Rubber bullets are generally not recommended for use at ranges shorter than 20 meters (it varies by manufacturer and local guidelines), but medical professionals recommend a minimum of 40 meters (or more). To put this into context, many rubber bullet types have a maximum effective range of 100 meters.

Groups of doctors have urged the banning of rubber bullets for crowd control but they are still widely used around the world.  Part of the problem is that they are often used improperly.  They are not supposed to be fired at the head; many are supposed to be used only against legs or bounced off the ground into the legs of protesters.
