It's hard-coded in to the game to only have one item per-slot when it comes to clothing. Maybe someone will find a way to bypass the limit in the future but the game's been out for 7 years on PC so far so I really doubt it. Link to comment

Back in the earliest RAGE versions, there was some categories like accessories2 and stuff like that, not sure if that is able to be brought back.
