It will sound more logical, then if he is on duty he will not enter to enjoy but to help with a certain situation. Then it probably makes sense that he will not pay entry fee. Link to comment

Realistically speaking, I don't think any businesses like bars or clubs would take entrance fees from on-duty government agents regardless of their intentions (duty related matters or something else).
