illegal faction members cant get PF/CCW/GC

Organised Crime and all that makes sense but as someone who started a gang banging character recently I see no logical explanation for ever requiring a PF. 

Most kids join street gangs ages 10 - 15 so no PF yet. Then by the time they're 21 they're either felons or dead. 

 

TLDR - people under 21 can't own guns, felons can't own guns, dead people can't own guns
