Vespucci Beach is known for its surfing, skating, tourism, and general beauty; to those unfortunate enough to live there though, especially the lower class, it's known as Dogtown. The mecca for Peckerwoods and Skinheads in the city of Los Santos, as well as their gangs, such as: the Cortes Aryan Skinheads, The Family Affiliated Irish Mafia, the Crazy Whiteboys, The Dogtown Whiteboys, and Public Enemy Number 1.

Raymond "Cornfed" Simmons is a thirty four year old former highschool defensive lineman, ex-convict, and now a fully fledge comrade of the white supremacist prison gang, Public Enemy Number 1. He grew up during the days of Kyle "Lucky" Brock and Edgar "Cyclops" Boon. He served six years in the Twin Towers Correctional Facility on DUI and assault charges. During that time he reconnected with his long-time best friend Blaine "Stake" Macdonald, as his cellmate. While inside he was officially jumped into the gang by Blaine and Barry "Wizard" Fischer. Raymond was Stake's cellmate till his bitter end, acting as an advisor to him while he held to they keys to the pod; Tragically in late December of 2020, Blaine was beat to death by the CO's. Raymond then briefly held the keys on his own, before he was released in early January of 2020.

Raymond Simmons remains an active member of PENI, but, has taken many measures to try and blend back into the fold of regular society. He has began looking over his best friend Blaine's baby momma, and kid, providing financial support for the two out of a sense of duty to Blaine. He routinely looks after the child when needed, acting as a father figure. He volunteers part time as a peewee football coach, and has taken up his old job as a manager of thee Vespucci Skate and Surf Utilities. Since returning to the streets he has carried out the collection of tax from White MC's for the Aryan Brotherhood, originally on behalf of Barry Fischer.
