire process would have to be redefined and automated mostly. Say the FLD website could be integrated with GTA world’s database, licenses could literally be 99% automated as all the standard checks could be performed automatically using information from that database. All that would have to be (potentially) manually checked is criminal record and administrative record, and even that could be displayed right there for the handling officer to quickly approve or deny within a second. For GC, CCW and renewals the justification would also need to be checked, but if all the basic checks are handled automatically then this is done within a minute. This would also leave very little room for player error (entering wrong age etc.) again drastically lowering handling time.

     

    This would also solve the understaffing issue as applications would take drastically less time to review and thus we wouldn’t need as much staff to handle the workload.

     

    Then again, this is all in an ideal world… we would need to find people to rethink the procedures, develop the portal and Nervous would probably have to sign off on using GTA world web developers etc.

  6. Allow me to bring up some points:

    • It's hard to find people for FLD. It's fun in the beginning but becomes a drag very quickly as it's a purely administrative job with no reward, a very high workload and a lot of repetition. People tend to leave very quickly or become inactive after a few months. The only things keeping us going are the few people who keep their interest for FLD for a very long time (mvp's) and the regular influx of probationary officers who we can convince to join FLD for a few months until they get tired of it. It's a problem that's always been there and probably always will be...
    • The above applies too for people in higher positions which also affects for example, the rewriting of the CCW exam. We've been meaning to do it for a long time, but it's summer which means most of us are out having a good time, are busy or otherwise. Revising the exam is a task that would take quite a bit of time to do properly and nobody really feels like it when they just got home from work or are about to head out for a good time in this weather. And since it's hard to find people for FLD, it's also hard to regularly cycle the supervisory team within FLD.
    • The argument that "PF abuse is already super high" and that we should relax our application process for that reason is bullshit. At that point you might as well just remove the entire system and allow everyone to /getgun. The last you want to do is allow the abuse to rise up even higher than it already is.
    • Lastly, the FLD website being down is a huge issue, yeah. But the website is hosted by Skent who has given up on PD and GTA World all together long ago (his last post on the LSPD forums was literally almost a year ago) but there's literally nobody else that's willing to develop a website and maintain it outside of maybe GTA:W's own web developers but they have a high workload too. (Absolutely no blame to Skent btw, I know he's busy IRL and all)

     

    I literally cannot agree more that the entire process behind firearm licenses needs a HUGE refactor but unfortunately there's just not many people that are willing to spend time doing that... a proper system would have to be thought out from scratch, a new portal developed and people found to maintain it.

     

    EDIT: I'd like to note that there are people within FLD who are spending crazy amounts of their own time handling applications et cetera who I can't thank enough. Let's not forget them.

  7. Some US constitution amendments, federal laws, SCOTUS rulings etc. don't apply on this server because fact is that the environment on GTA:W is significantly different from real life. If we were to abolish the requirement for good cause then everybody and their mothers could get a CCW extremely easily for no reason whatsoever, which would contribute to the extreme gun problem this server is facing.

     

    There have been discussions about this before and the day that this changes is the day people will make a suggestion demanding to reinstate good cause because they keep getting shot or robbed at gunpoint at every turn they make since people can carry guns with no consequences or fear of getting caught.

  8. 1) Players can still buy weapons at an ammunation even if their gun licenses are suspended (not revoked). While suspensions are rarely used for gun licenses at the moment, it's not realistic for them to be able to buy weapons when they are suspended. Yes, you could report them for powergaming if they do so anyway but it's better to prevent these issues with a simple script adjustment than to increase admin workload.

    2) When gun licenses are revoked, players can still buy weapons at an ammunation until they /changechar or relog entirely. Licenses will show up as invalid on /licenses though. Again, it's powergaming to do this but better to prevent...

  9. It seems that somehow for some players, criminal points go into negative values. Only seems to happen for those with old records (the examples are +1 years old).

    EDIT: Quick clarification: this was already discussed with @Biscuit who says the values on the MDC are directly taken from the database and thus it's a game script bug and not a MDC issue.

    However, in the interest of keeping it simple, I can agree to just not make it a Required Case and in that case it would be 2 days jailtime. Else it would be an indefinite jail until the court case is completed.

    Explanation of the incident (500 word limit): After a very, very bumpy vehicle pursuit with spiked tires, he drove straight to the Del Perro Pier and jumped into the water. @Lilypad handled the IG report and confirmed he logged off not five minutes later.

     

    Often players do this to avoid losing any items, so I'd like to ask the handling admin to check his inventory.

    Explanation of the incident (500 word limit): He was the passenger of a vehicle that got pulled over. They ran off from the traffic stop. He gets out and runs on foot after a few minutes. Almost gets picked back up (my guess is they're on VOIP or just well organised). Gets tased. Disconnects a minute later. Didn't return after a good 20 minutes. Full video can be provided on request.

     

    My guess is they ran off because he had a gun or something and he disconnected to keep whatever he had. If possible, please check the logs.

    I find it hard to believe a 17 year old kid, despite how many drugs you took, could so easily overpower three males pinning you down.

    Explanation of the incident (250 word limit): Jahmir decided to purposefully walk into an active crime scene and was taken down for it. Nevermind the poor roleplay and character portrayal showed beforehand, he decided to get up and run off even after being pinned down by 3 people. This was made very clear through several /me's.
