Since the times of the Cold War, organised crime has seen an upward trend in the Balkan states. The spearhead of this growth in the late twentieth century were the Turkish organisations who used their country's geographical location to their benefit; said location enabled the exportation of heroin obtained through Afghanistan to Europe and eventually to North America. Now, in the twenty first century, Albanian criminals have become a cornerstone of the trafficking of drugs into Europe and North America. With a steady growth of immigration from Turks and Albanians into North America, it is inevitable that among the sheep will be wolves. Authorities have often struggled to infiltrate these groups due to their structure being unlike organisations from the past such as the Italian organised crime groups. Their tradition of political marriages and trusting only those with either historical ties to them or cultural ties keeps the government from penetrating these organisations.

 

In 2011, 37 members of an international multi-ethnic organisation of Albanian origins were arrested in the USA. According to authorities, this was and will be one of the many instances of members of different organisations being arrested in the USA. Those arrested were "allegedly responsible for organizing the distribution of tens of thousands of kilograms" of drugs including cocaine, marijuana, heroin, MDMA as well as prescription pills. These drugs were said to be distributed in locations throughout the USA, but were mainly distributed in San Andreas and various cities on the east coast. This growth in Albanian-Turkish criminals operating in San Andreas comes as no surprise due to the growing number of immigrants in the state, with there being almost 100,000 combined ethnic Turkish and Albanian citizens that the government is currently aware of, with other estimations varying. This can be seen in the aforementioned arresting of 37 members of an organisation, as not many of the arrested party was an American citizen. With Turks and Albanians being notorious for their use of cash only businesses such as kebab shops, cafes, barbers and other businesses that can be equated to closed social clubs, there has been an increase in cultural unity between these two Balkan peoples.

 

One such group of criminals has alleged to be active in Los Santos, despite their low profile and reluctance to engage in open crime, has caught the eye of some government officials within Los Santos and has been the subject of articles filled with speculation and unanswered questions as to the activity of this group. As is so often the case with Turkish and Albanian criminal groupings of organisations, it is not clear if it will be likely that law enforcement penetrate this group through the use of informant due to the strictly adhered to policy of political and cultural marriages that are prevalent in these groups. Such bonds create loyalty that is hard to break on a meaningful scale. It is yet to be revealed how Los Santos law enforcement intends to approach this group of criminals, or if they are even a major concern; but one thing is certain and that's that this group will be fuelled by the steady increase of immigration from the Balkans. While it is often erroneously assumed that these groups consist of only Albanians, criminals from all over the Balkans including Kosovo, Bosnia, Turkey among other countries are present in these groups due to their cultural and historical ties to one another.

 

The authorities maintain that "they [the aforementioned groups] do not yet demonstrate the established criminal sophistication of traditional Eurasian or La Cosa Nostra (LCN) organisations. There is no single Balkan 'Mafia' structured hierarchically like the traditional LCN. Rather, Balkan organised crime groups in this country translated their clan-like structure to the United States. They are not clearly defined or organised and are instead grouped around a central leader or leaders." It remains to be seen how present or strong this particular supposed group is, was or will be in Los Santos.

This faction aims to realistically portray one of many criminal groups that spawn out of the Mediterranean and operate abroad. Membership is multi-ethnic but significance is naturally placed on characters with cultural ties to Turkey or Albania.
