Anthony Gabourel, also known as "Bandit," 23, of South Los Angeles, was sentenced by United States District Judge S. James Otero for violating the federal Racketeer Influenced and Corrupt Organizations Act (RICO) in relation to the murder of 24 year old Francisco Cornelio. During the sentencing hearing, Judge Otero stated Gabourel and other Harlem Crips executed Cornelio, who was minding his own business" simply because "he was of Mexican descent." A federal jury determined that Gabourel plotted with other members of the Harlem Crips to retaliate against a Latino because members of the rival 38th Street Gang had recently shot and killed a member of the Rollin 30s. In papers filed in relation to todays sentencing hearing, prosecutors asserted that Gabourel and another Rollin 30s Harlem Crip members, armed with shotguns, ambushed the unarmed Cornelio while he was vacuuming his car with his young son. The Harlem Crips shot Cornelio once in the back without saying a word. Federal prosecutors argued to Judge Otero that Gabourel was the shooter. The incident was unsolved prior to a federal racketeering indictment that was unsealed in August 2010. Gabourel was first tried in state court in relation to the Cornelio murder, but a jury acquitted him in August 2011. Two other men were convicted at trial with Gabourel. Gary White, also known as "Big J Killa" 47, who resided in Los Angeles and Victorville, was sentenced to 14 years in prison. Jermaine Hardiman, also known as "Lil-J Killa," 19, of South Los Angeles, is scheduled to be sentenced by Judge Otero on April 8. According to evidence presented at trial, the Rollin 30s Harlem Crip street gang has been active in and around the Forum Drive 1806 Projects of Los Santos for decades. This case is the first federal RICO action in this district alleging that a Bloods or Crips street gang was a racketeering enterprise. As a result of the federal investigation into the Rollin 30s Harlem Crip, a total of 45 defendants were charged in federal indictments. Prosecutors have secured convictions of 40 of those defendants. Two defendants are in state custody, and two are fugitives. The forty-fifth defendant, Rondale Young, who is charged with conspiring with Gabourel in the murder of Cornelio, is scheduled to be tried before Judge Otero on November 5, 2013. One of the 40 defendants convicted in this case B Marquis Edwards, 23, who was known by the moniker "Baby Uzi," and who pleaded guilty in relation to the murder of two people sentenced in November to 40 years in prison. The investigation into the Harlem Crips was conducted by the Federal Bureau of Investigation, the Los Angeles Police Department, the United States Department of Housing and Urban Development Office of Inspector General, and the Los Angeles County District Attorney's Office. Release No. 13-042 LAW ENFORCEMENT INVESTIGATIONS Gangs are a prevalent source of potential criminality in the Los Santos area today. The Los Santos Police Department’s purpose in producing this gang book is primarily to assist our patrol officers and other law enforcement officials in the identification of gang members and their potential for criminality. It is important for officers to be able to recognize gang member characteristics, as the gang population has committed numerous violent crimes against each other and innocent victims in recent years. Officers knowledgeable in areas of gang identification can not only prevent and combat crime, but will also be able to protect themselves as well as other officers and citizens. This book is a compilation of various gang intelligence information from various sources including detective and police officer files, primarily confiscated from arrested and/or incarcerated individual gang notes and drawings. Additional material was obtained from other law enforcement agencies’ publications and presentations used for internal officer training, as well as from various other gang publications Six major Los Santos gangs are presented in this book: the Bloods, the Crips and La eMe, the Hoovers, Surenos and White Gangs. Sections within this book include the origin and history of the gang, its structure, rules and regulations, oaths and pledges, symbols andemblemens, coded language and hand signals, clothing, tattoos and graffiti. It is our hope that an officer’s knowledge of gang characteristics will assist in combating gang-motivated crimes and reduce the propensity for violence towards the law enforcement community and innocent citizens. LOCKED UP Troubled youth is a huge part of the problem in almost every city in America, but in Los Santos it is even more evident with the excessive crime rate within recent years. With an up-bring of 'rap' music, where criminals on the streets will blatantly commit crimes on video and admit to them in their vile records that millions of people around the world can preview, the unhinged and cold blooded situation that is going on in Los Santos is even more televised for all of the world to see. Almost all of these troubled youth find their way dragged into the life of a gang-member. Multiple sets surrounding the large city that spand into Bloods, Crips, Hoovers, Brims, street crews, and more are always looking for new members and street gangs have become so huge in recent time that there is no chance to put an end to them all. However, gangs have existed within Los Santos for an extremely long time. In July 1993, the Bloods surfaced in TTCF at the LSPD Department of Correction facility. The older Black Inmates was able to unite newer generations of African-American prisoners that were