If you're using Windows 8.1, that could be why. I had the same issue before upgrading to win 10.

Mirror Park to the east side of LS is one of the player hubs, same with the Grove/Chamberlain Hills area. You'll also find a lot of people in the downtown area/legion square. You can see these names on the map that pops up on the menu and even while moving through different areas, on your hud in small white text. Oh and, auto shops are usually filled with people too. I'd recommend finding an IC tour service (I've seen ads for this before) or getting a side job that makes you drive from place to place.

No complaints whatsoever, haven't even crashed yet. However, the amount of vehicles you see tping all over the place are a bit of a shame, but I believe that will get fixed, eventually.

Should be fine then. For what it's worth, I was having the same problem, and it stopped once I upgraded my system. The old one struggled to keep up with the script loading in different areas and eventually the first .rpf file would get corrupted for some reason ?

What version of Windows are you using?