brougt in TTCF to compete with the Hispanic gangs, such as La eMe and the Chicanos, who were more organized and better equipped to dominate the inmate infrastructure BACKGROUND The Rollin 30s Original Harlem Crips (OHO) also known as the Dirt Gang, are an active African-American multi-generational street gang located on the West Side around the Forum Drive 1806 Projects region of South Los Santos, San Andreas. Their history dates back as far as the 1960s, making them one of the longest standing Crip Neighborhood in Los Santos. Which, runs from Capital Boulevard to 1806 Forum Drive. The Rollin 30s Harlem Crips formerly known as the Harlem Godfathers, consist of several cliques such as 35th Street, 37th Street, 39th Street, Avenues, and All Slob Murderers. The Harlem 30s Crips are considered the third largest crip gang in Los Angeles, behind the Rollin 60s Neighborhood Crips and the Eight Tray Gangster Crips. The Rollin 30s Original Harlem Crips falls under the Rollin 0’s umbrella. The Rollin 30s Harlem Crips are known to sport Texas Rangers and Texas Longhorns baseball caps with the logo letter “T” to represent “30s.” Law enforcement estimates there are between 700 and 1,000 active members of the Rollin 30s Crips. They can be found in different parts of the world such as New York and Harlem as well as Belize. ALL SLOB MURDERES (ASM) 🅱️❌ The All Slob Murderers (ASM) Clique are a fairly new clique in the Rollin 30s Original Harlem Crip group. It’s made up of younger Rollin 30s Original Harlem Crip members. The name of this clique explains a lot, they push the Blood Killer (BK) moniker and take all of the consequences behind it. From 2016 - Present the crime rate in South Central spiked, as a result from the 2015 shooting. After the shooting the 30s took out their anger on all bloods, even some blood sets that weren't involved with the murder. As time flew by, older members from Rollin 30s were detained, leaving the reckless Bandits to roam unsupervised. These teens became more and more sloppier and South Central turned into a hotspot for police arrest. With no guidance the Rollin 30s Original Harlem Crips are nothing more than any other gang in South Central, Los Santos, a gang with no central leadership and no vision or goals. With the older generation of Harlem Crip members either detained or too centered around their dependence on drugs for the expectation of the group's future. It left a gap in the program; less put-ons, less hustlers, and less African-American teens making it past 18. Most members of the Rollin 30s are known by the police through arrest and are between the ages of 13 and 20. The majority of members have deep family ties or friendships within existing gang members. Most of the older gang members have been taken down by the Gang and Narcotics division of Los Santos and have, since then, never been seen again. Leaving the 30s with a few older and mostly young members, the area has turned into a crime infested place, with several shootings, robbing's, attempted murders, murders and a known drug dealing spot shared through social media, and mouth-to-mouth. Over the last couple weeks, the 30s have been more active and dominant. OPERATION DIRTY WATER In December of 2022, during a late night, the Los Santos Sherriff's Department compiled substantial evidence against the Rollin 30s Original Harlem Crips gang. A series of shootings in Chamberlain Hills resulted in the tragic loss of numerous honorable deputies, prompting the area to be placed under lock-down. A warrant was issued for the arrest of any suspected gang affiliates. Surprisingly, this led to a wave of arrests even among the neighboring Crip gang members, who had no direct involvement in the murders or the ongoing investigation. Reports suggest that more than thirty gang affiliates were apprehended on December 30th, 2022, and the operation spanned approximately four hours. Aside from the Rollin 30s Harlem Crips gang, several other gangs, including the Murder Park Families, Rollin 100s Neighborhood Crips, and other local gangs, were also affected. Among them, the Rollin 30s Harlem Crips, specifically their ALL SLOB MURDERERS (ASM 🅱️❌) Crips Clique, suffered the most significant impact in silence. Numerous prominent members of the ASM Crips were incarcerated on numerous drug and weapon charges, such as possession of firearms as convicted felons and intent to distribute drugs. Interestingly, a substantial number of these firearms were later linked to separate shootings involving gangs like the Avenue Piru Gang and Murder Park Families. Three members, namely Jacquavius Wilks, Daevion Williams, and Rakeem Carter, stood out as particularly dangerous and influential within the gang at the time of the operation. Carter was allegedly responsible for fatally shooting a member of the Avenue Piru Gang. Williams and Wilks were known for their involvement in a large-scale drug operation.. 2. DIRT GANG BREAKDOWN — The Rollin 30 Harlem Crips (R30) also known as “Dirt Gang” (DG) or Dirty Money Boys (DMB) / Dirt Money Girlz, or sometimes known as the Original Harlem Crips (OHC) reputable set resided in Los Santos, San Andreas. The 30s mostly consist of African American and Belizean Creole descent, although you will find quite a bit of Hispanics here and there. The OHC’s comprise of a few cliques like the Avenues, Denker Park, 35th Street, 37th Street, and 39th Street. They usually go by the blue flag but sometimes they can be seen with some brown flags here and there. Although the Rollin 30s are a street gang they dabble in Organized Crime and that’s what makes the 30s more versatile and different when it comes to other street gangs. The R30s fall under the Rollin 0's umbrella and unlike the 40’s - 100s they don’t claim Neighborhood and are strictly Rich Rollin, this makes them the ONLY Rollin Crip set that does not claim NHC, this doesn’t stop them from cliquing up with the Rollin 40s though. The Rollin' 30s Harlem Crips have had a long history with other sets who they have battled with and gotten cool with to prove themselves. They claim all of the NHCs as allies and as previously mentioned before they are cliqued up with the Rollin 40s Neighborhood Crips, they also have managed to expand their connections throughout Los Santos and solidify alliances with the Grape Street Crips, Four Tray Gangster Crips, Bacc Street Watts Crips, Holmes Street Watts Crips, Paramount Gundry Blocc Crips, East Coast Crips, and the Rollin 100s . For the contentions though, the Rollin' 30s Harlem Crips rival against The Rollin' 20s Neighborhood Bloods, Black P Stones, School Yard Crips, 53 Avalon Gangster Crips, All Hoover Criminals, All Brim Blood Sets, All Gangster Blood Sets (Heavily including Inglewood Family Gangster Bloods.) OPERATION THUMBS DOWN — In 2010, the Rollin 30 Harlem Crips were the reason for more than 1,000 robberies inside the Los Santos Province area. In 2013, almost 100 cops caught an immense bundle of the Harlem 30s in Operation Thumbs Down, a 30-month examination that zeroed in on people of the Rollin 30 Harlem Crips. The assessment was begun in 2011 to target people of the Rollin' 30s because of the viciousness and ruin they were unleashing inside the Los Santos district. They were known for a ton of viciousness inside the local area where they guarantee as to their domain. During the assessment, the law requirement discovered how much the gathering was remembered for drug appropriation all through Los Santos. As effectively communicated the group has various sets and coteries that different various pieces of the pack. Each set cases unmistakable domains all through the group's by and large guaranteed region and has its huge homies. During the Operation Thumbs Down examination, these huge homies are who law implementation followed. Around 21 individuals from the road group were arraigned governmentally in Los Santos and from that point forward more than 100 individuals from the posse were accused of weapon and opiate infringement regarding Operation Thumbs Down. BELIZEAN ANCESTRY — Since the 1960s, individuals have left Belize and advanced toward American shores. One of the significant center points of Belizean foreigners has been South Los Santos, all the more especially, the Western, Normandie, and Vermont hallways. Belizeans began joining South LA posses in the 1980s, mixing Black culture with their own local culture. Nowadays, essentially every pack from Venice to Florence among Vermont and Crenshaw is prevalently Belizean. Packs that brag hefty Belizean enrollment incorporate the Fruit Town Brims, Rollin 30s Crips, 52 Hoover Gangsters, Trouble Gangster Crips, Van Ness Gangsters, Rollin 20s Bloods, Rollin 40s Crips, and Black P Stones. HARLEM GANG DRILLAS — The Dirt Money Boyz / Dirt Money Girlz commit a large scale of crimes, from home invasions to burglary, robbery, murder, drug trafficking, and believe it or not despite them being a street gang the Rollin 30s dabble in organized crime and move as an organization in some instances. This is what makes the Rollin 30s unique and what helps them consist of more variety when it comes to other sets in Los Santos. Nowadays with petty scam methods and fraudulent crimes taking over the streets, you will often find the younger individuals participating in petty scams, carding, and just fraudulent activity in general. The Rollin 30s are more money-oriented and more focused on getting money and they are currently on the rise when it comes to rappers like ‘Johnny Rose’ ‘DMB Dai’ and other rappers. They are heavily known for their musical influence in Los Santos. After numerous more established individuals from the Rollin' 30 Harlem Crips who were there for direction got detained because of the prosecution set down on the group, the exercises eased back down briefly. The Rollin 30s Harlem Crips used to claim “DNA” which stands for Denker Parc, Thirty-Ninth Street, and Avenues. This is more of an older tradition and you won’t catch any of the younger ones claiming DNA anymore, the newer generation of the 30s claim Dirt Money Boyz (DMB), or for the HGs (Home-Girls) they claim Dirty Money Girlz (DMG). The name Dirt Gang originated from a diss to the Rollin 30s, rival gangs use the name ‘Dirties” to diss the Harlem Crips but the Rollin 30s figured out how to embrace the moniker. Unlike some Crip hoods in Los Santos, the Rollin 30s don’t groove with any Blood sets and often push the term ‘NSA’ which stands for ‘No Slobs Allowed’ (Diss to all Bloods) and often show strong hate for all Damu sets, especially the neighboring ones. Such as the Rollin 20s NHB, Fruit Town Brims, Van Ness Gangster Brims, and the Harvard Park Brims. The Rollin 30s often sport different kinds of logos and brands to represent where they are from. The Minnesota Twins is a logo that represents a TC (Thirty Crip), they also often wear Detroit Tigers gear which can stand for Denker Park, or Dirt Gang, Texas Rangers which can represent the Thirties, Los Angeles Angels or any ‘A’ hat can represent Avenues and Houston Rockets which can represent ‘Rollin’. Other hats and brands are also worn as well but these are just the basic brands that can be found around the area and are commonly worn.
